Provision of ASF E-Commerce Platform

 

Agribusiness Support Fund (ASF) is a not-for-profit organization registered under Section 42 of repealed Companies Ordinance 1984 (Now Companies Act 2017). The company operates with the overall mission of economic development & poverty alleviation through development of agribusiness sector of Pakistan.

ASF has been awarded a grant as the sub-recipient and National Implementing Agency (NIA) to implement Asian Pacific Farmers’ Program (APFP) in Pakistan funded by Asian Farmers’ Association for Sustainable Rural Development (AFA). This program is being implemented in 29 countries of SAARC, ASEAN, East Asia and Pacific Regions with the grant funding of International Fund for Agriculture Development (IFAD). The overall goal of the project is to contribute to an enabling environment for rural poverty reduction, through instrumental support to rural smallholders and their organizations at national, sub-regional and regional levels in Asia and the Pacific.

ASF seeks the service of a contractor/vendor that can deliver a complete end-to-end package of development, training and operationalizing an E-commerce marketplace. The Contractor / Vendor will provide the development of a market place (e-commerce system) and support services that will enable the development, management, and delivery of complete system and training related to developed solution, including support tools to administer the portal and end user training at ASF where required.

ASF is looking to develop an e-Commerce platform to serve its various stakeholders through connected services as:

Farmers:  Enable sales at best prices, access to certified inputs, affordable tailored financial solutions, and access to timely e-extension to anticipate risks and minimize losses, post-harvest management and financial literacy.

Financial Service Providers: Allow access to de-risked and bankable smallholder farmers organized under registered farmer organizations for marketing financial products, such as tailored/crop-specific loan products bundled with insurance and saving products.

Agri input suppliers: Gain direct access to smallholder farmer segment through ASF’s Farmer Organizations - FO (alternate delivery channel for agri input companies) and receive one consolidated order placed by the FO on behalf of farmers; thereby reducing cost of serving smallholder farmer segment.

Buyers: Enable establishing an alternate supply channel with access to better quality of traceable produce at competitive price through direct access to large and organized marketplace. Processing companies will also be able to reduce middleman’s/brokers involvement and reduce the cost of procurement by eliminating exorbitant premium charged by the middleman.

Farmer Organization: Develop an independent and sustainable revenue stream by charging a fee to value chain actors on account of smallholder aggregation services.
