Background: This is an exciting opportunity to contribute towards the Monitoring and Evaluation (M&E) system of a renowned apex organization having footprints in 14 7 districts of Pakistan in all the provinces and regions of the country through its 130 local NGO partners. The ideal candidate will have a demonstrated track record in being able to manage the M&E of large development programmes, be a proactive problem-solver, and have excellent stakeholder management skills. The position offers an excellent opportunity to contribute to and learn from different ambitious programmes and to disseminate lessons and experiences to a wider global audience.

Core Responsibilities and job Specification

  • Provide technical direction on M&E to ensure the programmes achieve their goals,
  • corresponding objectives and targets.
  • Manage the M&E Plan of various programme with attention to quality and timeliness, keeping all internal and external stakeholders informed regularly of progress. Provide input in updating the evaluation, research and development system of the programmes in accordance with the principles set forth in the Programmes Implementation Manuals and suggest improvements whenever necessary.
  • Ensures that various programmes monitoring frameworks are aligned to the organisation's overall results-based framework.
  • Strengthen existing knowledge management mechanism including documentation of baselines/needs assessments, outcomes/impacts.
  • Take charge of collating and synthesizing information, updating the monitoring matrix and other monitoring tools in place for both conservation, operational and business development & communication objectives.
  • Update programmes log-frames every quarter based on data and analysis available.
  • Undertake specific sets of assessments and analyses on a regular basis to ensure that relevant and meaningful information against each indicator is available.
  • Systematically and regularly highlight programmes, performance analyses to the senior management team. Use data to contribute towards strategic decision-making and programmes planning with programmes leadership.
  • Regularly conduct outcome monitoring visits to field areas to assess the outcomes being achieved on the ground and recommend ways of increasing performance, using innovative M&E methods of assessment.
  • Oversee the development and implementation of the Performance Monitoring Plan (PMP) to capture different programmes performance and results, including routine service delivery data reporting, baseline and end line assessments, and all monitoring for process and outcome evaluations.
  • Develop and oversee data flow pattern for the organization's supported programmes, to ensure timely data collection and reporting.
  • Manage results reporting to the donors and government by providing written documentation on M&E activities and indicator results for progress and annual reports, as appropriate.
  • Respond to donors' queries and coordinate all the donors' requirements related to documents such as log-frames, knowledge management strategies/plans and progress reports. Also responsible for quality assurance review of progress reports for the various programmes (Quarterly/Annually) being implemented.
  • Lead strategic collaboration activities with key stakeholders to learn from various projects data and adapt interventions as appropriate.
  • Oversee and/or conduct targeted evaluations and operations research, including design, data collection, management and analysis. Also plan and conduct spot-checking and independent data validation exercises, independent data validation exercises.
  • Ensure quality of data through data verification procedures including routine data quality audits and that these are routinely carried out during the projects' lifecycle.
  • Cultivate strategic M&E relationships and alliances with donor-funded projects and represent M&E activities in public and professional circles through meetings, conferences, working papers and presentations.
  • Ensure relevant data is entered into the organisation's own performance management system designed to capture, analyse, and disseminate projects data.
  • Work closely with PMU and MIS teams in developing/modifying programmes reporting requirements to effectively manage the reporting to internal as well as external stakeholders.
  • Assist in ensuring compliance of Environment, Social Management Framework through relevant units/focal persons.
  • Any other relevant task assigned by the supervisor.

 

Qualification and Required Experience

  • At least 16 years of education or Master's in Social Sciences and relevant disciplines/Project Management/Master's in Business Administration / Master's in Public Administration from a HEC recognized institute.
  • Professional training in Monitoring and Evaluation.
  • Minimum 8 years of relevant experience in Monitoring & Evaluation and/or project management and 1 year of team management role.
  • Experience in managing MER related activities independently.
  • A working knowledge of financial management, especially of projects.
  • Experience with practical development and implementation of poverty alleviation projects (especially focused on livelihoods) and related result-based management-oriented monitoring system.
  • Knowledge of project cycle management (situation/context analysis, conceptual models, theories of change, monitoring and evaluation and exit).
  • Track record in successful process management to ensure timely and quality delivery.
  • Prioritisation skills and ability to multi-task in a fast-paced environment under pressure.
  • Self-starter who takes initiative and has a keen interest in innovation.
  • Strong problem-solving skills, to be able to anticipate risks and resolve them creatively.
  • Team management skills and team working skills to work in an inter unit and cross functional team.
  • Negotiation Skills with strategic thinking and the ability to make decisions and solve problems.

  • Excellent written and verbal communication skills in English.
