JSI has been operating in Pakistan for 25 years. In Pakistan, JSI is implementing the Integrated Health Systems Strengthening and Service Delivery Activity (IHSS-SD) funded by USG. The project works extensively with national and provincial governments, NGOs, and the private sector to expand access to health services. IHSS-SD Activity is committed to improving technical and institutional capacity through technical assistance and training, strategic information management, health systems strengthening, and policy development. The IHSS-SD Activity will improve the health of underserved populations in Sindh using innovative approaches in Global Health Security (GHS), Tuberculosis (TB), and Health Systems Strengthening (HSS).
The Sr. Manager Laboratory and Surveillance will provide technical and managerial support to supervise development of public health laboratories, strengthen laboratory workforce capacity, support implementation of laboratory quality systems, and facilitate accreditation readiness of supported laboratories under the IHSS-SD Activity. The position reports to the Director Technical Programs.
Duties and Responsibilities:
Laboratory Strengthening and Supervision

Provide technical oversight to selected divisional, district, and regional laboratories being strengthened as public health laboratories.

Support implementation of laboratory-specific strengthening plans aligned with national standards and IHSS-SD guidance.

Ensure functionality of laboratory workflows for priority disease diagnostics and public health surveillance.
Workforce Capacity Development
-
Support laboratory staff competency building and mentoring.
-
Support delivery of on-the-job training and capacity-building activities in microbiology, biosafety, quality systems, and specimen handling.

Promote good laboratory practices, IPC, and biosafety compliance.
Laboratory Quality Management Systems (LQMS)

Support implementation of LQMS in line with ISO 15189 and 35001 laboratory standards.

Assist laboratories in development and implementation of SOPs, quality manuals, and documentation.

Facilitate participation in internal quality control and external quality assurance (EQA) programs.
Accreditation and Regulatory Readiness

Support laboratories in preparing for accreditation and regulatory compliance, including PNAC and Sindh Health Care Commission standards.

Assist in addressing gaps identified through assessments.

Promote continuous quality improvement processes.
Coordination and Data Integration
-
Coordinate with provincial disease surveillance units, disease control programs, and relevant stakeholders.

Support linkage of laboratory data with DHIS2/LIMS and other approved surveillance platforms.

Contribute to One Health coordination efforts linking human and animal health laboratories.
Reporting/Deliverables
-
Prepare periodic progress reports (monthly, quarterly & annual) on laboratory strengthening activities.

Document challenges, lessons learned, and best practices.

Provide technical inputs to IHSS-SD reports and presentations.

Training and mentoring documentation for laboratory staff

LQMS and accreditation readiness progress summaries

Technical inputs to IHSS-SD planning and donor reporting
Qualifications, Experience & Skills:
-
Advanced degree (Masters and/or PhD) in Microbiology, Public Health Laboratory Science, Veterinary Laboratory Science, or a related field.

Minimum 7 years of relevant experience in public health and clinical laboratory settings.

Experience in laboratory supervision, quality systems, and staff capacity development.

Experience in supporting accreditation, or quality improvement initiatives preferred.

Knowledge of public health laboratory functions, biosafety, and quality management systems.

Familiarity with ISO standards, EQA, and laboratory reporting systems.

Strong coordination, communication, and report-writing skills.
