CHILD SAFEGUARDING: 

The post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:

MEAL Manager  provides strategic oversight and operational leadership in areas of Monitoring, Evaluation, Accountability & Leaning (MEAL). S/he ensure that high quality MEAL system is established, functional and are integrated into all aspects of Save the Children’s (SC’s) programming in Pakistan. S/he facilitates capacity strengthening of MEAL staff based at implementing partners offices. The post holder will ensure all organizational reporting on time specially Program KPIs. S/he promotes a culture of learning and accountability based on the updated SCI guidelines. In case of emergency role holder will also provide leadership for MEAL in emergencies.

Indirect : Partners MEAL staff

Role Dimensions:  Work closely with the program team specially Senior Managers and Specialist; will also keep a regular coordination with the Asia Regional MEAL team

KEY AREAS OF ACCOUNTABILITY :

Keep the MEAL system up and running based on SCI guidelines

  • Lead and strengthen MEAL System  in line with SCI Quality framework,  Standards and procedures including Learning, Evidence , Accounbility and Managmnet.
  • Oversee and guide the team ( at SCI and Partners) in monitoring and document the progress against program/project indicators aligned with SCI global MEAL standards.
  • Provide technical support to partners and program staff to ensure standard MEAL systems are in place engaging children, communities and stakeholder in evluations, assesment and research.
  • Support the program teams and partners, to ensure that MEAL system is understood and integrated in program implementation, leading to enhanced quality, accountability, management and impact, including feeding into new program design based on evidence.
  • Support Program teams and other technical staff to design tools for monitoring and evaluation of project activities as agreed in MEAL framework.
  • Provide support for compiling and analysin data for SCI global reporting e.g Quaterly Progress Reports, Country Annual Reports, CSP milestone reviews, Program KPIs, and Strategic Results tracking.
  • Ensure that the accountability staff adopts clear system of feedback and response from key stakeholders, particularly children, and presents the information to SMT for decision making.
  • Conduct quantitative and qualitative data analysis to inform course correction of responses. Present and disseminate information to inform senior management decision-making.
  • Proactively seek solutions for more complex data management requirements by working with MIS colleagues, leading development of databases etc. including exploring and advocating for the use of appropriate technology.
  • Lead on design and delivery of contextually appropriate response-level accountability mechanisms (including complaints response mechanisms, information sharing and participation opportunities).

Capacity Building:

  • Identify MEAL-related learning and training opportunities for staff and work as a mentor and role model for less experienced staff.
  • Provide technical supervision of the field-based partner and MEAL staff through regular field visits and meetings.
  • Conduct training and awareness raising activities for operations and programme technical staff at field and country-office level regarding MEAL priorities, quality standards and MEAL related tools and guidelines.

Program Design

  • Ensure that learning from the previous or current programs are fed into new program design
  • Support the program design and fundraising efforts, including log frame development, drafting narrative MEAL sections, budgeting for MEAL activities, and ensure that MEAL is an integral part of program design
  • Oversee and ensure that inclusive process is followed in program design: inclusive and participatory assessment, including consulting communities and children, gender analysis, inclusion (disability, partnership
  • Work with the program development team and field colleagues for integrated program design: child protection, gender, inclusion (disability or differently able), marginalization and extreme vulnerability, etc.
  • Ensure that MEAL resources are included in proposal development. 

Promoting a Culture of Learning

  • Coordinate and oversee the implementation of CSP learning agenda by conducting Research,  evaluations, including, baseline and end lines, and operational studies.
  • Work with the program and field-based colleagues to develop systems and forums, and clear agenda for capturing and using learning, including promoting participatory learning process with communities, children
  • Guide the field-based teams, and engage communications to document learning
  • Ensure that reflection or lessons learned events and workshops are organized regularly and at the end of the programs, and learnings are fed into new program design
  • Oversee if learnings are captured and consolidated into learned database
  • Communicate top level learning / analysis reports to the SMT for management decisions and advocacy and external sharing, including publications.

Others (5%)

  • Responsible for effectively managing the MEAL budget (under this post responsibility), including any breakthrough accountability funds.
  • Keep regular laison with the Regional MEAL team to ensure country office MEAL system has incorporated the new changes related to learning, evidence generation and project managment.

QUALIFICATIONS 

  • Master’s degree in Economics, Development Studies, Anthropology, Sociology, Social Science, Statistics, Business Administration, Public Health or in relevant field

EXPERIENCE AND SKILLS

Essential

  • 5 years of experience in areas of program development & quality
  • Extensive experience in MEAL related role in INGO environment
  • Excellent understanding of different components of MEAL and skills in leading MEAL systems
  • Sound conceptual understanding in advancing gender equality in programming and at workplace
  • Experience of, and commitment to working through systems of community participation and accountability
  • Demonstrated skills in oversight of research, assessment and evaluations
  • Hands on experience in strategic planning processes
  • Excellent interpersonal communication skills
  • Ability to work independently with very limited oversight and support
  • Proven capacity to supervise, train and coach staff
  • Excellent documentation and report writing skills
