Project

This program will provide technical assistance to the Government of Khyber Pakhtunkhwa (GoKP) on the laws, policies and strategies required for the legal integration of the newly Merged Areas (MAs) as well as the planning, designing and delivery of development initiatives under the Tribal Decade Strategy (TDS). The project will work toward the following subobjectives: 1) To draft, amend and develop laws, policy frameworks and strategies to strengthen the legal and institutional integration; 2) To improve the capacity of GoKP for planning, design and delivery of development initiatives; 3) To introduce and strengthen the local governance structures and systems in the MAs.

Overview of the Position:

The Chief of Party will be responsible for the technical leadership and in-country management of the project. S/he will oversee the long-term staff and short-term experts in achieving project results. S/he will undertake regular assessments of the broader political environment within which the project operates to ensure flexibility and rapid reprioritization of activities when necessary. S/he will act as the primary liaison with USAID and with the GOKP.

Roles and Responsibilities:

The Chief of Party will be responsible for the following tasks:

  • Serve as principal liaison with USAID and local partners – provincial and local government  counterparts, NGOs and community stakeholders on program communications and technical implementation activities;
  • Provide technical and intellectual direction and leadership;
  • Manage, lead, and oversee all long and short-term staff, and subcontractors in achieving project results;
  • Oversee the integration of grant-funded and direct project technical activities;
  • Develop work plans for project activities;
  • Provide technical support in all program areas to team as needed;
  • Provide timely and accurate reporting to USAID on all program areas;
  • Present findings in both written and oral presentations as required; and
  • Coordinate program activities with other donors.
  • Liaise with DAI Pakistan and DAI Global (US base) Offices

 Minimum Qualifications:

  • 10 – 15 years of international development experience working in governance sectors
  • Significant experience in managing similar donor-funded projects; with a preference for demonstrated knowledge of USAID policies and regulations;
  • Deep familiarity with KP and former FATA region
  • Demonstrated experience designing, managing, or implementing a complex good governance program with aspects of public administration, capacity building, policy reform, and community engagement
  • Proven networking, facilitation, and negotiation skills and experience working with senior level government officials in Pakistan and the region;
  • Fluent verbal and written communication skills in English and Pashto required
