Jhpiego Pakistan - an affiliate of Johns Hopkins University, under the Bill & Melinda Gates Foundation (BMGF) funded program, is working in close partnership with RIZ Consulting (RIZ) to support the i) rollout and monitoring of self-injection contraceptive roll out in Sindh, ii) private sector’s introduction of the contraceptive to their clients throughout the country (as supply is available), and iii) pilot the self-injection in Punjab’s public sector and develop plans for its scale-up.  For the purpose, Jhpiego will conduct a national landscape analysis of existing policies and practices on sexual and reproductive health (SRH) self-care in general and family planning in particular, including contraceptive self-injection in public and private sectors. The analysis will also identify opportunities and potential challenges to expand access and choice in family planning and DMPA SC-self injection. 

Hence, Jhpiego and RIZ Consulting is looking for the services of highly motivated short-term consultant to lead policy landscape analysis for SRH self-care, including contraceptive self-Injection, and related regulatory and policy change pathways at the federal level and in each of the four provinces (Sindh, Punjab, Baluchistan and Khyber Pakhtunkhwa).  Jhpiego and RIZ Consulting will collaborate to conduct the landscape analysis with distinct roles and activities. RIZ Consulting will be responsible for data collection across four provinces and Jhpiego will lead development of tools, monitor data collection processes, and lead data analysis and draft the landscape analysis report. Both partners will collaborate in the national dissemination of the national policy landscape analysis for contraceptive self-injection.   

The key objectives of this consultancy are to inform federal and provincial policy advocacy and strategic planning for DMPA-SC scale-up in public and private sectors, identify opportunities and challenges into within existing policies and strategic plans at federal and provincial levels to scale up DMPA SC as a self-care model for women at large for both public and private sectors, share results with Jhpiego for dissemination amongst provincial governments to inform relevant self-care strategies and policy formulation for both public and private sectors

Terms of Reference:

The consultant will have following specific ToRs to complete this short-term assignment:

• Desk review of evidence (global/national) on the current state of self-care services/guidelines for SRH, with a specific focus on FP services (data), policies and regulations
• Review federal and provincial public and private sector policies and regulations to identify gaps and pathways to introduce and scale up of DMPA SC self-injection within public and private sectors service delivery systems.
• Draft and finalize landscape analysis protocol, methodology, and tools (e.g. KIIs, FDGs, semi structured interviews) in close consultation with Jhpiego and government officials
• Support Jhpiego obtain JHU non-human subjects research determination or IRB approval
• Pre-test the tools in field and update them according to the findings
• Develop a data collection and monitoring plan
• Lead training of data collection team on tools and process
• Monitor the data collection process for quality assurance in field and provide feedback to the team
• Develop a data analysis plan in consultation with RIZ Consulting and Jhpiego
• Conduct data cleaning, coding and analysis
• Draft, review and finalize a report on the findings, conclusions and recommendations in consultation with Jhpiego
• Conduct data validation workshops with key government officials at each province
• Present policy landscape analysis findings at federal and provincial dissemination seminars
• Ensure compliance with all JHU, Jhpiego and Government of Pakistan research policies and documentation standards
• Any other relevant tasks 

Required Qualification and Experience:

• Minimum qualification in Masters in Public Health, Public Policy or any other social sciences discipline
• Has proven experience of working for RH /FP related assignment/ consultancies for 10 years
• Designing and/or implementing large-scale health/research projects, and working with governments would be desirable
• Knowledge of existing healthcare programs, service delivery policies and implementation challenges
• Well versed with health policy environment and strategy formulation processes
• Proven experience of development of study tools, research methodologies
• Understanding of health system and policy research data collection requirements and challenges
• Strong qualitative data quality assurance, management, and analysis skills
• Willingness to travel to study site/s as and when needed
• Covid vaccination certificate would be desirable as per government protocols 

Deliverables:

• Concept note on public and private sector policy landscape for SRH self-care in general and DMPA SC self-injection in particular
• Data collection and analysis plan (including draft tools) for policy landscape analysis in both public and private sectors
• Pretested and finalized tools
• Report on data collection and quality assurance completed, including any modifications or deviations from agreed protocols
• Cleaned and analyzed data sets, including any analytical codebooks or memos
• Policy Landscape analysis report
• Presentation on Key findings and recommendation for dissemination seminars 

Timelines and LOE:

The assignment will be completed in 50 working days spread over four (4) months

Islamabad with occasional travel within country

Contract Type:

Individual will be engaged under a consultancy contract and will not be entitled to benefits such as leaves and medical insurance.
