Qualification and Relevant Experience: 

  • Preferably an advanced university degree (masters or equivalent) in international affairs/studies, development, climate change adaptation, or natural resource management
  • At least ten years of successful track record in leading the design and proposal preparation of large scale programmes with budget size in excess of USD 10 million secured from institutional donors such as USAID, UKAID/FCDO, KfW and the World Bank etc.
  • Strong programme design skills, including capacity to prepare logical, coherent, and consistent technical documents including logframes, workplans and budgets.
  • Experience of coordinating multi-sector programme designs.
  • Ability to integrate different experiences, methodologies, and approaches from a diverse range of stakeholders, organizations, and technical experts from multiple sectors, through adapting facilitation techniques.
  • Excellent writing skills in English.
  • Flexibility to adapt to any subsequent changes in the terms of reference.
  • Strong experience in fundraising and proposal writing.
  • Excellent research, organizational and communications skills.
  • Ability to work under tight deadlines.
  • Availability to work full-time on this assignment in the specified duration.

 

Job Description:

 

Objectives of Assignment:

  • To liaise with internal/external stakeholders and develop a proposal strategy and content plan for an upcoming opportunity related to resilience building
  • To complete the proposal documentation for submission to the donor

 

SCOPE OF WORK:


The consultant must have the expertise to undertake the task and have prior experience of developing proposals and bidding documents related to resilience building for large scale integrated programmes. The key tasks expected are as under:

  • Develop a proposal strategy / plan to target the opportunity
  • Lead and coordinate the proposal development process; manage and implement the plan, ensuring that all necessary activities are clearly defined and completed on time
  • Create Content plan and a high-level summary to support and guide staff to ensure that the programme design and bid integrates expertise from all relevant actors including PPAF technical teams
  • Review relevant secondary literature, existing project documents including reports and evaluations
  • Guide and chase all necessary content contributors as needed, reviewing all content and ensuring that the overall documents are consistent
  • Create Compliance Matrix of bid requirements and complete technical review of the proposed offer incorporating feedback to ensure that the proposal is in line with donor guidelines and apply appropriate models/ Theory of Change
  • Adjust the proposal as per requirements and feedback from the donor and PPAF
  • Represent PPAF in any initial meetings if required

 

TIMELINES:

 

Duration for consultancy will be approx 26 Days.

 

Week 1: Inception meeting and sharing of relevant documentation + Proposal Strategy, Content Plan and Compliance Matrix

 

Week 2: Submission of Complete proposal documentation 

 

Week 3: Revisions and edits in proposal documentation
