Background

Since 1957, Pathfinder International has maintained an unwavering belief in the right of women and families to have access to contraception and to quality reproductive health care. A key strength of the organization, Pathfinder has successfully collaborated with governmental departments and ministries to support them in fulfilling their commitments, while also ensuring a rights based, gender perspective is incorporated within these plans, for maximum impact and reach.

Project Purpose and Objective of this Activity

Pathfinder Pakistan, with the support of UNFPA, has been providing technical assistance to Women Development Department (in 2020) to establish a multisectoral coordination group that would improve responses to gender-based violence and strengthening existing complaint mechanisms such as the WDD Helpline 1094. Pathfinder worked with various departments and experts to develop SOPs for the Women Development Department Helpline 1094, as well as conducted trainings for complaint cell officers, police officers, law officers, MLOs and counsellors on survivor care, as a means of improving survivor experience and quality of services provided. Moving forward, Pathfinder is supporting the WDD in developing a data dashboard for maintaining and storing important private and confidential data on GBV.

The objective of this initiative is to streamline mechanisms of data management and collection and develop systems and processes that would improve quality of services, while providing necessary information for needs-based programming and policy development. The dashboard is intended to be used at the complaint cell for WDD, but a long-term approach could also be to see this dashboard featured as a part of the One Stop Centre that WDD will be working on in the future. The Pathfinder team will provide advocacy support to the consultant and ensure liaison of the consultant with relevant department and stakeholders, and support in the uptake of the dashboard.

Description of Assignment

Phase 1 – Initiation & Planning

  • Evaluate technical infrastructure (including equipment, HR) of WDD and make recommendations of mechanism best suited to their needs
  • Review of existing or previously used GBV data dashboards, national or global, to understand what works, what did not, and conduct feasibility plan for this exercise
  • Work with MEL and Technical Lead of Pathfinder International? to understand appropriate KPIs, and other indicators that must be featured within the dashboard
  • Analyze needs to determine technical requirements and develop procedures accordingly. This will include data analysis needs and visualizations- share analysis with UNFPA, Pathfinder, and WDD to ensure agreement and alignment
  • Document technical factors such as server load, bandwidth, database performance, and browser and device types.
  • Incorporate technical considerations such as budgets, equipment, performance requirements, or legal issues including accessibility and privacy.

Phase 2 – Execution

  • Develop a systems diagram
  • Write, design, or edit content, or direct others producing content. Write supporting code for respective web applications and web portal
  • Develop and document style guidelines for platform (perform any domain registrations if necessary, and select programming languages, design tools, or applications as well).
  • Establish appropriate server directory trees.
  • Develop system interaction or sequence diagrams using authoring or scripting languages, content creation tools, management tools, and digital media.
  • Develop web site maps, application models, image templates, or page templates that meet project goals, user needs and standards.
  • Create searchable indices.

Phase 3 – Testing

  • Evaluate code to ensure that it is valid, is properly structured, meets standards and is compatible with browsers, devices, or operating systems.
  • Test dashboard with relevant staff and stakeholders
  • Recommendations are presented and after approval implementations are made for betterment in presentation and back end processes.

Phase 4 – Monitor & Control

  • Monitor security system performance logs to identify problems and notify security specialists when problems occur.
  • Make change to the system as required
  • Develop and implement automated updates or product revisions, if needed
  • Design and implement security measures such as firewalls or message encryption.

Phase 5 – Implementation

  • In last phase the data dashboard will be installed as appropriate, with user access, “How to Use" Manual and training tips

Desired Qualifications

  • Bachelors' / Masters’ in Computer Science from HEC recognized university or equivalent
  • Microsoft certification(s) in .NET and related tools / technologies for database applications will be preferred
  • Knowledge of SDLC & Agile Methodologies
  • Extensive knowledge of multiple front-end language and libraries (e.g. HTML/CSS, JavaScript, XML, jQuery)
  • Extensive knowledge of multiple back-end languages (E.g. C#, Java, Python and JavaScript frameworks (e.g. Angular, React, Node.js)
  • Minimum 3 to 5 years’ experience in Microsoft SQL Server and Microsoft .NET tools and technologies
  • Working experience in ASP.NET, SQL server, MySQL, development of Android based applications, Mobile Data Studio, tablet-based data collection, processing, analysis and presentation of data.
  • Experience of database design and development using Microsoft SQL Server 2008, MySQL, PostgreSQL, PHL
  • 3 – 6 years of work experience supporting technical or programmatic activities in health sector or other health areas (experience with health facilities setting a plus)
