Background

Since 1957, Pathfinder International has maintained an unwavering belief in the right of women and families to have access to contraception and to quality reproductive health care. A key strength of the organization, Pathfinder has successfully collaborated with governmental departments and ministries to support them in fulfilling their commitments, while also ensuring a rights based, gender perspective is incorporated within these plans, for maximum impact and reach.

Project Background and Objectives of the Activity

Pathfinder Pakistan, with the support of UNFPA, has been providing technical assistance to Women Development Department-Sindh (in 2020) to establish a multisectoral coordination group (MSCG) that would improve responses to gender-based violence.  Pathfinder worked with various departments and experts to develop SOPs for the Women Development Department Helpline 1094, as well as conducted trainings for complaint cell officers, police officers, law officers, MLOs and counsellors on survivor care, as a means of improving survivor experience and quality of services provided.

In 2021, following a Sindh High Court Order, Pathfinder Pakistan is looking to assist the WDD Sindh and other stakeholders to:

  1. Establish and finalise the development of an MSCG – that would primarily be responsible for governance and coordination of issues related to Gender Based Violence,
  2. Develop and Design the One Stop Centre Implementation Plan with endorsement of all stakeholders, particularly those on the MSCG, for institutionalization and establishment of the centre

The complexities of service provision to GBV is not limited to one department, rather, it is the efforts of various government organs that need to work together to ensure service provision, access to justice, and rehabilitation/reintegration of survivors. The purpose of the MSCG is grounded in the need to have stronger coordination mechanisms that ensure the effective rollout of programs and policies related to GBV, addressing the complex multisectoral response mechanism needs for service province. This would include interactions and engagement with Women Development Department and the Sindh Commission on the Status of Women, the Home Department, Health Department Law Department, Social Welfare Department particularly, with UN/Inter Agencies and Civil Society experts and partners. The advocacy for the MSCG group establishment would be undertaken by Pathfinder International, and the consultant engaged for development of OSC plan would be supported by the Pathfinder Team for linkages and feedback with the relevant departments.

The Implementation Plan will look to serve as an entry point for the institutionalization of the MSCG. The Essential Service Package (https://www.unwomen.org/en/digital-library/publications/2015/12/essential-services-package-for-women-and-girls-subject-to-violence ), also highlights the need for the MSCG and focuses on it as the key component to integration of service and provision of effective, quality services, and thus, is a critical element of the roll out of the Implementation Plan. Thus aforementioned activities are needed to run parallel, and thus advocacy and development of implementation plan will run simultaneously and continually complement each other through the process.

Particularly,  the Implementation Plan, which build a model for the a coordination and governance mechanism necessary for the integration of services, and should be modeled against the GBV Essential Service Package, and set forth the guidelines, considerations, processes and systems for the development and implementation of these centres and set forth the road map for provision of services. The plan should include, but not limited to:

  1. Background and needs regarding survivor care of GBV
  2. Coordination and Governance: including MSCG structure with Institutions responsible, relevant to service provision, budgets, procurements
  3. Structural Requirements, including HR (with criteria), administration, data management tools, staff physical requirements
  4. Estimate Costs and identify Financing Gaps
  5. Design and Implement Performance Management Mechanisms, as well as Indicators necessary for data collection on GBV

The MSCG structure must be included in the Coordination and Governance chapter of the plan, and thus, this group will be responsible for ensuring the implementation of the plan, supported and owned by the Women’s Development Department. Stakeholders like UN Agencies, WHO will be consulted during the exercise. The Costed Implementation Plan will be developed in close working with the members of the MSCG. The aim is to prepare a comprehensive document to be presented for approval and long term financing.

Description of Assignment

The consultant will Lead the team for the development of the One Stop Centre Implementation Plan in Sindh. The Lead consultant will steer the process, work with the relevant project lead to call for meetings/consultations and have the responsibility to guide the other team members for the completion of the plan. The Lead will report back to the Pathfinder Team, and share regular updates and progress on a weekly basis. 

Specific tasks/responsibilities of the Team Leaders are:

Serve as the lead technical resource for the team in preparation of the Implementation Plan with following specific responsibilities:

  • Develop plan of action to undertake exercise including meetings, data gathering, analysis, detailed meetings with stakeholders, report preparation, etc. 
  • Hold in-depth interviews/meetings with stakeholders to gather information for landscape and understand situation on ground / field
  • Review, analyze and apply information from background documents and prepare an initial draft defining barriers and issues that need to be addressed to achieve the Objective.
  • Convene, as needed, meetings to gain additional input on issues, and to outline strategic options for the action make presentation and hold discussions at the Committee workshop.
  • Lead all workshops and meetings, including development of presentations and agenda. Seek help from Pathfinder expertise where needed
  • Meetings with Pathfinder and UNFPA to regularly brief them of progress and seek guidance
  • Develop and present (or identify other expert presenters) strategic actions needed for alternative scenarios, based on current program constraints and challenges, evidence-based alternatives for addressing the constraints, and innovative ideas that can be evaluated to assist in meeting the objectives.

Deliverables:

  • Strategy paper for the MSCG. This would include deliberations, consensus building, TORs development and evidence building for the importance of this group. The consultant will be expected to draft Stewardship, TORs and SOPs for the MSCG, in collaboration with relevant stakeholders, a sustainability plan for the MSCG and guidance on policy/legal structure needs for its institutionalization.
  • Concept note/ Roadmap with timelines for development of Implementation Plan – setting the course of action that the consultant will take to undertake and meet this assignment objective for presentation to UNFPA and Pathfinder International. This will include but not limited to:

▪          Drawing from the Essential Service Package, the concept note should contain a sketch of how the ESP has been contextualized for Sindh and the Implementation Plan

▪          MSCG Concept and Structure, Composition

▪          Integration of GBV SOPs in the Implementation Plan

▪          Integration of the WDD Helpline and how it fits into the One Stop Centre

  • Prepare a plan with Pathfinder that showcases dates to carry out exercise covering meetings, workshops, training, and consensus development meetings, and preparation of draft document. 
  • Share draft outline– prior to writing it
  • Implementation Plan including a list of detailed activities to be implemented; cost estimates for implementation and any additional supporting products/tools developed

The document must be approved by Pathfinder before presentation to UNFPA and MSCG.

Desired Qualifications

  1. Master’s Degree in the field of social sciences, (preferable Master of Public Policy), and such related field
  2. Demonstrated experience of working with governments and high level stakeholders (7+years)
  3. Demonstrated experience in undertaking similar assignments
  4. Demonstrated understanding of Gender and Gender Based violence
  5. Bilingual (English and Urdu) preferred
