CARE began its operations in Pakistan, as a multi-mandate organization, working for both longer-term development opportunities as well as supporting the most vulnerable communities in times of humanitarian crises. Since its establishment, CARE International in Pakistan (CIP) has worked across all parts of the country- from the hardest to reach areas to urban metropolises. CARE engages with private sector partners, government, and local communities to promote women’s economic empowerment with a particular focus on entrepreneurship development, financial inclusion, strengthening inclusive value chains, and increasing employability skills. Our approach goes beyond a singular focus on income generation to holistically promoting empowerment by focusing on strengthening women and girls’ education, confidence, negotiation skills and fostering an enabling environment that is free from gender based violence (GBV) in the world of work (especially sexual harassment and other gender biases). 

I. JOB SUMMARY:

CARE is anticipating a project “Improving Seasonal Rice Workers’ Conditions, Human Capital and Resilience – Sustainable Scale-up Initiative” that will be implemented in three rice-growing districts of Punjab, Pakistan, to sustainably address child labor root causes in the rice value chain.

This project is anticipated to be implemented in districts Sheikhupura, Nankana Sahib and Narowal.

The incumbent with report directly to the Project Officer. S/he would be involved in implementation of the activities in the field i.e. project districts. 

Positions will be based at project Locations:

Sheikhupura --- --One Position

Nankana Sahib--- One Position

Narowal ----------- One Position

II. Job Responsibilities:

Technical: % of Time:  70%

  • Community mobilization in the selected communities in line with the project objectives.
  • Support in conducting baseline, end line, surveys and need assessments, feasibility studies, stakeholder analysis and community consultations, dialogue and meetings
  • Community mobilization to form village savings and loan associations (VSLAs) and mobilize youth for skill development and engage in economic activities.
  • Actively involved in beneficiaries’ identification, door to door assessment, and verification.
  • Supports the development of agreements and MoUs with VSLAs or other civil society groups/technical skill development entities and employers.
  • Elaborate all activities according to the objectives of the programme and the beneficiary involvement strategy of CARE International.
  • Communities mobilization for effective use of the VSLA resources.
  • Remain in close contacts with community members and pass on immediately their concerns and issues to respective technical experts for timely solution.
  • Facilitates the capacity building and institutional development of VSLAs/mother care centers.
  • Facilitate youth to access skill development opportunities and engage in self/employment.
  • Ensure, through dialogues and consultations that the strategy of the projects and the commitments of the various stakeholders are adhered to.
  • Responsible for gender mainstreaming.
  • Supports in the development as well as distribution of IEC materials for all activities implemented.
  • Should develop in-depth knowledge of all communities where FBK project interventions are implemented and should have close contacts with community leaders, volunteers, and activists.
  • Providing technical guidance, training and support to individuals targeted by project in line with the programme strategy and intended outputs.
  • Liaising with programme staff of other CARE teams to ensure that information is shared and that lessons learned are developed.
  • Liaises with Governmental and non-Governmental Agencies at field level.
  • Regularly sharing of information following CARE guidelines and processes
  • To ensure that women are included in decision-making regarding beneficiary identification and selection for the targeted household.

 Coordination and Representation: % of Time:  15%

  • Represent CIP programme to the various Government bodies and communities in the field.
  • Contribute and share information for preparation of donor reports.
  • Regularly sharing updates and case studies ensuring high quality reporting with accurate information.

Reporting and Monitoring: % of Time:  10%

  • Compile monthly progress reports and share with line manager
  • Ensure monitoring visits to the communities and capture any learnings that can guide the project interventions.

Any other task as assigned by the supervisor. % of time: 05%

  • Any other tasks or responsibilities based on organizational and programming need as assigned by Line Manager.
  • Safety and Security is everyone’s responsibility within CI through full compliance and accountability (as per Principle –ii of the CARE International Safety & Security Principles).

III. Job Specifications:

A) Qualifications and Experience:

  • University Degree in social sciences/development related field.
  • Minimum 3-5 years’ professional working experience with an NGO/INGO.
  • Excellent knowledge and conceptual understanding of community mobilization, youth skill development, loans and savings concepts.
  • The position will be required to travel to all project areas and able to deliver in tight deadlines.
  • Good organizational and interpersonal skills.
  • Ability to present concise reports, sometimes at short notice, reflecting the problems and possible solutions for particular situations.
  • Computer literate in Microsoft Word, Excel and Power point.

B) TECHNICAL SKILLS:

Desired:

  • Excellent knowledge/experience of community mobilization, youth skill development, loans and savings concepts.
  • Strong Verbal/Written and communication skills in the local language as well as English
  • Ability to solve problems and work independently in field. 
  • Strong personal, organizational and time management skills with the capacity to adapt to a changing environment and work under tight deadlines.
  • Strong skills in networking, building relationships and liaison with stakeholders.
  • Ability to work well under pressure and in response to changing needs.
  • Sensitivity to the needs and priorities of disadvantaged populations
  • Demonstrated experience of integrating gender and diversity issues into public health promotion

C) COMPETENCIES:

  • Respect, accountability, communication with impact, collaboration, initiating action, innovation, information monitoring, integrity, interpersonal kills, planning and organizing.
  • Should speak and understand local language i.e. Punjabi.

IV. Contacts/Key Relationships:

The incumbent is expected to collaborate with program team at the Country Office, Partners, and all CARE Staff.

V. Working Conditions and Level of Travel Required:

Social Mobilizer’s positions will be based in districts Sheikhupura, Nankana Sahib and Narowal and will require intensive field travel.
