Background

WaterAid Pakistan is implementing a three-year WASH project in district Badin (Sindh). The basic focus of this project is strengthening systems of government line departments in order to ensure access to climate-resilient, gender-responsive and sustainable water and sanitation services for all, in one of the remotest, least developed, and low-ranked WASH coverage districts in Sindh. The expected result to which this project will contribute during the next three years is increased proportions of the population using climate resilient, gender response and sustainable basic drinking water, sanitation and hygiene services in communities, schools, and healthcare facilities in taluka Badin of district Badin. This project, although promoting basic water and sanitation services for all, will also pave the way to achieving safely managed water and sanitation services as envisioned under SDG-6.

The Project has five major outcomes: a) creating enabling environment for WASH through strengthened capacity, processes, and systems of relevant government departments to plan, deliver and sustain inclusive, climate resilient and gender responsive WASH services; b) helping communities to build resilience to shocks, particularly those resulting from climate change and natural disasters; c) ensuring involvement of women in decision making about provision and management of WASH services in their communities and documentation and sharing of project experiences with sector partners d) Communities’ willingness and mobilisation to access climate resilient, gender responsive and sustainable basic sanitation and hygiene services in a way that an entire taluka (sub-district) is declared ODF; e) communities’ and line department’s collaboration to create models of community managed water supply services to ensure people’s access to clean drinking water within communities, schools and HCFs. 

As part of this project, WaterAid intends to conduct the mapping of service levels and water quality profiling of all current public, institutional (schools & healthcare facilities), and private (self-supplied) drinking water supply schemes. This study will enable us to identify the coverage and gaps in the service levels and water quality of these scheme. The outcome of this study will be utilised by government, WaterAid, and other sector partners in improved planning and budgeting of water supply services for district Badin.

Objectives of Study

The objective of this study is to analyse the coverage and gaps of currently available household and public water supply services in district Badin, their service level, water quality profiling, technology type, its status and age, and O&M arrangements.

Specific Objectives

The specific objectives of the study are:

  • To assess and map out all the available community and institutional level public water supply schemes and its technology components, status, and age. Assess the service level they provide (safely managed/basic/limited), functionality (liters/minute, hours of availability in the day, frequency of breakdowns), water quality and operation and maintenance arrangements.
  • To assess and map out the available community and institutional level water supply schemes provided by non-governmental organisations, and philanthropes, their functionality, service levels, water quality, type of technology and its components, status and age and O&M arrangements   
  • To assess and map out self-supplied household level water supply schemes, their functionality, service level, water quality, and type of technology, status, and age
  • Involve relevant field staff from the PHED and Local Government department to participate in the process in Badin to understand the process and use the learning for conducting similar assessments in other districts of Sindh
  • Organise training of selected staff from PHED (15-20 people) on water supply mapping exercise
  • Publicise and use the findings for improved and inclusive WASH planning and service delivery in Badin and Sindh province

The key questions to be answered

The set of questions to be asked during different surveys (community, PHED, schools, healthcare facilities) will be shared separately. The consultant/s will however contextualise the specific questionnaire or checklist as per local needs.

Methodology

The consultant/firm will be required to work very closely with the district level staff of PHED, Local Government and WaterAid team to conduct the assessment of coverage and gaps in community, institutional and household level water supply schemes in the Badin district, covering all the 41 Union Councils. This will include;

 1.    Desk/Literature Review: The consultant/firm will collect all the necessary existing data and records related to public and institutional water supply schemes from relevant government departments including Public Health Engineering Department (PHED), Local Government (LG), NGOs/INGOs and will conduct a desk review for developing field level assessment plans.

2.    Assessment of Communal and Institutional Public Water Supply Schemes:  The consultant/firm will organise physical visit to all the community and institutional public water supply schemes including filtration schemes, piped water supply schemes and hand pumps to verify and collate information on their presence/location, assess their functionality, water quality, technology type (with components breakdown -e.g. pumps, tanks etc), population coverage, operation and maintenance arrangements, community feedback, service level provided (reliability, accessibility) and major challenges. This assessment will also include communal and institutional water supply schemes constructed through NGOs, INGOs or any local philanthropists.

3.    Assessment of Household Level Water Supply Schemes: Using the standard sampling techniques, the consultant/firm will also conduct assessment of a sample of household level water supply schemes, the type of technology (hand pump, shallow well, etc), for their functionality, service level, water quality. In this process we will also assess the proportions of local communities in Badin using unsafe water sources like water from canals, irrigation channels etc.

4.    Water Quality Testing & Profiling: Water quality testing and profiling is a key component of this assignment that will help in establishing the safety of the water being provided through these sources. The consultant/firm will have to engage government recognised water quality testing labs like Pakistan Council for Research on Water Resources (PCRWR) for this component. This survey will be carried out using 100% public water supply schemes and representative samples from self-supplied household level water sources. The key water quality parameters to be assessed will include microbiological analysis (E coli if possible) [cfu/100 ml], salinity, nitrate, pH, conductivity/TDS and turbidity.   

5.    Key Informant Interviews: The consultant/firm would require holding focus group discussions with some key members from relevant government department especially PHED and LG, members from local community level organisations, NGOs and INGOs. 

6.    Data Sources & Tools: The consultant will suggest the key data collection sources and number of interviews and develop tools accordingly. The data tools developed by the consultant/firm will be reviewed by WaterAid and PHED before finalisation.

7.    Training of selected PHED staff: The consultant/firm will conduct a training of selected staff from PHED on conducting water supply mapping so that they use the learnings to replicate the similar exercise in other districts of Sindh.

Deliverables  

The consultant is expected to deliver the following:

Inception report with the timetable, resources, tools and methodology, which will be reviewed in light of scope of work defined above. 

1st Draft of “Water Supply and Water Quality Mapping of District Badin” in the form of a report.  The draft should include:

  • Coverage and gap analysis for all Public and Private community level water supply schemes for District Badin
  • Coverage and gap analysis of all household level water supply schemes for District Badin
  • Water quality profiling for all the public and private water supply schemes both communal and household level
  • Challenges, opportunities, and recommendations

2nd Draft of the report after incorporating the initial feedback from WaterAid, and PHED

Final draft of the report after incorporating key suggestions from the meeting with PHED

A crisp Power Point Presentation and a Fact Sheet with figures and graphs identifying gaps related to coverage, functionality, water quality, O&M of the Public and Private water supply systems and suggestions for the government.

A training manual on “how to conduct water asset mapping and water quality profiling” for the government staff

Supervision

The consultant will report to the Manager Rural WASH Programmes, WaterAid Pakistan.

Standard Contract Terms & Conditions

WaterAid practices the following terms and conditions stated below:

  • Intellectual Property Rights in all documents/information/ other materials prior to the date of execution of an agreement pursuant to this bid shall vest in the Party to which such document/information/materials belong. 
  • All Intellectual Property provided by WaterAid Pakistan to the Consultant for performing the obligations under the agreement with WaterAid shall remain the exclusive property of WaterAid Pakistan.
  • Any reports produced/data collected, or any other Intellectual Property generated by the Consultant pursuant to or under the agreement with WaterAid shall be the exclusive property of WaterAid Pakistan.
  • The vendor assumes all responsibility for complying with local legal codes as they apply to an Agreement and work performed there under. In addition, the vendor shall be liable to pay all applicable taxes and fees as required by the laws of government of Pakistan. WaterAid will deduct Income Tax and VAT at source as per Govt. rules.
  • The vendor shall not without first obtaining the consent in writing of WaterAid, permit any of its duties or obligations made under the Agreement to be performed or carried out by any other person or reassign his/her interest in the Agreement.
  • The vendor shall not hold WaterAid liable for any accident or misadventure befalling them whilst on duty or pursuing activities to fulfil the Agreement.
  • WaterAid reserves the right to accept and reject any proposal without assigning any verbal and or written rationale whatsoever.

Evaluation criteria

Each candidate shall submit technical and financial proposals in two separate sealed envelopes. Technical offers will first be evaluated according to the “Evaluation criteria” below and the technical qualification threshold point is “70”. Financial offers of ONLY successful candidates will be opened.
