About the Role:

CF&AO to hold a key senior management role in PSEB, leading finance and operations of the organization including finance, accounts, human resources, administration, legal and government coordination etc.

The role will require a dynamic and experienced leader to head financial and administration management functions to build a progressive goal oriented and results driven organization that is financially and administratively optimized well-disciplined organization, capable of devising mechanism for attracting and retaining top talent, and building operational excellence.

The incumbent will be responsible for improving fiscal, budgetary and management policies, aligned with organization’s financial goals and objectives, generating new revenue streams, and proactively pursuing funding sources.

CF&AO to provide strategic HR leadership, formulate HR policies, regulations and procedures, lead change management, establish best practices, implement and monitor performance against KPIs, create opportunities for learning and development, and align compensation and benefits to attract and retain top talent and build a highly motivated workforce. Ideal candidate must have a demonstrable track record of building high performance cultures based on efficiency, hard work, results and meritocracy.

The incumbent will be responsible for all administrative matters including tendering and procurement, assets management, transportation, security and operations of office facilities. Ensures strict compliance with Government of Pakistan’s rules, regulations, policies and directions. Manages legal affairs of the organization, seeking legal assistance on business affairs and/or against any litigation arising during administration of contracts or operation of PSEB programs/projects etc.

CF&AO will interact with relevant government authorities as and when required with regard to establishing linkages, exploring joint initiatives, and on matters related to regulatory, procurement, corporate, contractual, employment and any other matters.

 

Qualification & Experience:

  • Qualified CA/ACCA/ACMA/CFA/FCA or Masters Finance from HEC recognized local or international university, with strong understanding of finance, accounting and operations management.
  • Minimum 15 years of experience in financial management and operations management, is required, ideally in progressive public sector enterprises and/or technology industry. Must have a minimum three years of experience leading the finance, human resource and operations management functions of organizations operating at national and/or international level, with multiple funding sources including self-generated revenues, government sources, and/or international multilateral organizations.

Key Responsibilities:

  • The incumbent will be responsible for managing finance and operations of the organization including finance, accounts, human resources, administration, legal affairs and government coordination etc. Ideal candidate will possess expertise in formulating and implementing strategies, models, systems, policies, processes and action plans to create a performance driven culture in the organization, manage resources in an optimized manner, effectively carry out risk management, ensure that targets are met and deliver overall operational excellence.
  • Establish principles, practices and methods  of budget preparation, analysis and control, financial administration/management. Make analysis and improve fiscal, budgetary and management policies. Direct organization’s financial goals, objectives, budgets. Proactively pursue funding sources, generate new revenue streams, monitor and manage cash flows.
  • Provide strategic HR leadership, formulate HR strategy for development of a progressive and results driven organization aligned with organization’s objectives, lead change management, develop and implement HR policies, service regulations, procedures, and establish best practices in employee relations, talent acquisition and onboarding, performance management, creating opportunities for learning and development, and ensuring alignment of compensation and benefits to attract and retain talent and build a highly motivated workforce.
  • Responsible for all administrative matters including tendering and procurement in strict compliance with PPRA rules, assets/inventory management, transportation/vehicle management and maintenance, security and maintenance of the office facilities. Ensure proper office discipline, staff attendance, compliance with office rules/orders and compliance with Government’s directives.
  • Responsible for managing legal affairs of the organization, seeking legal assistance/opinions on day-to-day business affairs and/or against any litigation arising during administration of contracts or operation of PSEB programs/projects etc. Ensure appropriate legal representation and defense before the Courts of Law for the cases filed by or against PSEB. Ensure review, legal advice and legal vetting of MoUs, agreements and contracts of PSEB with other parties. Ensure legal assistance in the process of contract development, contract management, contract negotiation, and contract administration as and when required. Ensure review, legal advice and legal vetting of procurement documents and any legal assistance as and when needed during the procurement process.
  • Ensure strict compliance with the Government of Pakistan’s rules, regulations, policies and directions. PSEB being under the administrative control of the Ministry of Information Technology and Telecommunication (MoITT), establish a strong working relationship with all wings of MoITT and ensure timely communication/submissions by PSEB as per directions of MoITT. Interact with relevant federal ministries, departments, federal and provincial authorities, and autonomous/semi-autonomous organizations as and when required with regard to establishing linkages, exploring joint initiatives, and on matters related to regulatory, procurement, corporate, contractual, employment and any other matters as and when required.
  • Any other responsibilities assigned from time to time by MD and PSEB’s Board of Directors.
