Relevant  Qualification & Experience:

  • Master degree in social science preferably in Economics, social work, sociology and anthropology, rural development, Political or Business Administration etc.
  • At least 5-8 years of work experience in managing of Monitoring, Evaluation, Research and Learning in development or humanitarian projects in INGOs/NGOs

Skills/Competencies:

  • Demonstrated technical skills in results-based monitoring & Evaluation
  • Development of CRM (Complaint Response Mechanism)
  • Hands on expertise in qualitative and quantitative data analysis [using SPSS/Nvivo]
  •  Data quality assurance, data cleaning
  • Excellent analytical and report writing skills
  • Understanding of humanitarian interventions like health and education; DRR, WASH, Livelihood including youth, emergency response, and women economic empowerment and gender and social inclusion.
  • Have sound understanding on sphere, HAP, IRC standards  
  • Proficiency with Word, Excel, and PowerPoint and report writing
  • Excellent ability to communicate, work in a team, and collaborate with individuals with diverse technical backgrounds.
  • Written and oral fluency in Urdu and English, with the ability to write clear and compelling narrative 

Job Description:

The ultimate purpose of the role is to ensure smooth functionality of MEAL system in accordance with organization MEAL policy and directions of LPP strategic review document for producing efficient, cost effective, reliable and timely information for management informed decisions making.

Monitoring:

  • To place in monitoring and evaluation frameworks of all core programs and grants funded projects along with all prerequisites essential for process monitoring including monitoring tools/methodologies and check lists
  • To ensure process monitoring of LPP development interventions in line with M&E frameworks and track monitoring findings and agreed actions through monitoring action trackers
  • To generate reliable, efficient, cost-effective & timely monitoring findings for project managers for informed decision making
  • To validate and verify all progress reported data for ensuring program quality, accountability, relevance and effectiveness
  • To regularly update management about the most critical findings for corrective measures

Evaluation & Research:

  • To conduct all evaluation studies [baseline, midterm and end lines] in accordance with donor requirements
  • To conduct survey and outcome assessment for projects and programs based on availability of funds and directions of management  
  • To conduct impact assessment of regular programs for producing evidences for new program development
  • To provide due support in designing and commissioning of community maturity index exercise for capacity building of community based social structures

Learning:

  • To capture learning, best practices and case studies of LPP development interventions for onward dissemination [internally and externally]
  • To support project managers in conduction of monthly projects review and planning meetings and capture learning
  • To support program team in improving and revision of program implementation strategies/guidelines based on learnings of M&E

Reporting & Documentation:

  • To review projects donor reports and provide inputs from MEAL lens
  • Support to projects in finalizing of DIPs, Riks mitigation plan and RACI matric
  • To review MEAL staff monitoring reports and other stuff produced
  • Manage and maintain data base of all reports and data produced related with MEAL
  • To generate LPP qualitative reports based on MEAL findings and generate Newsletter based on projects and program updates
  • To document and share monthly manager meeting minutes for onward record and reference

Coordination & facilitation

  • Regular coordination with program manager for ensuring quality project delivery
  • To regularly coordinate with all organization project managers, support functions when and where required to provide due support and facilitation including R&E, IA&C, Comms, finance, operation and HR 

Capacity building:

  • Capacity building of M&E staff on monitoring, reporting, data collection and data analysis
  • To enhance capacities and skills of projects staff on excel
