Position: HR Officer
Department: Human Resources
Location: Head Office / Islamabad
Job Purpose
The HR Officer will support the effective delivery of day-to-day human resource operations, ensuring smooth implementation of HR policies, timely employee services, accurate HR records, and effective coordination with regional offices and internal departments. The role requires a proactive HR professional with strong communication, organizational, analytical, and problem-solving skills.
Key Responsibilities
1. Recruitment & Selection
-
Coordinate end-to-end recruitment activities, including job postings, CV screening, shortlisting, interview scheduling, assessments, reference checks, and selection documentation.

Coordinate with hiring managers and regional teams to ensure timely recruitment against approved positions.

Prepare and process employment offers, contracts, and related onboarding documentation.

Maintain an updated recruitment tracker and recruitment pipeline.
2. Employee Lifecycle Management
-
Facilitate employee onboarding, orientation, probation confirmation, transfers, promotions, and other employee movements.

Maintain accurate and up-to-date employee records and personnel files.

Coordinate employee separation formalities, clearance, exit documentation, and related HR processes.
3. Attendance, Leave & HRMS
-
Monitor attendance and leave records and coordinate with regional offices to resolve discrepancies.
-
Ensure timely processing and accurate recording of employee leave.
-
Maintain and update employee information in the HRMS and other HR databases.

Support improvements and effective utilization of HR systems and digital HR processes.
4. Payroll & Benefits Support
-
Coordinate monthly payroll inputs, including attendance, new joiners, separations, salary adjustments, deductions, allowances, and other relevant changes.

Support administration of employee benefits, including health insurance and other applicable benefits.

Coordinate with Finance to ensure timely resolution of payroll-related matters.

Assist with EOBI and other statutory employee-related requirements.
5. Performance Management
-
Coordinate probationary and annual performance appraisal processes.

Maintain performance management records and follow up on pending evaluations.

Support managers in implementing performance improvement plans (PIPs), where required.

Assist in ensuring that performance-related documentation is properly maintained.
6. Employee Relations & HR Support
-
Respond to employee HR queries and provide guidance in accordance with organizational policies and procedures.

Support the HR team in addressing employee relations matters in a professional and confidential manner.

Maintain confidentiality of employee information and sensitive HR matters.

Promote a positive, professional, and respectful workplace environment.
7. HR Reporting & Data Management
-
Prepare regular HR reports relating to headcount, recruitment, turnover, attendance, leave, benefits, and other HR indicators.

Maintain accurate HR databases and trackers.

Support HR audits by ensuring that employee documentation and records are complete and properly maintained.

Provide accurate HR data and analysis to support management decision-making.
8. Policy & Compliance

Ensure HR processes are implemented in accordance with approved organizational policies and procedures.

Support periodic review and improvement of HR policies, SOPs, and workflows.
-
Assist in ensuring compliance with applicable labor laws and statutory requirements.
9. Regional HR Coordination
-
Serve as an HR focal point for assigned regional offices.

Coordinate with Regional Program Managers and administrative teams on employee-related matters.

Conduct periodic follow-ups regarding HR compliance, documentation, attendance, leave, and other HR requirements.

Support HR initiatives and organizational changes across regional offices.

Qualifications & Experience

Bachelor's or Master's degree in Human Resources, Business Administration, Management, or a related field.

3–5 years of relevant HR experience, preferably in an NGO, development organization, or multi-location environment.

Practical experience in HR operations, recruitment, payroll coordination, employee relations, and HR reporting will be preferred.
