OPM Pakistan is seeking to recruit an Assistant Consultant based in the Islamabad office to work in its Climate, Resilience and Sustainability Practice. Successful applicants should expect to provide wide-ranging support to both project acquisition and implementation across the subject areas.  OPM’s Climate, Resilience and Sustainability practice consists of five teams covering: climate policy and finance; disaster risk reduction; nature and environment; urban policy; and energy resources and growth.  This role will sit in the Climate Policy and Finance team, but working with colleagues across the Practice, as well as with other Practices working in Pakistan.

Applicants must have:

  • A Master’s degree in Climate Change, Environmental Science, Environmental Management, Economics, Public Policy, Social Science, Development Studies, or a related field.
  • 3 to 5 years relevant work experience in climate policy or climate finance or renewable energy projects or climate smart agriculture, WASH or any international development area with climate action, mitigation, and resiliency mainstreaming.
  • An awareness of climate policies and knowledge of climate governance landscape in Pakistan, familiarity of local climate challenges and enthusiasm in exploring and assisting the technical team at OPM in offering bespoke climate action and mitigation policy solutions and enthusiasm to lead research in the areas of financing instruments for climate action, Disaster Risk response, energy efficiency projects, climate smart agriculture, WASH, carbon markets and other associated sub thematic areas mentioned here Climate and natural resources | Oxford Policy Management (opml.co.uk)
  • Strong and demonstrated written and verbal communication skills, especially technical writing.
  • Strong analytical skills.
  • Project management skills.
  • Demonstrated ability to work effectively as part of a team.

  • Fluency in Urdu and English.

Assistant Consultant, Climate Change and Climate and Natural Resources Portfolio Islamabad

Report’s to:

The role will report to the Consultant, Climate Policy, and Finance, in Islamabad and the Team Leader for Climate Policy and Finance.  The individual will work with colleagues in the Climate, Resilience and Sustainability Practice.

Main accountabilities

  • Contribute to the growth of the Practice and the Company’s consultancy business.
  • To technically assist in the development of solutions to client problems and provide technical and administrative support to projects dealing with climate change, disaster resilience, nature and environment, energy and natural resources.
  • To work successfully in multiple project teams, delivering quality outputs as required by project managers, in accordance with an agreed annual performance agreement.

Specific responsibilities

 

As assigned by or agreed with the line manager and Team Leader:

  • Support delivery of technical work on OPM consulting and other projects in support of developing country governments and international aid agencies, in accordance with required delivery deadlines and OPM quality and report writing standards.
  • Contribute to OPM business development and bidding.  Prepare expressions of interest and proposals for new work opportunities.
  • Work in close collaboration with other Practices in Pakistan and contribute towards business development in Pakistan. 
  • Take an active role in exploring and developing new areas of work and new relationships.
  • Develop strong and effective working relationships with other members of the Practice and other OPM colleagues.
  • Take a proactive approach to on- and off-job personal and career development by working on projects in other OPM Practice areas, keeping abreast of latest developments within the team and taking opportunities to attend training events as appropriate.
  • Prepare reports in line with the terms of reference for particular projects.
  • Proof-read, format, and edit reports.
  • Organise workshops and other events related to project activities.
  • Comply with all internal policies processes and procedures including financial management systems.
  • Undertake other duties reasonably required by the portfolio leader, country director and programme director.
