Aiming Change for Tomorrow (ACT) International is a humanitarian and development organization dedicated to improving the lives of vulnerable and marginalized communities through sustainable development, emergency response, and social protection programmes. ACT works closely with institutional donors, government authorities, and corporate partners to deliver transparent, accountable, and high-impact interventions across Pakistan.

Position Purpose

The Manager Finance is responsible for providing strategic and operational leadership for ACT International’s financial management systems. The position ensures strong financial governance, donor compliance, budgeting, reporting, and internal controls to support effective programme implementation and organizational sustainability. The role works closely with senior management, donors, auditors, and programme teams to ensure financial integrity and accountability across all operations.

Key Responsibilities

1. Financial Management & Strategic Oversight

  • Lead overall financial planning, budgeting, forecasting, and financial analysis for the organization.
  • Provide strategic financial advice to senior management to support decision-making and organizational sustainability.
  • Ensure effective financial controls, systems, and procedures are in place and consistently applied.

2. Budgeting & Financial Reporting

  • Prepare, review, and monitor organizational and project budgets in coordination with programme teams.
  • Ensure timely and accurate financial reporting for internal management and external stakeholders.
  • Produce donor-compliant financial reports in line with agreed formats and timelines.

3. Donor Compliance & Grants Management

  • Ensure compliance with donor financial policies, grant agreements, and reporting requirements.
  • Support proposal development by preparing budgets and financial inputs.
  • Coordinate with programme teams to monitor burn rates, variances, and corrective actions.

4. Accounting & Financial Controls

  • Oversee accounting operations, including general ledger, payroll, taxation, bank reconciliations, and cash management.
  • Ensure proper documentation, record-keeping, and audit trails for all financial transactions.
  • Strengthen internal controls to mitigate financial and operational risks.

5. Audits & Regulatory Compliance

  • Lead internal and external audit processes and ensure timely closure of audit observations.
  • Ensure compliance with statutory, regulatory, and taxation requirements of Pakistan.
  • Liaise with auditors, tax authorities, and regulatory bodies as required.

6. Team Leadership & Capacity Building

  • Manage, mentor, and build the capacity of the finance team.
  • Promote a culture of accountability, transparency, and continuous improvement within the finance function.

7. Risk Management & Governance

  • Identify financial risks and recommend mitigation measures.
  • Support organizational governance processes through accurate financial disclosures and reporting.
  • Ensure adherence to ACT’s financial policies, Code of Conduct, and safeguarding standards.

Required Qualifications & Experience

  • Master’s degree in Finance, Accounting, Business Administration, or a related field.
  • Professional qualification such as CA-Finalist, ACCA, CPA, or CMA will be an advantage.
  • Minimum 7–10 years of progressively responsible experience in financial management, preferably with INGOs/NGOs.
  • Strong experience in donor-funded project finance and compliance.
  • Proven experience managing audits, budgets, and financial reporting systems.
  • Excellent knowledge of financial controls, taxation, and regulatory requirements in Pakistan.
