BACKGROUND

For many years, the development community has now been working to deliver services and activities and to achieve results in the most effective way. Traditionally, the emphasis was on managing inputs and activities and it has not always been possible to demonstrate these results in a credible way and to the full satisfaction of stakeholders. Concerns of Department Heads are straightforward and legitimate: they want to know what use their resources are being put to and what difference these resources are making to the lives of people. In this line, RBM is highlighted as part of the efforts to work together in a participatory approach to strengthen capacities and to promote accountability of all major stakeholders in the pursuit of results. RBM system aims at responding to these concerns by setting out clear results expected by management for various programme activities, establishing indicators to monitor and assess progress in achieving the expected results and enhancing accountability of persons in charge.

The STTA will develop a Provincial RBM Framework for Punjab, Sindh and KP with required progress tracking tools and also provide training / orientation to respective provincial stakeholders from DoH, PWD, CIP and other as identified by the project.

Specific Tasks

  • Review and analyze the FP situation in all the three project provinces (Punjab, Sindh, KP)
  • Conduct IDI with key provincial stakeholders from DoH, PWD, CIP and other departments as identified by the Project
  • Based on the IDI and Provincial FP documents, develop at least two priority areas (results for RBM) for each Province.
  • Based on the identified results develop a RBM Framework with a focus on planning, implementation and monitoring priorities and approaches.
  • Preparing or refining formats/templates to ensure that key documents are results-oriented (e.g. for work plans, progress reports, and consultant terms of reference and reports).
  • Designing and delivering RBM-focused training for government partners with an objective to build capacity of the Provencal Stakeholders to:
    • (1) adopt a results-based orientation.
    • (2) engage in results-based planning, monitoring, and reporting; and
    • (3) maximize the capture and reporting of expected and unexpected results
  • Developing a Way Forward, strategy with tangible and achievable milestone
  • Writing a comprehensive report on Provincial RBM

Desired Qualification

  • A postgraduate degree in a relevant subject (e.g. social sciences, public administration) is required.
  • 10 years’ experience as a Results-Based Management Specialist utilizing a results-based approach to all the following: project management, implementation, monitoring, and evaluation in an international development context.
  • 5 years’ experience building the capacity of project teams in practical applications of RBM, including results-based work planning and progress reporting.
  • Sound understanding of RBM principles, approaches, and tools, specifically the Logic Model, Performance Measurement Framework, and Risk Register.
  • Strong communication and presentation skills, including knowledge of PowerPoint.
  • Ability to work well with people from different backgrounds and levels of responsibility.
  • Good command of spoken and written English.
