1. Background

ACT International, in collaboration with the United Nations Population Fund (UNFPA) and the Prime Minister’s Youth Programme (PMYP), is organizing a National Youth Councils Training for members of the Prime Minister’s Youth Programme.

The training aims to strengthen youth leadership and enhance participants’ knowledge and skills in climate resilience, community preparedness, sustainable development, green economy opportunities, innovation, entrepreneurship, future employability, advocacy, and youth-led social action. The training will also provide participants with an understanding of Sexual and Reproductive Health and Rights (SRHR), Gender-Based Violence (GBV), and the differentiated impacts of climate change on women, girls, and vulnerable populations.

To ensure the delivery of a high-quality, participatory, and interactive learning experience, ACT International intends to engage a Lead Trainer to design and deliver the training on key thematic areas related to building climate-resilient, innovative, and future-ready youth leaders.

Purpose of the Assignment

The purpose of this consultancy is to provide technical leadership for the design and delivery of the National Youth Leadership Training. The Lead Trainer will be responsible for developing a comprehensive training package, including pre- and post-training assessments, session plans, presentations, case studies, participant handouts, action-planning tools, and other relevant learning materials.

The Lead Trainer will also facilitate the training sessions, support participants in developing practical social action and community commitment plans, and prepare a post-training report assessing key outcomes, participant engagement, lessons learned, and recommendations.

Scope of Work

A. Training Design and Content Development

The Lead Trainer will:

  • Develop a detailed training agenda, session plans, and training methodology in consultation with ACT International, UNFPA, and PMYP.
  • Design pre- and post-training assessment tools to measure participants’ learning and knowledge gains.
  • Develop participant handouts, action-planning templates, reflection tools, and other relevant learning resources.
  • Prepare presentations, case studies, practical exercises, group activities, and resource materials aligned with the agreed training themes.
  • Ensure the training package uses participatory, experiential, and youth-friendly learning approaches.
  • Integrate practical exercises, group work, discussions, peer learning, reflection, and problem-solving activities.
  • Incorporate cross-cutting themes, including youth leadership, gender equality, climate resilience, SRHR, GBV prevention, entrepreneurship, sustainable development, and youth-led social action.
  • Ensure that the content is contextualized to the Pakistani youth and policy environment.

B. Training Facilitation

The Lead Trainer will:

  • Facilitate interactive and participatory sessions during the two-day National Youth Leadership Training for the agreed training cohorts.
  • Lead technical discussions, group work, practical exercises, case studies, simulations, and reflection sessions.
  • Facilitate sessions that encourage participants to identify local challenges and develop youth-led solutions.
  • Support participants in developing practical post-training social action plans and community commitment plans.
  • Conduct pre- and post-training assessments and facilitate learning reflections and evaluation activities.
  • Provide technical guidance and mentorship to participants throughout the training.
  • Maintain an inclusive, respectful, participatory, and youth-friendly learning environment.

C. Post-Training Support and Reporting

The Lead Trainer will:

  • Compile and analyze participant feedback and training evaluation findings.
  • Assess learning outcomes based on pre- and post-training assessments and participant reflections.
  • Prepare and submit a comprehensive post-training report highlighting key achievements, participant engagement, learning outcomes, challenges, lessons learned, and recommendations.
  • Document key participant action points and proposed social action initiatives.
  • Submit all finalized training presentations, session plans, assessment tools, handouts, exercises, and other training resources in editable digital format.

D. Training Themes

The Lead Trainer will facilitate sessions covering the following thematic areas:

  1. Climate Resilience, Sustainable Development, and Green Economy
  2. Innovation, Entrepreneurship, and Future Employability
  3. Youth Leadership, Advocacy, and Digital Engagement

Cross-cutting perspectives on gender equality, SRHR, GBV prevention, inclusion, and the impact of climate change on women, girls, and vulnerable populations will be integrated throughout the training.

Required Qualifications and Experience

The Lead Trainer should possess:

  • An advanced degree in Climate Change, Environmental Sciences, Sustainable Development, Public Health, Social Sciences, Development Studies, Gender Studies, Education, or a related field.
  • A minimum of 7–10 years of demonstrated professional experience in training design, facilitation, curriculum development, and/or module development.
  • Proven expertise in climate resilience, sustainable development, youth leadership, entrepreneurship, green economy, employability, and youth engagement.
  • Strong understanding of Sexual and Reproductive Health and Rights (SRHR), Gender-Based Violence (GBV), gender equality, and youth development.
  • Strong understanding of the Prime Minister’s Youth Programme (PMYP), National Youth Council (NYC), and youth engagement mechanisms in Pakistan.
  • Demonstrated experience in working with government institutions, UN agencies, youth networks, and development partners will be considered an advantage.
  • Excellent facilitation, communication, presentation, interpersonal, analytical, and report-writing skills.
  • Demonstrated ability to develop engaging, participatory, and practical learning experiences for young people.
