The Poverty Graduation of Extremely Poor and Flood-Affected Households (PGEP) is a US$134.2 million project jointly financed by the Islamic Development Bank (IsDB) and the Government of Pakistan (GoP). The four-year project is being implemented under the Ministry of Poverty Alleviation and Social Safety (MoPASS) in 25 of the poorest and flood-affected districts of Pakistan. The project supports the Government’s development priorities under Uraan Pakistan and is aligned with the IsDB Food Response Programme and the Sustainable Development Goals (SDGs), with a focus on reducing extreme poverty and economic vulnerability, promoting sustainable livelihoods and employment, and strengthening the resilience of poor and vulnerable households to climate-induced shocks.

Job Description:

 

  • Provide technical support to Partner Organizations (POs) for effective implementation, monitoring, and reporting of livelihood interventions.
  • Monitor the delivery of livelihood grants, asset transfers, skills development, and related Programme activities against approved targets and indicators.
  • Review, validate, and verify progress reports and data submitted by POs for Programme reporting and grant/payment processing.
  • Ensure timely and accurate completion of MIS data entry for assigned Partner Organizations (POs), including data quality, completeness, validation, and regular updating of all required Programme information.
  • Conduct regular field visits and output monitoring to assess implementation quality, beneficiary coverage, and achievement of results.
  • Support the development and implementation of monitoring tools, indicators, benchmarks, and reporting mechanisms for livelihood interventions.
  • Strengthen systems for timely and reliable collection, analysis, verification, and reporting of Programme data.
  • Provide capacity building and technical guidance to POs on monitoring, reporting, data quality, and results-based management.
  • Contribute to periodic Programme progress reports, reviews, evaluations, and assessments related to livelihood interventions.
  • Coordinate closely with the Senior Manager- MER to ensure timely and quality fulfilment of internal and external monitoring and reporting requirements.
  • Ensure effective coordination between livelihood interventions and the overall PGEP graduation approach, including skills development, employment, and income-generation activities.
  • Perform any other related duties assigned by the Project Director.

 Qualification & Experience:

  • Master’s degree or 16-year education preferably in Statistics, Business Administration, Social Sciences, Agriculture / Livestock, or related field from a recognized institution.
  • Minimum of 7 years of overall field-level experience, including at least 4 years of experience in monitoring livelihood asset transfer programmes.
  • Ability of implementing/coordinating M&E systems for a development organization
  • Experience of collecting and analysing qualitative and quantitative data
  • Knowledge of logical framework design.
  • Good understanding of Skill Development and Employment in the rural context.
  • Excellent report writing skills.
