General mission

Under supervision of chief of party ensure sound financial management and administration of the regional component of Re-Lab project in line with HI internal procedures and donor’s rules with the support of the HQ Financial Controller:

Missions / Responsibilities

Mission 1 : Strategy and steering

  • Implements and monitors the actions plans for HI’s financial strategy within his or her area of responsibility.
  • Updates financial information and monitors financial indicators within his or her area of responsibility.
  • Monitors and reports to his or her line manager and functional manager on the financial risks of which he or she is aware and contributes towards their mitigation.
  • Helps to identify financial and legal risks for HI within his or her area of responsibility.

Mission 2 : Standards and expertise

  • Deploys all of HI’s financial policies, processes and tools within his or her area of responsibility.
  • Ensures that HI’s legal obligations are met and produces the required financial documents.
  • Reports any changes in standards, case law or in the practices of other stakeholders in the financial field of which he/she is aware.
  • Complies with the General Data Protection Regulation (GDPR).
  • Implements and complies with procedure for archiving financial documents and publishes and updates financial documents in the dedicated workspaces.
  • Contributes to internal control within his or her area of responsibility and applies identified corrective actions.

Mission 3 : Operational implementation

  • Responsibility 1 Ensure sound financial management, donor reporting and treasury plans in line with HI internal procedures and donor’s rules
  • With the RELAB COP, draw up the coordination's annual budget based on the annual plan of activities
  • Ensure the implementation of expenditure commitment procedures, and control the allocation of expenses; ensure that each budget holder has received adequate training for managing their budget and codifying expenditure correctly
  • Ensure coordination with the program teams for drawing up and monitoring of the donor budget and for compliance with the donor requirements
  • Monitor progress on the project financial execution and ensure it corresponds to the programme's financial and budget monitoring (reporting and alert role)
  • Closely work on ReLAB-HS budget planning, reporting and budget revisions for Pakistan and Myanmar, in coordination with HQ Financial controler and Finance Managers of Pakistan and Myanmar.
  • For the budget planning and revisions in a prescribed format will corodinate with Finance Manager HI Pakistan for timely preperation and submission of forecasts.   
  • Analyse variances between the forecast and the realized annual HI budget on a quarterly basis; propose relevant adjustments and, where necessary, prepare the modification request for submission to the donor
  • Design / update the budget set-up in Navision (software)
  • Design the required internal monitoring boards / reports
  • Prepare the budget Revisions in line with project yearly budget and prepare the quarterly budgets to track the financial progress of the project.

Reporting:

  • Oversee respect of internal and donor deadlines for financial reports
  • Control and compile the financial reports for the donor both at the coordination component in close coordination with the project teams.
  • Prepare monthly and quarterly financial reports to track the financial spending of the project and share with the project teams.
  • Ensures the follow-up and the escalation of the financial risks of which he / she is aware to his hierarchical lines and functional and contributes to their mitigation.
  • Contributes to the identification of financial and legal risks for HI within its scope

Treasury

  • Forecast the annual treasury plan for the coordination activities performed in the 2 implementing countries
  • Prepare the monthly treasury forecast and circulate it to the concerned/relevant staff and teams

 

Responsibility 2: Ensure administration of the regional component of the project

  • Manage implementation of coordination activities on the financial aspects in coordination with Shared Services teams in the countries of intervention
  • Guarantee proper archiving of the organisation's documents (compile and organize archives of operational and financial data for the regional component)
  • Support the in-country meetings and conferences activities (in particular the financial management and processes)
  • Ensure the administrative/financial management of the programme staff in coordination with shared services team, Project Manager and Chief of Party

Compliance

  • Deploys all of HI's financial policies, processes and tools within its scope.
  • Ensures compliance with the association's legal obligations and produces the required financial documents.
  • Contributes to the financial management of the lessor in compliance with the “donors” standards and contractual obligations
  • Inform budget officials of the financial rules of donors and monitor compliance with the application of these rules.
  • Reports changes in standards, case law or practice of other actors for whom he / she has
  • knowledge in the financial field.
  • Implements and respects the procedure for archiving financial documents and publishes and updates
  • financial documents on dedicated areas.
  • Contributes to internal control on its perimeter and applies the corrective actions identified.
  • Ensure compliance with legal requirements (HR, log, administrative, financial, etc.), calling on local expertise if required (lawyers, employment inspectors, etc.)
  • Ensure the monitoring of partnership contracts and their compliance with internal rules and donor obligations
  • Follow up on internal control procedures for the accounts, cash-flow, finance.
  • Controls the follow-up of financing expenditures and provides budget managers with follow-ups budget donors, by supporting them in understanding and using the tool. He / she takes care of good consumption rates, alert in the event of (risk) non-compliance with flexibility rules and anticipate drifts through the preparation of contractual amendments with its interlocutors.
  • Integrates information related to donor contracts into the Finance Information System: donor budgets, entry of analytical and budgetary changes, schedule, reports ...
  • Prepares responses to requests from internal and external auditors.
  • Archives budgets and financial reports shared with donors (with an internal version and external) in the dedicated space.
  • Ensure control of partners' financial, management
  • Write and disseminate memos when necessary to ease the understanding

Coordination / Representation

  • Ensure close coordination with the aim to maintain accurate and updated information for the countries of Re LAB-HS.
  • Relay all issues faced by HI regarding financial matters to the consortium leader: be proactive for suggesting solutions and/or negotiating alternatives;
  • Share the necessary information with the Cop, the PM and HQ financial controller
  •  Ensure smooth coordination with consortium finance staff to keep the Country and Regional staff updated on financial approaches and implementation mechanisms.
  • Maintain liaison with country finance teams of HI Pakistan and Myanmar for timely and effective budget planning, for casting and spending analysis

Responsibility 3 : Support / Capacity building

  • Be the focal point for Pakistan and Myanmar of implementation in the aim to share all necessary information and address all issues;
  • Support to financial teams in countries of implementation, in particular to the HI Myanmar Finance Officer, and to local partners on the program’s administrative and finance management, organization of trainings when necessary
  • Make field visit upon request
  • Support Project Manager and Chef of Party in financial planning, spending and tracking of burn rates of two countries 

Mission 4 : Profession facilitation

  • Contributes towards the facilitation of the profession’s development in his or her area of responsibility.

Mission 5 : Emergency preparedness and response

  • Contributes to the program's emergency preparedness actions and, during an emergency, adapts his/her work modality to contribute to HI’s effective humanitarian response.

Specific qualifications required

Qualification: ACCA/CA. Graduation or Master Degree in financial field

Experience: 5 years minimum, Experience with international organization is preferred
