Term of Reference for Provincial Program Manager Punjab

Job Description:

The Manager Finance will be responsible for overall management of Operations Department responsible for Finance, Accounts, HR, Admin and Procurement functions. Specific responsibilities include but not limited to the following:

  • Strengthen PJN Financial and Operations System, Policies and Procedures including HR and Admin. Ensure financial management and Operational compliance as required under PJN policies and funding agreement requirements.
    1. Finance & Accounts Policy
    2. HR Policy
    3. Procurement Policy
    4. Admin Policy
  • Ensure that all financial documents relating to the project (cash books, ledgers, registers, payrolls, bank statements, invoices, counterfoil receipts and other vouchers) are managed and retained as per PJN policies and funding agreement requirements.
  • Ensuring the financial transactions are properly authorised, recorded, have adequate supporting documentation and can be easily extracted for the purpose of preparing financial statements.
  • Overall responsible for Management of PJN’s Financial Software Sidat Hyder Financials.
  • Responsible for budget preparation, management and analysis to ensure that operational activities are executed within allotted budget and timelines.
  • Responsible for operational and delivery chain risk management. Ensure achieving Value for Money in PJN’s Projects.
  • Review all payments requests to certify that supporting documents have been provided and correct budget codes have used. Ensure that all operational & grant payments related to project are paid on time by processing all cash & bank transactions.
  • Ensure compliance with SECP annual statutory returns and Anti Money Laundering and Terrorist Financing compliances.
  • Assist program team in preparation, logistical and budget planning for seminars, workshops, meetings and consultations, including preparation of relevant documentation.
  • Develop and implement effective sub grant management system. Properly record and review the sub grantee payment. Conduct regular variance analysis. Develop and implement sub guarantee due diligence process.
  • Manage cash controls as well as maintain book keeping up-to-date.
  • Ensure maintenance of the general and subsidiary ledgers.
  • Oversee the preparation of all financial statements, invoices, proposals, etc as required.
  • Carrying out reconciliation of subsidiary ledgers with General Ledgers. Ensure timely payment of WHT on salaries, service & supplies and complies with tax filing requirements.
  • Process financial claims account and facilitate approval through ensuring appropriate documentation and record keeping in line with the rules
  • Manage all Procurement, HR and Admin Functions. Ensure policy compliances.    
  • Responsible for overall asset management and ensure controls.
  • Any other task/s related arising needs of the assignment.

 

Qualifications and Experience

a. Education

Master’s degree in finance, ACCA, CA or related disciplines. Articleship from a top firm (maybe Big 4)  will be added advantage.

b. Work Experience

  • Possess at least 5 - 8 years of senior level professional experience with national and international organizations. Past experience of financial management of large national donor programs.
  • Fluency in written and spoken English and Urdu required.
  • Experience in working on Sidat Hyder Financials will be added advantage.

c. Key Competencies

  • Understanding of financial management issues and solutions;
  • Excellent organizational skills, ability to gather and analyze information
  • Conscientious, ability to independently judge situations, problem solving ability
  • Ability to work harmoniously with persons of different nationalities and cultural backgrounds;
  • A general understanding of the project fund management;
  • Knowledge of and complete comfort with computer based accounting and financial applications is essential;
  • Compatible personality traits and abilities such as desire to learn, experience, innovate, grow,  contribute, flexibility, adaptation, team play, gender and cultural sensitivity at personal, organizational and communal level.
