Terms of Reference for Consultant to Support Development of a Resource Mobilisation Strategy for GAIN Pakistan

Introduction:

GAIN is a Swiss based organisation, driven by a vision of a world without malnutrition, in which all people have access to and consume nutritious and safe food. Our mission is to advance nutrition outcomes by improving the consumption of nutritious and safe food for all people, especially the most vulnerable to malnutrition.

In order to reach our Vision and Mission we work on three interlinked strategic objectives:

1. To improve the demand for safe, nutritious foods.

2. To increase the availability and affordability of safe, nutritious foods.

3. To strengthen the enabling environment to improve the consumption of safe, nutritious foods.

GAIN’s work operates in an interlinked way along the foodvalue chain, always working in partnerships and alliances:

Increasing consumer demand for nutritious and safe food.

  • Designing innovative campaigns to encourage people to eat more nutritious foods, like vegetables and eggs, and to make healthy choices
  • Educating caregivers to seek healthier options for their families, including the promotion of exclusive breastfeeding, and encouraging young people to make better food choices for themselves
  • Promoting the benefits of fortified and biofortified foods

Increase availability and affordability of nutritious and safe food.

  • Providing assistance to producers of fortified and biofortified foods to increase availability and access, including quality assessment
  • Supporting SMEs producing and distributing nutritious food to increase availability and reduce loss and cost, through technical assistance and financing
  • Assisting companies in improving the nutrition of their workers and via their supply chains

Change market incentives, rules and regulations to support nutritious and safe food production and consumption.

  • Supporting and encouraging governments to require fortification and to be able to monitor and regulate the quality and safety of food
  • Working to provide governments, from national to city level, with the support, tools and knowledge to set the rules and incentives to promote the production and consumption of nutritious foods
  • Building and supporting networks of businesses involved in all aspects of food production, post-harvest loss reduction, and distribution to motivate best practices while improving shared learning and collective action
  • Promoting policy and financial support for nutrition from international organisations, donors and multinational companies

In Pakistan GAIN’s focus has been on:

  1. creating enabling environment for Large Scale Food Fortification and capacity building of the food authorities to monitor the compliance the standards set by the government of Pakistan
  2. Commercialisation of biofortified crops i.e. zinc wheat in Pakistan
  3. Adolescent Nutrition – creating evidence for the policy and programme design to focus on adolescent nutrition as a group that is facing triple burden of the malnutrition i.e. underweight, overweight and micronutrient deficiencies. The future focus is on addressing the behaviour change for adolescents to chose the healthy options for their diets.
  4. Engagement with the private sector food related businesses to get their commitments and involve them in producing healthier nutritious products, encourage business to business learning and help the SMEs get access to technical and financial support.
  5. Emergency (during COVID-19) related intervention on keeping food markets working: this includes a) supporting small and medium food companies to survive which are facing difficulties in the COVID 19; b) Supporting the vulnerable food system workers in their nutrition; c) Supporting the food / Meal distribution networks in ensuring that the food / meals distributed to the vulnerable population use fortified ingredients to have better nutritional value of food/meals; and d) engaging with the urban food system in two cities (Rawalpindi and Peshawar) to overcome any challenges they are/were facing during COVID 19 in terms of policy and operational issues.

In future we may in addition to what we continue to do, we may also be including: better diets for children as well as value chain / minimising post-harvest losses especially in the districts where the indicators of nutrition are bad and there are issues of affordability of nutritious diets.

Purpose of this assignment

The purpose of this assignment is to hire a consultant to support the GAIN Pakistan country office in its efforts at Resource Mobilisation by doing a donor mapping of specific donors relevant to the programme areas of GAIN Pakistan, identifying opportunities of fund raising and of alliance building and developing a resource mobilisation strategy.

Key tasks:

  1. Familiarise himself/herself with the scope of work of GAIN and specifically the areas relevant for GAIN Pakistan
  2. Identify and prioritize key donors and prospects, strategically aligned with GAIN’s vision, themes and values and who can offer sizeable funds for GAIN’s activities and programmes in Pakistan.
  3. To develop a prioritized list of potentialdonors (bilateral agencies, multilateral- intergovernmental organizations and funds, private sector organizations and foundations), building on previously mapped prospective donors.
  4. Identify entry points, synergies and upcoming opportunities for which GAIN Pakistan can position itself for certain grants
  5. Support GAIN Pakistan team in preparingpitches (based on GAIN Pakistan’s existing business plan priorities) and facilitating approaches to prioritized potential donors
  6. Identify possible partnerships and alliances where joint fund raising can be done by working in alliances with other development actors or private sector or government bodies
  7. Develop a strategy for GAIN Pakistan for next 3-5 years to continue to be able to generate adequate resources for effective management of programmes and having maximum impact of its work

Deliverables

  1. A comprehensive resource mobilisation strategy report
  2. List of key potential donors at global, regional and Pakistan level and their entry points with rationale for support to GAIN. Information to be included for each donor:
  • Priority themes (indicating alignment with GAIN Pakistan priorities)
  • Funding channels/mechanism (grants, service contracts, challenge funds, other)
  • Overall size of funding per year
  • Average grant size per funding channel/mechanism
  • Requirements for matched funding
  • Requirements for involvement of organizations (cross-sector partnerships, consortia)
  • Process – openness to approaches, competitions, etc
  • Legal/eligibility requirements
  • Key contacts and entry points
  • Examples of existing funding recipients

3. Pitch and Engagement facilitated and implemented for a minimum of 3 prioritized prospective donors

Selection Criteria

  1. 10+ years’ experience in the development sector especially relevant thematic areas of GAIN
  2. Prior contacts and demonstrated knowledge of global/regional / National nutrition and food system dialogue platforms and associated partners as well as bilateral, multilateral stakeholders and foundations
  3. Demonstrated track record of working with fundraising and strategydevelopment
  4. Deadline driven and results oriented
  5. Mastery of Microsoft Word, Excel and PowerPoint;
  6. Excellent command of English

 Duration of Assignment : Three Months
