Through emergency programs, CARE International in Pakistan (CIP) has provided relief, recovery and rehabilitation support to millions of Pakistanis affected by disastrous floods, earthquakes and displacement. CIP works through its local partners and a range of stakeholders for development, as well as emergency response related interventions, which makes collaboration a key component of its work, across the country. I.  JOB SUMMARY:

CIP is recruiting for a Health/Project Officer for an anticipated project in support to strengthening government sector’s health system and providing immediate emergency response to curtail outbreak of COVID-19 across Pakistan in Baluchistan and KPK provinces. The project will address key barriers by providing necessary medical assistance in scenario of COVID-19 to at risk population in target areas, as well as addressing underlying vulnerabilities, by reaching out to direct beneficiaries, District Headquarter Hospitals (DHQs) and Tehsil Headquarter Hospitals (THQs) level in different districts across Pakistan.

The Health/Project Officer will be expected to lead and supervise the implementation of project interventions related to health and provide technical advice to partners in ensuring high quality deliverables.  As a technical expert in health & allied field, the incumbent coordinates the development of partnerships, required to support the emergency response provided under the project. S/he will liaise with the project partners, district government health facilities for participation in the capacity building program warranting successful initiatives within the project districts. The position will be responsible for not only managing smooth running of the project activities, but will also be keeping a watchful eye for ever changing Covid-19 scenario in terms of designed program activities. S/he will support the Senior Project Manager in technical areas of project implementation, partner capacity building, quality assurance and reporting.

II. RESPONSIBILITIES AND TASKS

Job Responsibility #1: Technical Guidance and Oversight on Health Interventions - % of time: 50%

  • Technically advise and support the partners in implementing high-quality programs that adheres to requisite rules and guidelines and ensure quality, cost-effectiveness, and sustainability in implementation;
  • Advice on multi-sectoral technical assessments in coordination with other thematic areas;
  • Support in developing strategies, methodologies and identification of new approaches for improving Health programme delivery, with emphasis on advocacy, community participation and social mobilization;
  • Act as focal point on issues related to Health, defining specifications with procurement, and liaise with relevant actors at different stages of Health programme/ project implementation to follow up on agreements and recommendations;
  • Work closely with the Knowledge Management and Learning team and put in place a Health sector MEAL plan, ensuring that it links to reporting requirements, and build capacity of technical field staff in carrying out the work;
  • Develop insights in to how tele-health services can be promoted. Services include mental health, physiotherapy and psychosocial support services.
  • Carry out monitoring and advisory visits to project areas in order to support the implementation of on-going grant by the sub recipient;
  • Ensure that the public health promotion activities are appropriate to the needs of the beneficiaries;Develop educational material for both hospital staff and affected or displaced people;
  • Ensure that systems are set in place for the assessment and provision of necessary training to health workers;
  • Provide technical assistance on developing health response plans and master budgets.
  • Support in developing project work-plan for Health and hygiene component and monitor compliance to ensure objectives and targets are met/ achieved;
  • Identify Health interventions and provide technical guidance whilst developing project action plans, in coordination with local partner, district administration, and other stakeholders, as necessary;
  • Ensure that IP/sub-contractor is working in compliance with gender and protection emergency guidelines under Health response;

Job Responsibility #2: Business development and reporting - % of time: 10%

  • Work with SPM, Director Programmes and Business/Programme Development Advisor on new proposals;
  • Work with partners and develop success stories of the Programme;
  • Support in developing sector specific business development brochures and promotional material.

Job Responsibility #3: Capacity Building - % of time: 10%

  • Coach and mentor CIP and partners’ staff to improve their health programming skills;
  • Support the Senior Project Manager in all aspects of the Project capacity building and community mobilization activities;
  • Develop documentation for outsourcing capacity building activities for health workers and provide advice/ support for finalization of training reports and other necessary documents;
  • Oversee development and delivery of technical training material that will improve aspects of Health work within the health facilities;
  • Provide trainings to selected beneficiaries related to hygiene awareness and promotion.

Job Responsibility #4: Coordination, Research, and Reporting - % of time: 25%

  • Monitor the resilience context and COVID-19 situation in-country and develop updates to inform the planning process.
  • Participate in periodic programming reviews of the project to record the minutes, report generation and action plans.
  • Maintain liaison with other departments and external partners/stakeholders.
  • Schedule meetings and facilitate interaction between partner staff and CARE employees.
  • Organize and facilitate events in the implementation of the project as and when needed.
  • Organize coordination members on regular basis as directed by the Senior Project Manager.
  • Provide technical support in report writing, documentation and filing, follow-up on activities, and decisions taken in meetings.
  • Assist in project reporting and program documentation as per CARE and Donor requirements and timelines.

Job Responsibility #5:  Perform Other Duties as Assigned - % of Time:  5%

  • Any other tasks or responsibilities based on organizational and programming need as assigned by Line Manager.
  • Safety and Security is everyone’s responsibility within CI through full compliance and accountability (as per Principle –ii of the CARE International Safety & Security Principles).

III. PROBLEM SOLVING (THINKING ENVIRONMENT)

This is an officer level position and requires thorough analysis of problems faced in day to day work, problem definition and development of alternative solutions. 

IV. QUALIFICATIONS (KNOW HOW)

A) Education/Training:

Required:

  • Bachelor’s degree (MBBS)
  • (BS) in Public Health or related field with equivalent years of experience in health or health integrated projects.

B) Experience:

Required:

  • At least 1-3 years of experience in health programming for National/International NGOs, government or the private sector preferably in Pakistan context; Experience of house job will also be considered.

Preferred:

  • Experience of implementing health interventions under a humanitarian response program will be preferred;
  • Proven experience of implementing high quality, innovative and cost-effective technical health projects in fragile environments;
  • Experience of working through partners;
  • Experience in capacity building of partners.

 C) Technical Skills:

  • Strong knowledge of working with district health facilities in emergencies’;
  • Ability to extensively travel for project monitoring and provide on-site technical support to field teams;
  • Highly developed interpersonal skills including influencing, negotiation and capacity building;
  • Excellent report writing skills;
  • Fluency in English and Urdu (written and spoken); fluency in other local language will be an added advantage;
  • Excellent computer skills (MS office). 

V.  DUTY STATION AND LEVEL OF TRAVEL REQUIRED

This position will be based in Quetta. Selected individuals will be required to travel to project implementation sites frequently.
