1. Background

Laar Humanitarian and Development Programme (LHDP) is implementing a Heatwave Anticipatory Project in District Larkana, Sindh, aimed at reducing the impacts of extreme heat on vulnerable populations. The project focuses on climate-resilient infrastructure, cooling solutions, and safe water access systems.

LHDP seeks to engage a qualified Technical Expert to design and prepare technical documentation for key project interventions in (Urban Heat Wave Island (UHI) Larkan City.  

2. Objective of the Assignment

To develop technical designs, layouts, specifications, and Bills of Quantities (BoQs) for heat-resilient infrastructure and energy-efficient cooling solutions under the project.

3. Scope of Work

• Design, layout, and BoQ for Thermacol (EPS) insulation in hospital facilities.

• Develop three models of heat-resistant resting spaces.

• Design three models of shelters for water distribution points.

• Prepare specifications and BoQ for solar cooling system (panel, battery, fan, bulbs).

• Prepare specifications and BoQ for 500-liter electric water cooler system.

• Provide specifications and BoQ for sunshade umbrellas.

4. Deliverables

• Detailed designs and layouts (Auto CAD/PDF)

• Comprehensive BoQs with cost estimates

• Technical specifications

• Design justification note

5. Duration

10 days from contract signing.

6. Required Qualifications

• Degree in Civil/Environmental/Mechanical Engineering or relevant field

• 3-5 years of experience

• Experience in climate-resilient infrastructure 

• Proven experience in BoQ preparation

9. Reporting

The consultant will report to the Manager - Operations, LHDP.

10. Payment Schedule

• 40% upon contract signing

• 60% upon completion and approval of technical documents
