Job Description:
Objective of the Consultancy
The donor is allocating new funds under TO1 and Covid support which requires resource strengthening based on forecasted fast spending. For this purpose, the project is acquiring Short Term Technical Support to cater for additional funding and FY22 workplan activities for TO3 and TO4. This is directly linked with added workload of increased STTA recruitment, timesheets, and payments.
Principal Duties and Responsibilities (Essential Functions)
- Assist HR team in carrying out the recruitment process of short-term employees in compliance with established procedures and regulations, including but not limited to creating job descriptions and interview questions, shortlisting and pre-screening applicants, candidates’ documents, as well as conducting reference checks, for review by Director Finance, Operations, Compliance and HR.
- Ensure accurate and timely timesheet submissions.
- Ensure all are trained on, and are familiar with, timesheet procedures and policies.
- Ensure personnel and recruitment files are maintained according to Chemonics policies and procedures and in a manner that ensures confidentiality.
- Assist Director Finance, Operations, Compliance and HR and ensure procedures are communicated and followed.
Required Skills and Qualifications
- Bachelor’s degree in human resources, industrial psychology, business administration, or related field required; Master’s degree strongly preferred.
- At least five (5) years of experience in progressive Human Resource roles; USAID experience preferred.
- Strong knowledge of Human Resource management concepts and best practices, and USAID regulations.
- Knowledgeable on local labor laws, ability to interpret local labor laws; previous experience interacting with labor counsel preferred.
- Demonstrated versatility, integrity, and confidentiality.
- Strong attention to detail, high degree of accuracy and thoroughness.
- Excellent interpersonal, diplomacy, and communications skills.
- Fluency in English required.
- Ability to create and maintain databases.
- Fluency in written and oral English is required.
- Good interpersonal communication skills.
Period of Performance and LOE
The expected duration of the assignment is (06) six months, with LOE 120 days.
