Background

The DFID ‘Delivering Accelerated Family Planning in Pakistan (DAFPAK): Lot 2 Public Sector Service Delivery’ is a part of the DAFPAK programme funded by the Department of International Development (DFID). The 3.5-year programme aims to increase access to family planning services; and improve quality of client-centered services such that more women, including adolescents are able to safely plan their pregnancies and improve their sexual reproductive health. The expected outcome for the programme is 11.9 million CYPs generated by expanded access to FP services; 55,000 additional users of family planning and an increase in modern CPR from 26.1 at the baseline to 33.9.

Palladium and its consortium partners, Pathfinder, the Family Planning Association of Pakistan (FPAP), IPAS and Aahung will strengthen the quality of service provision in the public sector (across 30+ districts in three provinces Punjab, Sindh and KPK) by:

  • Increasing access to FP services:
  • Building capacities of government health/FP facility staff on integration of services, improving clinical quality and expanding the range of contraceptives offered.
  • Training community workers (LHWs) to expand the FP services that they offer.
  • Establishing new procedures in health facilities to better integrate services.
    • Improved quality of client-centered FP services:
    • Building capacities of the government health/FP facility staff on client-centered/unbiased counselling.
    • Building capacities of community workers on better, client-centered/unbiased counselling.
    • Building capacities of government health/FP facility staff on improving clinical quality.
    • Improving quality assurance systems involving district health management teams, including clinical waste management.

Beyond building capacities of district health teams, health facility staff and community-based workers. The project will focus on sustainably changing behaviours of providers, systemic changes and commitments through engagement with and TA to district and provincial level governments, health management teams, providers and communities. 

 Assignment Background

DAFPAK-PSSD is redesigning its activities for Year 3 (July 2021-June 2022) of the project life cycle. The focus for this year is to provide targeted technical assistance to the provincial governments of KP, Punjab, and Sindh to strengthen the use of family planning data in policy development and implementation and strengthen evidence-based procurement of family planning commodities. We are seeking a Provincial Data Analyst for Punjab and Sindh. The position will be housed within the Provincial Department of Health and or Population Welfare and will be working directly with assigned government officials in these respective departments.

 This position will report to project based Provincial Advisor.

Specific Tasks and Deliverables

  • Help build capacity of assigned government officials in data management of family planning related data.
    • Regularly monitor and evaluate family planning data from the districts and suggest improvements to improve data submission and quality.
    • Jointly review monthly data with assigned government officials and support them in identifying errors, correcting data errors identified during data review and share feedback with appropriate team members.
    • Observe all incoming family planning related data information on monthly basis and share review of data analysis and trends.
    • Support assigned government officials to interpret data and make appropriate presentation for monthly review by respective senior management.
    • Support and mentor assigned government officials to manage routine family planning data, including data cleaning and entries in the DHIS2 software platform to ensure completeness and quality.
    • Assist assigned government officials in resolving data related issues.
    • Align data sets with indicators to track progress on Provincial RBM Framework.
    • Facilitate assigned government officials to present progress on agreed indicators under provincial RBM Framework at TAG Meetings.
    • Any other task assigned by Provincial Advisor.

 Qualifications and Experience

  • Masters / Bachelor’s degree in Health Sciences, International Development, Social Sciences, Health Informatics, or related fields
  • 3 to 5 years of experience in management and utilization of program data (preferably public health related programming)
  • Experience managing (cleaning, entering, aggregating, and generating reports from) data using database platforms; Knowledge of database platforms (high-functioning user level required, developer skills not required)
  • Experience preparing general audience, and other reports based on data sets
  • Knowledge of word processing, spreadsheet software, and data processing
  • Ability to design clear and attractive presentations and other communication documents
  • Experience with or exposure to public health
  • Experience with design of routine health or other social service data collection tools and systems a plus
  • Knowledge of online, open-source data collection tools and approaches and or database environment and/or project management software (DHIS2, Kobo Toolbox, Open MRS, ODK, CommCare, CSPro, Salesforce, Microsoft Project, Asana, etc.) is desirable.
  • An understanding of provincial level Health Management Information Systems and Contraceptive Logistics MIS in Pakistan, desirable
  • Excellent oral and written communications skills.
  • Fluent in written and spoken English and Urdu.
