CARE is a leading global humanitarian and development organization. Since its establishment in 2005, CARE International in Pakistan (CIP) has been responding to major disasters and undertaking development projects. CIP works through local partners and range of stakeholder for development as well as emergency response, which makes partnership a key component of CARE’s work in Pakistan.

CIP is recruiting for a 4 months’ anticipated project, based in Chaghi district Baluchistan.  The overall objective of the project is to support drought affected populations during the early recovery phase to address food insecurity and rebuild livelihoods. The project activities will lead to sustainable outputs in monetary and non-monetary gains and contribute to beneficiary’s well-being through capacitating village level development committees by mobilizing men and women. The project will provide beneficiaries with financial and technical support to enhance their income. The Knowledge and Skill development component will help beneficiaries manage their poultry/livestock and backyard kitchen gardening (BKG) better, face less health issues for livestock, increase produce from the BKG, the training on entrepreneurial skills and linkages to line departments (Agriculture department, LNDD) and markets will enable the beneficiaries scale up their production and generate income to mainstream into sustainable development as an exit strategy.

I. JOB SUMMARY:

Under this project, the Security Officer will provide field support to staff based in Chagai ensuring that CARE’s security and safety protocols are followed and implemented at the Field Office. The individual will perform risk assessments of the area and report any unusual activity to the Line Manager in a timely manner. S/he will inform the management and field team with regular improvements in project execution and support program implementation by satisfactorily undertaking liaison with government and law enforcement authorities (LEAs) to ensure safe movement of staff for CARE business and related safety and security risk, in the Baluchistan region. The Security Officer will also provide support to the admin team in setting up and maintain the field office, with regular monitoring of CARE’s vehicles.

II. RESPONSIBILITIES AND TASKS

Job Responsibility #1: Safety and Security Operations: % of Time:  55%

  • Ensure the implementation of the CO’s standard operating procedures (SOPs) for maintaining secure operations for CARE staff members in field offices and field assignments.
  • Support the Safety and Security unit to satisfactorily undertake liaison with government and law enforcement authorities (LEAs) to ensure safe movement of staff for CARE business and related safety and security risk management.
  • Ensure that office locations at the provincial level are equipped with the required safety and security equipment and coordinate with the Admin team for its timely installation, repair and/or maintenance.
  • Vigilantly assess safety and security threats and risks to CARE and disseminate these on time with appropriate recommendations/advice to staff.
  • Report to the Safety and Security Manager of any instances of staff non-compliance to established protocols or procedures and provide recommendations for corrective actions.
  • Work together with the Safety and Security Manager on developing and reviewing appropriate Evacuation and Safety & Security Contingency Plans.
  • Keep abreast with the security situation in the area and provide short daily progress updates and weekly progress reports to Safety and Security Manager.
  • Ensure and also support that staff generate trip ticket before they move out of station.
  • Monitor and track all travels in the field
  • Attend regular government and I/NGO security network meetings within field offices and ensure discussion points from these meetings are communicated internally.
  • Send security and safety alerts to field staff by SMS and email.
  • In case of an emergency, provide first aid to any staff member in need.
  • Monitor vehicle daily checklist to ensure that designated fleet is in excellent condition.

Job Responsibility #2: Admin Support: % of Time:  25%

  • Supervise facilities management, and ensure overall office maintenance, including electronics, furniture and fixtures are in running condition.
  • Ensure that all utility bills are deposited within due date and submit a quarterly utility and communications report to Manager, Admin and Procurement, updating progress.
  • Establish a check-out/check-in system for property items that are used by multiple employees (for example, cameras, laptops etc.)
  • Supervise the tracking of Stationery stock; prepare and share regular reports with the supervisor.
  • Track and update consumable office supplies (Tea arrangements, toiletries and others).
  • Manage the office petty cash and ensure that proper documentation is completed for reconciliation.

Job Responsibility #2: Capacity Building: % of Time:  15%

  • Support in building relationships between CIP, district authorities, municipalities and communities.
  • Build capacity of CARE staff in understanding and complying with the safety protocols.
  • Organize, implement and follow-up on the promotion of Security Awareness (local context, CARE security strategies) among staff.
  • Arrange trainings for staff on Frist Aid, Defense Driving etc.
  • Support in organizing simulation exercises for the staff for situations like Fire, Attack on the office, earthquake etc.

Job Responsibility # 3: % of Time: 5%

  • Any other tasks or responsibilities based on organizational and programming need as assigned by Line Manager.
  • Safety and Security is everyone’s responsibility within CI through full compliance and accountability (as per Principle –ii of the CARE International Safety & Security Principles).

III. QUALIFICATIONS (KNOW HOW):

A) Education/Training and Experience

  • Bachelor’s Degree in Operational Management, Safety and Security Management or any related field; a Master’s degree will be preferred.
  • At least 4 years of similar work experience with an international donor organization/ NGO.  
  • Experience of working in Balochistan province is required.
  • Should be able to prepare reports in MS word/Excel/outlook/power point.
  • Demonstrated experience of working in volatile and insecure operating environment.

B) Technical Skill

  • Ability to interact with LEA at various levels, in the region.
  • Ability to self-manage, and work under pressure.
  • Fluency in English and local language/ Balochi languages is required.
  • Diplomacy, tact and administrative skills in order to work with people at different levels.
  • Ability to manage multiple tasks and work under pressure in insecure environments.

IV. Duty Station and Level of Travel Required:

The position is based in Chagai, and entails travelling to targeted districts of the province as and when required.
