Job Purpose:

The Livelihood Officer (LO) will serve as the frontline liaison between the project and Afghan refugee communities, with a specific focus on livelihoods, skills development, and economic inclusion interventions. The position is responsible for community mobilization, beneficiary identification, coordination with stakeholders, and continuous field-level support to ensure smooth implementation of skills training, awareness, and livelihood activities under the project.

Main Responsibilities

  • Establish initial contact with influential members of Afghan refugee communities to introduce project livelihood and skills development interventions.
  • Collect baseline and contextual information related to target communities, livelihoods, and project implementation areas.
  • Identify potential community leaders, focal persons, and organizers to support livelihood-focused outreach and mobilization.
  • Motivate and engage community leaders to promote project activities and ensure participation in skills training and livelihood initiatives.
  • Provide timely field-level support to skills trainings, livelihood activities, and awareness sessions to ensure smooth implementation.
  • Mobilize target communities and support capacity-building and livelihood enhancement initiatives.
  • Conduct social surveys, needs assessments, and livelihood profiling as required by management or project needs.
  • Liaise and coordinate with partner organizations, local administration, employers (where feasible), and other relevant stakeholders.
  • Act as a frontline focal person and provide coordination support to training, livelihood, and administrative teams during implementation.
  • Assist beneficiaries in identifying livelihood needs, prioritizing income-generating options, and exploring feasible solutions through available resources.
  • Support project teams and trainers during training sessions, livelihood activities, and field operations.
  • Assist master trainers in awareness sessions and ensure proper documentation is maintained in line with donor and project requirements.
  • Perform any other project-related duties assigned by the supervisor to support effective and timely delivery of livelihood interventions.

Key Deliverables

  • Implementation of community mobilization and livelihood outreach plans in assigned project areas.
  • Verified baseline data, livelihood profiles, and community mapping for targeted Afghan refugee populations.
  • List of identified and engaged community leaders and livelihood focal persons.
  • Regular field and progress reports documenting mobilization, training, and livelihood-related activities.
  • Effective participation of beneficiaries in skills training, livelihood, and awareness sessions.
  • Completed social surveys, needs assessments, and livelihood assessment reports.
  • Coordination and liaison records with partner organizations, local authorities, and stakeholders.
  • Properly maintained documentation and records in compliance with donor and project requirements.
  • Timely field-level support provided to trainers, livelihood teams, and project staff.
  • Contribution to the smooth, timely, and quality achievement of project livelihood and training milestones.

Job Requirements:

  • Bachelor’s degree in any discipline.
  • Minimum 5 years of field experience, preferably in community development or refugee-related programs.
  • Strong communication and interpersonal skills.
  • Ability to resolve conflicts and propose appropriate solutions.
  • Multilingual skills required; Pashto-speaking candidates will be preferred.
  • Good command of MS Office applications.
