An International humanitarian/development organization is looking for Senior Finance Officer to undertake the responsibility in Finance department.

1.      KEY AREAS OF RESPONSIBILITY 

  • Financial planning, designing and monitoring the implementation of projects at Organizations representation level as well as at partner level.
  • Preparation of financial reports for International Head Office and donor organizations.
  • Develop plans for financial management capacity building of partners.
  • Provide critical advice to Programme and finance teams on financial management practices and issues.
  • Ensure compliance with Organization Global Financial routines and regulations.
  • Coordination with auditors, tax consultants, banks and other external stakeholders.
  • Conduct substantial analysis of complex data related to handling of multiple currencies, taxation and other workings related to costing/reporting.

 2.      MAIN TASKS

  • Conduct financial assessment of all partner organizations during their selection process as well as at various intervals as per organization routines and guidelines including the subjective review of the organization's financial policies, practices and processes.
  • Monitor partner’s  financial practices specifically related to the project at various intervals during and at the end of the implementation period of the project covering following aspects:
    • Objective review of the organization’s financial policies, practices and processes.
    • Protection against fraud and theft of the grant funds.
    • Financial management controls of partner organizations as well as the financial controls prescribed by Organization routines and guidelines.
    • Develop procedures to identify fraudulent financial activities, related party transactions, and inappropriate use of the project resources..
    • Recommendations for partner organizations to improve internal controls and governance procedures.
    • Reporting on the questionable conduct of partner organizations.
    • Evaluate fraud risks associated with each partner and make appropriate recommendations to the senior management team regarding continuation of project with the concerned partner.
    • Recommendation to senior management regarding training needs and areas of improvements of partner organizations.
    • Supervise the concerned finance staff of all implementing partners and build their capacities for the effective program financial management as well as manage complete finances of implementing organizations with weak financial systems.
    • Advise the accounts staff regarding the accounting treatment for foreign currency transactions and associated gains and losses, taxation issues, and other complex transactions.
    • Analyze budgets, forecasts and variance analysis reports for organization and partners in consultation with program teams for all projects.
    • Financial statement analysis and budget tracking of Organization and all partner implemented projects.
    • Coordination with external auditors for interim audit, annual audit, all donor project audits and forensic audits and follow up of management letters.

 Qualifications & Experience :-

  • Masters’ degree preferably in Finance, Accounting, Audit, Commerce, or Business administration
  • Minimum (7) seven years’ experience in the field of financial management, audit, accounting, financial monitoring and reporting.
  • Pervious working experience in National or International Non-Government Organization will be counted as an advantage.
  • Physical ability to conduct regular field visits, reporting and follow up work.
  • Ability to work with minimal supervision to define priorities.
  • Excellent analytical skills and excellent communication and drafting skills for effective reporting on financial performance.
  • Ability to monitor and evaluate financial and book-keeping skills of implementing partners through capacity-building efforts.
  • Familiarity and understanding of donor and governmental requirements.
  • Highly organized team player, pro-active and with demonstrated strong personal initiative and decision making ability. Proven solid analytical and problem solving skills.
  • Fluency in English required - ability to communicate in local languages an asset.
  • Strong skills in Microsoft Word, Excel and Project Management software.

OTHER DUTIES / FUNCTIONS ASSIGNED TO THE POSTION

  • Coordination within the team and with other departments.
  • Compliance with Organization Security routines, regulations and SOPs.
  • Must be available to travel to the field on short notice.
  • Any other task assigned by the supervisor or management
