Job Summary:

The Partnerships and Coordination Officer will play a central role in building, coordinating, and managing strategic relationships with donor agencies, INGOs/NGOs, corporate partners for CSR, government stakeholders at federal, provincial and local levels and internal teams. The position will serve as a key coordination point between external partners and internal teams to support program implementation, resource mobilization, advocacy, and knowledge sharing. The Officer will also contribute to the development of engagement strategies, partnership frameworks, and evidence-based communication products that strengthen institutional collaborations and funding opportunities. The position also requires some analytical capacity to support the program team in generating evidence-based insights for policy briefs and collaboration frameworks with government entities.


Key Responsibilities:

1. External Coordination & Stakeholder Engagement

  • Act as the focal point for engagement with donor agencies, INGOs/NGOs, corporate CSR partners, and government counterparts including ministries, provincial departments, and local authorities.
  • Facilitate planning and execution of meetings, consultations, and public events, joint sessions with external stakeholders.
  • Develop and maintain a comprehensive stakeholder database capturing engagement history and institutional contacts.
  • Track follow-ups, commitments, and deliverables arising from engagements with donors, corporate partners, INGOs/NGOs, and government departments.
  • Support relationship management to ensure sustained engagement, alignment with organizational objectives, and long-term collaboration.
  • Coordinate inputs for concept notes, proposals, partnership agreements, and MoUs in collaboration with program and research teams.
  • Support donor communication, including preparation of briefings, presentations, and coordination updates.

 

2. Internal Coordination

  • Coordinate closely with programs, communications, research, and management teams to align external engagement with programmatic goals.
  • Support internal teams in preparing for meetings with external stakeholders by consolidating briefing notes and talking points.
  • Ensure smooth information flow and collaborative planning between departments for external representation.

3. Strategic Planning, Analysis & Government Engagement

  • Contribute to the development of partnership, donor engagement, and advocacy strategies with government, donors, INGOs/NGOs, and corporate partners.
  • Monitor policy trends, donor priorities, CSR frameworks, and government initiatives relevant to the organization’s focus areas.
  • Work closely with program and research teams to identify evidence and findings relevant to policy engagement, advocacy, and partnership development.
  • Draft and develop policy briefs based on research findings, technical analyses, and evidence provided and validated by the research team, translating complex information into clear, concise, and policy-relevant messages.
  • Coordinate with technical and research colleagues to ensure that policy briefs and other knowledge products accurately reflect the underlying evidence while remaining accessible to government, donor, and development-sector audiences.
  • Support the development and dissemination of other knowledge products, including reports, case studies, presentations, and advocacy materials that communicate organizational evidence and learning to partners and stakeholders.

 

4. Documentation & Reporting

  • Draft meeting notes, correspondence, partnership documentation, and reports on coordination efforts.
  • Contribute to donor and internal reporting by summarizing coordination and stakeholder engagement activities.
  • Assist in developing documentation that supports funding proposals, reporting requirements or institutional agreements with stakeholders.

Required Qualifications and Experience:

  • Bachelor’s or Master’s degree in Public Policy, Development Studies, Social Sciences, Political Science, or related fields.
  • Minimum 3–5 years of relevant experience in stakeholder coordination, government relations, or strategic partnerships.
  • Experience in working with ministries, government institutions, or inter-agency coordination platforms is highly desirable.
  • Demonstrated experience in developing or contributing to knowledge products and advocacy materials.

Skills and Competencies:

  • Strong interpersonal and negotiation skills with the ability to engage confidently with government and institutional stakeholders.
  • Excellent written and verbal communication skills in English and Urdu.
  • Analytical thinking with the ability to interpret program data and translate insights into policy-relevant materials.
  • Strong organizational and coordination skills; ability to manage multiple priorities and deadlines.
  • Proficiency in Microsoft Office (Word, Excel, PowerPoint); experience with stakeholder management tools is a plus.
