Position Objectives:

To provides strategic leadership and oversight, ensuring effective administration, operations, financial management, governance, and legal affairs. Reporting to the Chairperson and the Managing Body, the Secretary General serves as the Principal Accounting Officer, ensuring sound financial stewardship, organizational accountability, legal compliance, and the effective delivery of humanitarian programs and emergency response in line with the organizational mandate, statutes, and the Fundamental Principles of the Organization.

Specific Duties, Responsibilities, and Accountabilities

1

Organizational Leadership and Operations

  • Serve as Chief Operating Officer of and direct all operational functions in line with the organization's vision and mission.
  • Oversee the administration related works, including departments covering disaster management, health and care, and community development.
  • Carry the governance strategic decisions through to program delivery on the ground.
  • Build and maintain accountability mechanisms across the organization and its site offices.
  • Issue notices and agendas for Managing Body and committee meetings.
  • Coordinate operational planning across the regional branches so national policy translates into consistent local practice.

Financial Management

  • Act as Principal Accounting Officer with personal accountability for the integrity of organizational accounts.
  • Maintain and operate the day-to-day accounts of the organization.
  • Present a report on the state of accounts at every Managing Body meeting.
  • Present the annual audited accounts and budget at the Annual General Meeting.
  • Oversee compliance with donor financial reporting requirements for programs funded by donors.
  • Maintain financial controls that satisfy both government auditors and international humanitarian donors, whose reporting standards often differ.

Human Resource Management

  • Oversee the appointment, removal, and termination of staff in Staff Grade Positions.
  • Direct staffing, performance management, and organizational development for personnel.
  • Set staffing priorities that support steady-state programs, such as blood donation and first aid training, and surge staffing during disaster response.
  • Support the growth of volunteer base.

Legal and Governance Affairs

  • Represent and defend organization in legal proceedings.
  • Ensure statutory drafting, correspondence, and compliance obligations are met accurately and on time.
  • Maintain organizational legal standing and reporting obligations.
  • Uphold the Fundamental Principles  of organization , neutrality, impartiality, and independence, in all decisions and public communications.

Humanitarian Program Delivery and Sector Coordination

  • Ensure operational, financial, and administrative decisions support programs in disaster management, climate change adaptation, health and care, restoring family links, and community development.
  • Coordinate with donors/ partner on joint operations, resource mobilization, and technical support.
  • Represent organization in coordination forums with the National Disaster Management Authority, provincial disaster management authorities, and relevant government ministries.
  • Oversee anticipatory action and early warning systems that let pre-position relief supplies ahead of predictable disasters, such as monsoon flooding.
  • Support localization commitments under the Grand Bargain, which call for a greater share of humanitarian funding and decision-making to sit with national actors.
  • Guide resource mobilization efforts, including proposal development for institutional donors and coordination with partners on joint funding appeals.

Education

  • Master's degree in Social Sciences, Public Administration, Management Sciences, or Medical Administration, Law , Humanitarian Studies or Other relevant disciplines from a HEC-recognized public sector, private sector, or foreign university/Institution.

Experience

  • At least 15–20 years of progressively responsible professional experience, including not less than 5 years in a senior executive/leadership position in a public, private, humanitarian, development or comparable organization.
  • Demonstrated experience managing institutional budgets, audits, and donor compliance requirements, ideally including funding from bilateral, multilateral sources.
  • Experience with national/international humanitarian organizations or comparable institutions shall be considered a strong preference/advantage

Skills / Knowledge

  • Proven leadership in managing large, multi-tier, or federated organizations, including branch networks spread across provinces or regions.
  • Sound financial acumen and direct experience handling institutional accounts, audits, and multi-donor reporting.
  • Ability to represent an organization in legal, regulatory, and governmental settings, including before courts and government agencies.
  • Experience coordinating disaster response at scale, from early warning through relief distribution to early recovery.
  • Comfort operating under public scrutiny, maintains a public whistleblower channel and complaint log as part of its accountability commitments.
  • Proficiency in computer use and standard office applications, with a strong command of statutory drafting and official correspondence.
  • High standard of integrity, given the fiduciary and legal weight this role carries.

Age Limit and Tenure

 

  • The maximum age limit for appointment is 62 years.
  • The appointment shall be made on a non-extendable fixed-term contract of three (3) years, subject to the maximum age limit of 65 years.
  • Candidates aged 63 or 64 years may also apply; however, their appointment shall be for a maximum period of two (2) years and one (1) year, respectively, so as not to extend beyond the age of 65 years.
  • Accordingly, candidates appointed at the age of 62 years or below will be considered for the full three year tenure.

 

Travelling

The position requires travel, both within Pakistan and internationally, as and when required in connection with official duties and organizational requirements.

Key Competencies

In addition to the prescribed qualifications and professional experience, shortlisted candidates will be assessed against the following key competencies and requirements relevant to the position:

  • Senior leadership and institutional management;
  • Humanitarian, relief, rescue and/or disaster-management experience;
  • Financial and administrative management;
  • Governance, compliance and regulatory understanding;
  • Strategic planning and organizational development;
  • Stakeholder engagement and coordination; and
  • Demonstrated ability to lead and coordinate a large, nationwide organization.

Selection Process

 

The selection process shall be transparent, competitive and merit-based. Shortlisting and assessment shall be undertaken against clearly defined criteria, and shortlisted candidates shall be assessed through the designated Selection Panel/Committee. The interview and assessment process shall be duly evaluated by the designated Panel member(s), as applicable. The final appointment shall be made by the competent authority in accordance with the governing framework of the organization.

Verification and Due Diligence

 

Prior to final appointment, the qualifications, professional experience, references and other relevant credentials of the selected candidate shall be duly verified. The selected candidate may also be required to disclose any actual, potential or perceived conflict of interest relevant to the position.

TA/DA Provision

No TA/DA shall be admissible to candidates for appearing in the test/interview.
