1: Background introduction:

 “LASOONA – Society for Human and Natural Resource Development” is a national, multi-disciplinary, development oriented and non-profit making organization. LASOONA affirms to be committed to well-being of masses through empowering vulnerable and under-privileged communities through sustainable livelihoods, improved local governance, social cohesion, and enhanced resilience to environmental hazards in remote and impoverished pockets of Pakistan in general and Khyber Pakhtunkhwa in particular.

LASOONA is the partner organization of (PPAF) for implementation of a four years’ development programme titled, National poverty graduation programme (NPGP) in selected 62 Union councils of 6 districts of Khyber Pakhtunkhwa i.e. Shangla, Batagram, Lower Kohistan, Kolai Palas Kohistan, Upper Kohistan and Torghar.

This National Poverty Graduation Programme (NPGP) has been designed to graduate households out of poverty, building largely (but not exclusively) upon BISP beneficiaries and leveraging the Prime Minister’s Interest Free Loan (IFL) scheme to build a smooth ‘seamless service’ where the poorest can move out of poverty through a blended programme extending from consumption support to asset transfers to interest fee loans to microcredit. The overall goal of the programme is to assist the ultra-poor and very poor in graduating out of poverty on sustainable basis; simultaneously improving their overall food security, nutritional status and resilience to climate change. In order to ensure sustainability of community institutions and continue project objectives and development work beyond the project life cycle, community active members have been identified as activists, volunteers and extended arm to carry forward development activities called community resource persons (CRPs). The capacity building programs for CRPs have been design around different themes, sectors, topics and institutional systems, to create a cadre of community resource persons who will serve as local hubs of technical expertise and information that can allow communities to access further expertise as needed by linking to government programmes, environment and climate change adaptation, markets and private sector investment opportunities. Currently LASOONA is seeking services of individuals’ consultants to build capacity of the Community resource persons (CRPs) on Gender/Institutional Development under NPGP as master trainers who are supposed to carry out training sessions and awareness campaigns in the communities targeted under NPGP. Detail ToRs are the consultant is attached as annexure (A). Interested individuals having required capacities and agreed with terms conditions are invited to submit proposals keeping in view the ToRs and terms conditions mentioned below in this Request for Proposal (RfP).
