1. Introduction/Background                                                                                                                                        

Pak Mission Society (PMS) is a national humanitarian and development organization established in 2004, working to reach marginalized and underserved communities across Pakistan through emergency relief, rehabilitation, and long-term development initiatives. PMS holds a valid Memorandum of Understanding (MoU) with the Economic Affairs Division (EAD), Government of Pakistan, and is certified as an NPO by FBR and Pakistan Centre for Philanthropy (PCP).

PMS is currently implementing a 12-month ERDO-funded project titled “Shared Future Initiative for the Youth of Urban Slums of Islamabad.” The project aims to enhance social cohesion and socioeconomic resilience among youth from urban slums through livelihood development, digital skills training, and community-led initiatives.

Within this framework, PMS intends to engage qualified training institutes, firms, or individual trainers to deliver market-relevant digital skills training to selected male and female youth from diverse faith backgrounds. This assignment is critical to equipping marginalized youth with employable skills, enhancing income-generation opportunities, and promoting peaceful coexistence through inclusive economic participation.

2. Objectives                                                                                                                                                                       

The overall objective of this assignment is to provide high-quality, market-oriented digital skills training to youth from urban slums of Islamabad.

Specific objectives include:

  • To enhance employability and self-employment opportunities for marginalized youth through practical digital skills.
  • To equip trainees with hands-on competencies in graphic design, web design, social media marketing, affiliate marketing, and applied artificial intelligence.
  • To promote social cohesion by providing inclusive and safe learning environments for male and female youth from diverse faith communities.
  • To strengthen youth resilience against unemployment and social exclusion by aligning training with labor market demands.

 

 

3. Scope of Work                                                                                                                                                               

The selected Training Service Provider (TSP) / institute / trainer will be responsible for the following:

  • Develop and submit a detailed training plan and curriculum aligned with national standards (NAVTTC/TEVTA or equivalent).
  • Deliver three-month theoretical and practical training with strong emphasis on hands-on learning.
  • Conduct pre-training and post-training assessments to measure learning outcomes.
  • Maintain complete trainee records including attendance, progress tracking, and assessments.
  • Facilitate certification of trainees through a recognized or government-approved body.
  • Expand support job placement, internships, or freelancing opportunities for trained youth.
  • Submit periodic progress reports and a comprehensive final report.
  • Ensure compliance with PMS safeguarding, gender, and protection policies.

6. Methodology                                                                                                                                                               

The consultant/firm is expected to adopt participatory, learner-centred, and practice-oriented methodologies, including:

  • Hands-on practical sessions (minimum 70–80% practical work).
  • Case studies, simulations, and project-based learning.
  • Continuous assessments and mentoring.
  • Use of real-world tools, platforms, and market practices.
  • Gender-sensitive and inclusive facilitation approaches.

7. Selection Criteria                                                                                                                                                        

Eligible applicants must meet the following requirements:

  • Registered training institute, firm, or qualified individual trainer who have affiliation or accreditation with NAVTTC, TEVTA, or equivalent (preferred).
  • Minimum 3–5 years of relevant experience in digital or technical skills training. Proven experience working with youth, marginalized groups, or donor-funded projects.
  • Established training curricula available to deliver training in Urdu and English.

9. Desired Competencies, Technical Background, and Experience                                                             

  • Prior experience working with NGOs, INGOs, faith-based organizations, or donor-funded projects.
  • Accreditation or affiliation with recognized TEVT authorities or relevant certification bodies (where applicable).
  • Registered training institute, firm, or individual with at least 3–5 years of relevant experience in delivering technical and vocational or digital skills training.
  • Demonstrated expertise in one or more of the following areas:
    • Graphic Designing
    • Web Designing
    • Social Media Marketing
    • Affiliate Marketing
    • Applied Artificial Intelligence for content creation and digital work
    • Experience working with youth, marginalized groups, or religious minority communities, ensuring inclusive and non-discriminatory approaches.
    • Ability to conduct assessments, maintain training records, and produce high-quality progress and final reports.
    • Commitment to safeguarding, gender equality, and social cohesion principles.
    • Strong organizational, communication, and facilitation skills.
    • Ability to adapt training content to the needs of urban slum youth and diverse faith communities.
    • Degree or certification in Computer Science, IT, Digital Media, or relevant discipline.
    • Demonstrated expertise in at least one of the specified digital skill areas.
    • Strong facilitation, communication, and mentoring skills.
    • Experience delivering competency-based and market-aligned training.
    • Ability to work in inclusive, multicultural, and faith-sensitive environments.

10. Technical Proposal                                                                                                                                                 

The technical proposal should be submitted separately and include:

  1. Understanding of the assignment, objectives, and expected results.
  2. NTN Number of the Institute / Individual.
  3. Complete address and contact details (phone, email, focal person).
  4. Legal registration authority (e.g., NAVTTC, TEVTA, SECP, etc.).
  5. Registration date and validity status.
  6. Total years of relevant experience in digital or technical skills training.
  7. Proposed methodology and training approach, including practical-to-theory ratio.
  8. Detailed curriculum of the proposed skills trades aligned with market demand.
  9. Existing linkages with employers, private sector, or platforms for internships, freelancing, or job placement.
  10. Current number of enrolled students and trades being offered by the institute.
  11. Previous working experience with INGOs, NGOs, or other donor-funded projects (with brief details).
  12. Capacity and description of existing training facility/building.
  13. Number of available classrooms, labs, or workshops.
  14. List of available equipment, tools, and software relevant to the proposed trades.
  15. Details of trainers, including qualifications, certifications, and years of experience.
  16. Capacity to manage and deliver multiple trades simultaneously.
  17. Any additional information relevant to the assignment that strengthens the proposal.
  18. Detailed training plan with timelines, session breakdown, and learning outcomes.
  19. Curriculum outline mapped against training duration and competencies.
  20. Profiles/CVs of trainers working on a regular basis with the institute.

11. Financial Proposal                                                                                                                                               

The financial proposal should be submitted separately and must clearly present costs on a per-trainee (per-head) basis. The financial proposal should include the following details:

  1. Cost per trainee for each proposed trade.
  2. Trainer fees (clearly broken down per trainee).
  3. Cost of consumables and training materials per trainee.
  4. Cost of software, tools, or licenses per trainee (if applicable).
  5. Certification and assessment cost per trainee. 
  6. Any other service or administrative costs clearly justified and broken down per trainee.

A summarized budget sheet showing cost per trainee and total cost must be provided for transparency and ease of evaluation.

 12. Payment Terms                                                                                                                                                        

Payment will be made on a lump-sum basis (100%) upon successful completion of the consultancy, subject to:

  • Completion of the full training duration.
  • Submission and approval of all agreed deliverables, including the final report.
  • Verification of trainee completion and certification.
  • Compliance with PMS financial, procurement, and safeguarding requirements.
