Hiring of Trainer for preparation of Village Development Plan (VDPs):

Background: Badin Rural Development Society (BRDS) is a non-political, non-profit, and non-governmental organization established in 1995 and registered under the Voluntary Social Welfare Agencies (Registration and Control) Ordinance, 1961 (XLVI of 1961). 

We are implementing a community based integrated development project, A key component of the project is the preparation of Village Development Plans (VDPs) for selected Village Organizations (VOs). These plans will provide a comprehensive assessment of community needs and priorities and will serve as the foundation for planning and implementing community infrastructure and development interventions. 

Objective of the Assignment: BRDS invites Expressions of Interest from qualified and experienced trainers/consultants to facilitate the preparation of Village Development Plans (VDPs) through a participatory approach. 

Scope of Work: The selected trainer will be responsible for: 

• Conducting a Two-day interactive training and planning workshop with nominated representatives of the Village Organization.
• Facilitating participatory discussions and community analysis.
• Guiding participants in preparing a comprehensive Village Development Plan.
• Ensuring active participation of women, men, youth, and other relevant stakeholders.
• Providing technical guidance on participatory planning tools and methodologies.
• Finalizing the Village Development Plan in both narrative and graphical formats.  

Basic contents of the Village Development Plan VDP: The VDP shall include, but not be limited to:

• Social map of the Village Organization.
• Baseline profile of the targeted/federated Community Institutions (CIs).
• Demographic and socio-economic profile.
• Analysis of available social and economic opportunities.
• Identification and prioritization of community needs and challenges.
• Community resource mapping.
• Action plan with proposed development interventions.
• Identification and prioritization of Community Physical Infrastructure (CPI) schemes.
• Roles and responsibilities of community institutions.
• Recommendations for sustainable community development.

Expected outputs: The trainer will submit a comprehensive report/ village Development plan VDP, the documents must cover 

• A detailed narrative report in sindhi and English 
• Community social map and resource map.
• Baseline data and analysis of participating COs
• Proposed Community Physical Infrastructure (CPI) schemes.
• Action plan with implementation priorities and recommendations.
• Workshop attendance sheets and photographic documentation.

Duration of Assignment: The assignment will consist of two-day participatory workshop for each Village Organization VO, followed by report writing and submission of the finalized Village Development Plan within the agreed timeline.

Required Qualifications: Interested trainers/consultants should possess:

• A Master's degree in Social Sciences, Rural Development, Development Studies, Sociology, Community Development, or a related field.
• At least five years of experience in participatory rural appraisal (PRA), community mobilization, and development planning.
• Demonstrated experience in facilitating Village Development Plans, Community Action Plans, or similar participatory planning exercises.
• Strong facilitation, communication, report-writing, and documentation skills.
• Experience working with NGOs, community institutions, and donor-funded development projects.
