Design & Construction Consultancy Services
Project: Naseema Khatoon Community Healthcare Services – Attock City
Procuring Agency: Vision Health Care Foundation (VHCF) in collaboration with Mehria Humanity Foundation (MHF)
1. Project Overview
● Development of a community-based healthcare facility in Attock City.
● Phase 1: Outpatient services, diagnostics, and eye health.
● Phase 2: School health programs, disability management, and specialty healthcare services.
● Development of a fully free-of-cost, patient-centered healthcare facility on approximately 15 kanal 8 marla (~86,031 sq. ft.) of land with a proposed 70% ground coverage and a hypothetical 5 floor built-up structure.
● Construction approach can be prefabricated/modular (Preferred) or conventional RCC, enabling scalable and sustainable development.
2. Scope of Work
A. Project Planning & Design
● Conceptual design, feasibility study, site analysis, master planning, and layout.
B. Architectural Design
● Detailed floor plans, elevations, interiors, landscaping, and universal access planning.
C. Engineering & Utilities (MEP)
● HVAC, electrical, water systems, fire safety, backup power, and sustainable energy solutions (solar/wind), waste water treatment, and irrigation design
D. Construction Support
● Release of Tender Documentation for Execution works
● Bid evaluation and processing.
● Review of contractor shop drawings and submittals.
● Pre-construction planning, design integrity, and quality control.
● Selection of materials and design clarifications to contractors.
E. Handover & Training
● Overseeing Testing and commissioning by the Contractor
● Approval of Contractor’s as-built drawings and Contractor bills.
3. Eligibility Criteria
● Experience: At least 3 healthcare or community facility projects in the last 5 years, preferably in Pakistan.
● Project Size: Experience with projects of at least 5,000 sq. ft. built-up area, including outpatient or diagnostic facilities.
● Team Qualifications: Licensed and certified architectural and engineering professionals.
● Joint Ventures/Consortia: Allowed with clearly defined roles and responsibilities.
4. Proposal Submission Requirements
A. Technical Proposal
● Project approach and methodology.
● Team composition, qualifications, and experience.
● Supporting documents and references.
B. Financial Proposal
● Detailed cost estimates, including all applicable taxes.
Note: Bidders are required to submit separate technical and financial proposals for both construction options—Conventional RCC and Prefabricated/Modular—clearly distinguishing scope, cost, and timelines for each.
All expenses related to site visits, travel, accommodation, or other preparatory work shall be borne by the bidder. VHCF will not cover these costs.
5. Important Dates
● Site Visit: February 2026 (exact date to be mutually decided)
● Pre-bid Meeting: 24 February 2026, 11:30 AM, Khair-un-Nisa Eye Hospital, Karachi
● Bid Submission Deadline: 3 March 2026, 1:30 PM
● Bid Opening: 4 March 2026, 12:00 noon
6. Payment Terms
● Payments for design consultancy will follow the following schedule:
1. 10% Advance payment on contract signing
2. Upon architectural design approval
3. Upon submission of detailed design drawings, including MEP
4. Upon submission of tender documents
5. Upon post-construction completion and handover

● VHCF reserves the right to accept or reject any or all bids without assigning a reason.
