Purpose

The Field Coordinator is responsible for the day-to-day coordination, supervision, and quality implementation of PARWA activities within assigned project locations. The position oversees Community-Based Protection (CBP), Protection Case Management (PCM), community outreach, referral mechanisms, CRM/AAP, and related field activities while ensuring effective team supervision, operational coordination, documentation, and compliance.

 

The Field Coordinator serves as the primary field-level link between the Project Manager, project staff, communities, service providers, and relevant stakeholders within the assigned geographical area.

Key Responsibilities

Field Programme Coordination

  • Coordinate and oversee day-to-day implementation of project activities within assigned locations in accordance with approved work plans and project requirements.
  • Ensure effective implementation of CBP, PCM, community outreach, awareness raising, referrals, CRM/AAP, and stakeholder engagement activities.
  • Oversee the functioning of project-supported community structures and safe spaces and ensure they remain accessible, safe, inclusive, and appropriately managed.
  • Support effective engagement of Community Outreach Volunteers (COVs), community structures, and service providers through relevant project staff.
  • Monitor field implementation, identify gaps, delays, and emerging needs, and coordinate timely corrective action with the Project Manager.
  • Ensure consistent application of project approaches and protection standards across assigned areas.
  • These responsibilities reflect the project's required community-based protection, community structures, referral pathways, awareness raising and case-management interventions.

Team Supervision & Coordination

  • Supervise assigned field staff and ensure clear responsibilities, appropriate workload distribution, and timely completion of tasks.
  • Conduct regular team meetings, review implementation progress, and provide day-to-day guidance and support.
  • Monitor staff performance and coordinate performance or staff-related matters with the Project Manager and relevant organisational units.
  • Identify capacity gaps and facilitate appropriate technical guidance, orientation, and learning opportunities.
  • Promote effective coordination between programme, case management, data, MEAL, and operational functions at field level.

Financial & Operational Management

  • Monitor project budget utilisation, expenditure, forecasts, and operational requirements in coordination with relevant Finance and Operations staff.
  • Ensure project resources, assets, and equipment are appropriately utilised and managed.
  • Review procurement, logistical, administrative, and resource requirements to support timely implementation.
  • Identify and escalate financial, administrative, procurement, or operational risks requiring management attention.

Protection, Referral & Accountability

  • Ensure vulnerable individuals are appropriately identified, assessed, supported, and referred through established protection and specialised referral pathways.
  • Ensure PCM activities are implemented confidentially and in accordance with survivor-centred and Do No Harm principles.
  • Oversee field-level implementation of CRM/AAP mechanisms and ensure feedback and complaints are appropriately documented, referred, and escalated through authorised channels.
  • Ensure communities receive accurate information regarding available services, referral mechanisms, project activities, and feedback channels.
  • Ensure confidentiality and responsible handling of beneficiary, case, and complaint information.

 

Coordination & Representation

  • Maintain coordination with relevant government departments, service providers, protection actors, community representatives, and other stakeholders within assigned areas.
  • Represent the project in field-level coordination meetings, stakeholder engagements, and relevant forums as delegated.
  • Support service-provider mapping and establishment or strengthening of referral pathways.
  • Coordinate closely with the Project Manager and relevant technical and operational staff on implementation requirements.
  • Facilitate donor, management, and monitoring visits within assigned locations as required.

Monitoring, Documentation & Operational Follow-up

  • Monitor field implementation against work plans, indicators, activity schedules, and agreed targets.
  • Ensure timely and accurate submission of field updates, activity records, beneficiary information, and supporting documentation.
  • Coordinate with IM/Data and MEAL staff to ensure accurate and timely data collection, verification, and reporting.
  • Ensure field-level programme records and documentation are complete, organised, and appropriately maintained.
  • Coordinate with Admin & Finance staff on logistics, procurement follow-up, office requirements, and activity arrangements.
  • Regularly update the Project Manager on implementation progress, challenges, risks, and required management action.

Compliance & Safeguarding

  • Ensure field implementation complies with organisational policies, donor requirements, approved procedures, and project standards.
  • Ensure adherence to Safeguarding, PSEAH, Child Protection, confidentiality, data protection, Do No Harm, AGD, inclusion, and Code of Conduct requirements.
  • Promote safe, respectful, non-discriminatory, and accountable engagement with communities.
  • Promptly escalate safeguarding, programme, operational, security, or compliance concerns through established organisational channels.

Other Duties

  • Perform any other duties related to the position, as reasonably assigned by the Supervisor, in line with organisational policies and operational requirements.

Qualifications & Experience

  • Preferably Bachelor’s degree in Social Sciences, Development Studies, Humanitarian Affairs, Human Rights, Community Development, or a related field.
  • Minimum 3 years of relevant experience in field coordination, programme implementation, protection, or humanitarian/development programming.
  • Experience supervising field teams and coordinating programme activities across multiple locations or communities.
  • Experience in protection programming, preferably including CBP, PCM, community outreach, referrals, or related interventions.
  • Experience working with vulnerable communities and coordinating with government counterparts, service providers, community structures, and other stakeholders.
  • Understanding of safeguarding, PSEAH, AAP, confidentiality, Do No Harm, and protection principles.
  • Strong coordination, supervision, communication, problem-solving, and documentation skills.
  • Proficiency in MS Office applications and Urdu; knowledge of English, Pashto and/or Dari is an advantage.
