2. ROLE IN THE ORGANIZATION

Based in Islamabad Country Office, the MEAL Manager works under the direct supervision of the HOM/Country Program Coordinator. He/she must have experience in INGO project Monitoring, Evaluation, Accountability and Learning systems.

 

As part of the MEAL department, he / she

-        Is a key member of Programme quality support team within the SIF Pakistan mission;

-        Will be managing monitoring and/or evaluation/assessment and survey related activities (designing basic data collection tools including survey forms, questionnaire, interview checklists, data collection through FGDs, as well as through direct observations and to generate monitoring visit reports, do data analysis to present to management for decision making);

-        Provide technical guidance to MEAL staff at different bases and provide direction to oversee overall monitoring activities;

-        Build /enhance MEAL staff capacities through training

-        Hold regular reviews, planning meetings and lesson learnt workshops;

-        Conduct PDMs, external and/or internal evaluation of the program every year;

-        Note: MEAL referent/advisor at HQ will be main focal person for any technical support needed.

 

3. MAIN RESPONSIBILITIES

 

Objective 1: Develop and oversee SIF’s MEAL strategy, systems, frameworks, tools and processes

-        Develop, review and align SIF’s Pakistan Mission’s MEAL strategy and implementation plan.

-        Develop and maintain a coherent MEAL framework aligned with the organisation’s strategic objectives and programme priorities.

-        Establish standardised procedures, guidelines, SOPs and tools across the mission.

-        Develop and maintain programme monitoring and evaluation frameworks, including logframes, results frameworks, theories of change and indicator tracking mechanisms

 

Objective 2: Surveys & Assessments Activities:

-        Establish standard data sources, collection methods, frequency and responsibilities for programme-level and organisational indicators.

-        Develop and standardise MEAL tools and templates for monitoring, assessments, evaluations, PDM and data collection and reporting.

-        Establish systems for routine programme monitoring and performance tracking at country and field levels.

-        Facilitate program department in baseline survey and need assessments in terms of forming data collection tools, sample size, training of data collection team.

-        Train field staff to conduct interviews with the key informants , conduct PRA exercise and administer questionnaires.

-        Ensure data quality and data consistency during data collection and data entry, manage database and facilitate in data analysis.

-        Facilitate program department in first draft report of surveys (baseline & end-line and assessments).

Objective 3: Project Design and Implementation Activities:

-        Provide technical guidance and support to direct reports in project documentation and desk reviews, and provide feedback to ensure alignment with minimum standards, CHS and Sphere

-        Ensure that implementation of field activities adheres to SIF’s monitoring and evaluation system.

-        Provide technical inputs in program development process and facilitate in log frame formation (e.g. indicators, MOVs and risk & assumption matrix development).

 

Objective 4: Lead baseline, midline, endline, KAP, needs and other assessments and surveys

-        Develop an M&E Plan for every new project in coordination with programme teams and provide technical guidance to direct reports and relevant programme staff to ensure effective implementation of the M&E Plan.

-        Develop assessment methodologies, protocols, tools, sampling strategies, questionnaires and data-collection plans in consultation with programme teams.

-        Lead or provide technical oversight for baseline, midline and endline assessments to establish and measure programme results.

-        Lead needs assessments and situation analyses to inform programme design, targeting, prioritisation and resource allocation.

-        Design and oversee KAP (Knowledge, Attitudes and Practices) surveys and other thematic studies relevant to programme interventions.

-        Ensure assessments are methodologically rigorous, context-appropriate, ethical, inclusive and aligned with programme objectives and indicators.

-        Develop appropriate sampling methodologies and sample sizes and ensure representative and statistically sound data collection where applicable.

-        Coordinate the recruitment, training and supervision of enumerators and assessment teams.

-        Develop and implement quality assurance and data-validation procedures throughout the assessment process.

Objective 4: Learning Activities:

-        To assist MEAL Coordinator in identifying key compliance/quality questions and parameters capitalizing on the existing checklists and minimum standards for monitoring project performance.

-        Provide technical guidance and support to direct reports in developing monthly, quarterly, six-monthly and annual MEAL reports.

-        Responsible for maintaining, updating and sharing learning with the SIF employees.

-        Responsible to conduct and facilitate learning workshops.

 

Objective 5: Accountability Activities:

-        Ensure accountability at field level during program implementation by orienting program team and beneficiaries during activities.

-        Ensure display of SCRM banners and boxes are displayed and placed at activities intervention locations.

-        Ensure by random verification that SCRM is known by beneficiaries and SIF staff.

-        Update and manage Suggestion and Complaint Mechanism Database and share with MEAL Coordinator on regular monthly basis. Maintain complaints and feedback tracking database and do follow up on complaints to reach a resolution involving relevant project/program staffs.

-        Hold CRC (Complaints Review Committee) meetings to review the SCRM database, investigate serious complaints, and incorporate suggestions and feedback where feasible. Prepare minutes of regular CRC meetings and investigation reports. Disseminate lessons learned, best practices and recommendations to relevant teams to support programme improvement.

 

Objective 6: Data Protection Activities:

-        Responsible for managing and processing all the data related to projects or program beneficiaries.

-        Ensure beneficiaries’ personal data and information, including complaints and feedback data, are securely protected, handled confidentially and safely archived in accordance with data protection requirements.

-        Train data management staff on data safekeeping, data protection, data confidentiality and overall data management

Objective 7: Safeguarding Activities: Contribute to CSP establishment, implementation and evaluation:  

-        Support the monitoring of safe, accessible and child-friendly feedback and complaints mechanisms for reporting safeguarding and PSEA concerns.

-        Ensure that both the feedback and complaints mechanism and SIF’s incident reporting procedure are accessible in local languages, and that they are also both child-friendly and functional.

-        Integrate child safeguarding and PSEA into MEAL activities and support analysis of related trends while maintaining confidentiality

 

Note: This list of responsibilities may evolve in response to the needs of the organisation. Furthermore, this list is non-exhaustive and non-limiting. Collaborators may be required to take on additional responsibilities in line with their qualifications. SIF is an organisation with limited resources, therefore versatility and flexibility are required in order to remedy any temporary and/or exceptional difficulties. Management may request from employees that they perform qualification-related tasks beyond the scope of this job description. Management may also request availability during campaigns, outside of contractual working hours and/or days, in strict compliance with applicable legislation.

 

4. REQUIREMENTS

 

 

Education

-        University degree ( Master) in Project Monitoring, Project Management, Social Sciences, Statistics, Economics, Development Studies, Econometrics or similar is required.

 

Experience

-        Minimum 5 to 8 years of relevant work experience in NGO/INGO with expertise in Monitoring and Evaluation, or Project Management with good knowledge of MEAL mechanism.

-        Experience in writing reports in English.

-        Training in Child Protection/MEAL.

-        Working knowledge of international child safeguarding and/or protection against sexual exploitation and abuse (PSEA) standards.

-        Working knowledge of the Core Humanitarian Standard (CHS) on quality and accountability, and in particular of the “Do No Harm” principle.

-        Working knowledge of HR management.

-        Working knowledge of transversal issues (gender, inclusion, etc.).

 

Languages            

-            Fluency in English and Urdu. Fluency in local Language is a plus.

 

Knowledge

-        Good computer skills; Word, Excel and PowerPoint including good Report Writing Skills.

-        Effective under pressure, results oriented and proactive with the ability to multi-task.

-        Good Interpersonal communication, negotiating and analytical skills.

-        Ability to organise work schedule on regular basis and flexibility; discrete and respectful to confidentiality.
