Based in Islamabad, Alternative Development Solutions Private Limited (ADS) is a research and capacity development firm registered with the Securities and Exchange Commission of Pakistan (SECP). ADS possesses extensive experience in policy review and project implementation across renewable energy uptake, alternative and renewable energy transition, industrial decarbonization, and the effects of global warming, climate change, and environmental conservation on society, economy, businesses, and people's livelihoods.
ADS envisions generating an enabling environment for informed policy positions, nature-friendly and people-centered development, as well as energy consumption and transition. It is rapidly emerging as a known entity striving to persuade, facilitate, and monitor Pakistan’s corporate sector in transitioning from fossil-powered energy to renewable and sustainable sources of energy, such as wind, solar, bio, and other green, clean, and climate-friendly sources of energy. ADS believes in employing alternative sources of energy, not only help minimize global warming and arrest greenhouse gas emissions (GHGs) but also to help in sustainable business growth.
The Alternate and Renewable Energy Campaign (AREC-Pakistan) is ADS's flagship campaign for transforming the corporate sector's energy sources towards clean and green alternatives. ADS works specifically with the textile and sports/apparel sectors and their respective supply chains, to support their transition to Net-Zero by shifting from high-carbon and polluting power sources to alternative, sustainable, and cleaner sources of energy.
Duty Station: Islamabad-based with likely travel to Punjab, and or field locations, depending on project requirements.
Role Purpose: The Accounts and Admin Officer will support the Manager Finance and Administration in maintaining accurate financial records, preparing donor grant budgets, and managing day-to-day administrative functions of the organization. The incumbent is responsible for the careful and accurate preparation of all financial documents, vouchers, reports, and compliance filings, which are subsequently reviewed and authorized by the Manager Finance and Administration. The role requires a detail-oriented professional with demonstrated experience in accounts preparation, donor-funded project finance, and office administration in a Private Limited or NGO setting.
Corresponding to the project requirements, ADS is looking for a ‘Accounts and Admin. Officer’ to assume the following responsibilities:
A. Accounts and Financial Management
- Maintain accurate and up-to-date financial records using QuickBooks accounting software, including journal entries, ledger maintenance, bank reconciliations, and expense recording, for review and authorization by the Manager Finance and Administration.
- Prepare month-end adjusting entries for prepayments and other accruals to support the closing of books of accounts on a monthly basis.
- Review and reconcile books of accounts on a monthly basis to ensure a complete and accurate picture of the financial position, and flag any deviation from budget or standards to the Manager Finance and Administration.
- Prepare financial vouchers, including payment vouchers and journal vouchers, accurately and in accordance with the authority matrix, and submit them to the Manager Finance and Administration for checking and authorization.
- Prepare payroll reconciliation and bank reconciliation statements for review and authorization by the Manager Finance and Administration, and support timely salary disbursement.
- Ensure accurate allocation of staff salaries and other expenses to the appropriate projects and budget lines at the preparation stage.
- Process vendor invoices and prepare payment requests for review and approval by the Manager Finance and Administration, ensuring compliance with organizational policies and agreed payment schedules.
- Maintain and reconcile petty cash regularly, and ensure all transactions are accurately recorded with appropriate supporting documentation.
- Monitor and record cash flows, prepare cashflow estimates, and interpret trends to assist the Manager Finance and Administration in financial planning and forecasting.
- Compile and prepare monthly financial reports for submission to the Manager Finance and Administration, who will present them to the Core Management Team.
- Participate in weekly and monthly management meetings as required to support smooth organizational operations.
B. Donor Grant Management and Budgeting
- Support the management of donor-funded project grants by preparing accurate financial records and documentation in full compliance with donor requirements throughout the project cycle.
- Prepare draft budgets for donor-funded projects and core organizational activities, including donor budgeting, budget forecasting, and cashflow estimates, for review and finalization by the Manager Finance and Administration.
- Prepare draft financial reports for donor-funded projects accurately and on time, for review and submission by the Manager Finance and Administration in line with agreed reporting schedules and formats.
- Collect quotations from vendors and suppliers, prepare Purchase Orders (POs) for authorization by the Manager Finance and Administration, and maintain procurement records in compliance with organizational and donor requirements.
- Prepare company draft accounts for audit purposes and compile all necessary financial documents, vouchers, and records to facilitate the timely conduct of internal, external, and project audits.
- Assist external and donor auditors by organizing and providing all required financial documents and records as directed by the Manager Finance and Administration.
C. Taxation and Regulatory Compliance
- Prepare monthly and annual tax return filings in accordance with Pakistan's Federal Board of Revenue (FBR) requirements applicable to a Private Limited company, including income tax, and withholding tax, for review and submission by the Manager Finance and Administration.
- Prepare documentation required to resolve FBR tax matters and support liaison with tax consultants or legal advisors as directed.
- Maintain up-to-date knowledge of the taxation framework governing Private Limited firms in Pakistan, including e-filing procedures, tax deduction obligations, and applicable deadlines.
- Prepare SECP statutory forms, annual returns, and other required filings for review and submission by the Manager Finance and Administration in accordance with the Companies Act, 2017.
- Conduct routine compliance checks, document findings accurately, and report any compliance gaps to the Manager Finance and Administration.
- Prepare and file organizational monthly and annual returns on time, as directed by the Manager Finance and Administration.
D. Administration and Office Management
- Maintain organized and up-to-date office records, including filing systems for financial documents, contracts, correspondence, and administrative records.
- Monitor office inventory, identify replenishment needs, and coordinate procurement of office supplies and equipment in a timely manner, with purchase requests submitted for authorization.
- Handle bank visits, including cash withdrawals, deposits, cheque submissions, and other routine banking transactions, and maintain accurate records thereof.
- Deal with vendors and service providers in a professional manner, collect quotations, and maintain an updated vendor database for use in procurement decisions.
E. Events and Logistics Support
- Provide logistical support for the planning and execution of organizational events, including workshops, seminars, roundtables, and training sessions.
- Coordinate hotel bookings, travel arrangements, venue management, and catering for events in accordance with approved organizational budgets and requirements.
- Maintain accurate records of event-related expenditures and reconcile event budgets post-completion for review by the Manager Finance and Administration.
F. Reporting Line, and Other Responsibilities
- Directly reporting line to the Manager Finance and Administration.
- Perform additional administrative and financial preparation tasks as assigned by the Manager Finance and Administration, the Programme Manager, or the Chief Executive.
- Support organizational development initiatives related to financial management systems, as may be required under organizational or donor-funded workplans.
Knowledge, Skills, and Experience Required:
Educational Qualifications: Candidates with any of the following qualifications are eligible to apply:
- ICMA (Intermediate), Institute of Cost and Management Accountants of Pakistan.
- ACCA (Association of Chartered Certified Accountants), completed or part-qualified.
- M.Com (Master of Commerce) or equivalent postgraduate qualification in Accounting, Finance, or Business Administration.
- Or any other relevant degree in a related discipline.
Professional Experience
- Minimum 4–5 years of relevant experience in accounts preparation, financial administration, or a related role, preferably within an NGO, non-profit organization, or Private Limited firm.
- Demonstrated experience in handling and managing donor-funded project grants, including donor budgeting, financial reporting, and grant compliance.
- Demonstrated experience working with QuickBooks accounting software for bookkeeping, financial record-keeping, and report generation.
- Practical experience in MS Excel for financial data management, voucher preparation, and reporting.
- Working knowledge of Pakistan's taxation system as applicable to Private Limited companies, including FBR e-filing, withholding tax, and income tax compliance.
- Familiarity with SECP regulatory requirements and relevant forms and filings under the Companies Act, 2017.
- Experience in managing vendor relations, procurement processes, and purchase order preparation.
- Prior experience supporting internal and external audit processes.
Skills and Competencies
- Strong numerical accuracy and attention to detail in financial record preparation and reporting.
- Proficiency in QuickBooks and MS Office Suite, particularly Excel.
- Ability to manage multiple tasks simultaneously and meet deadlines without compromising on quality or accuracy.
- Good organizational and time management skills, with the ability to maintain systematic records and filing systems.
- Clear written and verbal communication skills in Urdu and English.
- Professional demeanor in dealings with vendors, banks, auditors, and regulatory authorities.
- Willingness to undertake occasional travel and provide logistical support for organizational events and field activities.
