Consultancy for Gender Based Violence Sensitization Training for Project Staff

Training Purpose

The aim of training is to introduce, sensitize and create awareness among the Pakistan Red Crescent Society (PRCS) program staff on Gender Based Violence (GBV). This includes, basic concept of Gender, issues related to violence and gender discrimination, specific needs of GBV survivors, Survivor centered Approach, their role in prevention, mitigation & reducing hesitancy, increase access to services in most vulnerable communities through an interactive 3 days training. The training will establish a basic foundation for the staff on what GBV is, its scope, its awareness in general regarding e.g. (Violence, Protection), challenges regarding it and their role in planning referral pathways and need for establishing referral mechanisms for the survivors.

Background

Pakistan Red Crescent Society seeks to be the leading humanitarian organization of Pakistan committed to preventing and alleviating human suffering while acting in compliance with the fundamental principles and humanitarian values of the Red Cross and Red Crescent Movement. It was founded in 1947 with a unique role as auxiliary to the Pakistani Government, with programs and offices throughout the country. PRCS with the support of Norwegian Red Cross (NorCross) is currently implementing Access to protection and health for vulnerable people in tribal areas (Orakzai) and Access to protection and health for vulnerable people in North and South Waziristan. The Project aims to improve the health and wellbeing of the affected population in Orakzai, North & South districts through provision of primary healthcare services, with a focus on addressing the needs of women and children. Within the project, 2 basic healthcare units are established in Karghan & Daran Villages of Orakzai TD whereas 3 units are going to be established in near future in North & South Waziristan. The 2 units of Orakzai TD are being strengthened and equipped with mobile health units to improve access to reproductive healthcare services as well as basic psychosocial support within the districts.  The project focuses on community health by conducting Health and hygiene session to improve hygiene practices in the community. However, under WASH activities the special attention is given to institutional and community WASH interventions.

Training Objectives

To understand Gender within the Social and Cultural Context:

ü  Define core concepts: Basic gender concepts and key terminology to ensure a consolidated understanding. e.g. gender & sex, gender-based violence & its different aspects, difference between victim and survivors

ü  Define what GBV is, its forms, causes, contributing factors and its emotional and social consequences

ü  Engage staff in understanding the scope of GBV within Pakistan and more specifically in Merged Districts, and challenges regarding its mainstreaming.

ü  Build staff understanding on root causes and cultural factors contributing to GBV risks.

ü  Recognize different settings of GBV (e.g., emergency, conflict, displacement, homes, and schools, online)

ü  Understand the basic principles of work with survivors of GBV e.g specific needs of GBV survivors, Handle disclosure of GBV, identifying the psychosocial needs of survivors with a special focus on Physiological First Aid.

 To understand legal status  of GBV, the National Law and International Standards

- Understanding human rights, national law and international standards in relation to health and violence against all individuals (emphasis on women and girls) and how to apply it within programming.

- Define GBV and Ecological Framework (UNFPA) of interventions, the root causes and the different approaches, and its applicability to humanitarian programming

Ecological Framework: Basic Engagement Skills, Code of Ethics and Do No Harm Principle

- Introduction to a rights-based approach for sensitization to GBV

Introduction to specific needs of SGBV survivors and survivor centered approach with special focus on health needs

- Explain the importance and scope of staff’s individual responsibility and organizations responsibility ensuring the application of do no harm principle and abiding the code of ethics around a survivor centered approach.

- Build staff awareness on basic do’s and don’ts

- Interactive session on existing and non-existing services, risks and opportunities within the districts and projects.

 To outline Basic information on health system in KPK including Merged District (MDs) and Social Welfare Department and different department involved in the facilitation of GBV survivors.

Expected outcomes:

All project/program staff to have a clear understanding of gender and sex, GBV, its scope and underlying causes.

 Their role in building awareness, prevention and mitigation in their daily lives and office environment about Gender issues.

Guidelines of planning for referral pathways mechanism (i.e., local expert’s organization mapping).

Timeframe:

The training is expected to cover maximum of 3 working days (tentatively November 23-25, 2021) in Northern areas whereas 1 extra day (November 26, 2021) shall be considered as leisure day for the staff to explore the surroundings. The total number of participants will be approximately 25-30.

Qualification and experience required:

· Master’s Degree in social sciences, gender studies or potential candidates with medical background (Preferable)

· Excellent skills in documentation, presentation, workshop facilitation, adult learning and participatory training methodologies

· Having 10 years proven experience as consultant providing and facilitating GBV trainings in the context of Pakistan with special focus on KP and MD will be considered additional qualification.

· Strong local knowledge from KP and MDs is considered as an asset

Interested candidates should submit their tentative budget and application material by October 31, 2021.

The application should include:

1. Training proposal, outlining a draft agenda and topic overviews, and training methodologies (maximum 10 pages)

2. Financial proposal outlining consultant fee (daily rate in PKR), expenses and proposed terms of payment. Travel and accommodation costs are not to be included (to be arranged and covered directly by NorCross).

3. Curriculum Vitae detailing relevant experience related to the assignment and references; please attach one example of similar training held in the past. Consultancy evaluation and award

NorCross, together with PRCS, will evaluate the proposals that meet its requirements and award the contract based on the technical and financial feasibility. PRCS and N NorCross reserves the right to accept or reject any proposal.

Note: The applicants cannot discuss proposed content of the agenda/application with PRCS/NorCross prior to submission. The applicants are requested to submit their application based on the information provided in the terms of reference only. Upon selection of applicant, PRCS and NorCross will engage in dialogue regarding agenda and content.

DELIVERABLES:

  1. 3 days training for program Staff in Northern areas.
  2. Interactive methodology.
  3. Final training report

Note for Record (NFR): Payments shall be released after the submission of final training report by the consultant, based on the satisfactory provision to the NorCross.
