Level 3 – the responsibilities of the post may require the post holder to have regular contact with or access to children or young people.

ROLE PURPOSE: Be responsible for the design, implementation, follow up and evaluation of Shelter infrastructure, construction and rehabilitation of institutional infrastructures in communities targeted by Save the Children in Pakistan. The post is specifically oriented towards the Shelter emergency response in the context of the flood response 2022, and special attention will be made on the integration of the Shelter sector in other core sector of Save the Children such as WASH, Nutrition, food security livelihoods, health, education and child protection.

Will participate and Coordinate in Shelter working groups and attend coordination meetings at district and provincial level and portray good image of save the children for working for children in Shelter.

KEY AREAS OF ACCOUNTABILITY:

Need Assessment

  • Be responsible for Shelter needs assessments and participate in the selection of target communities and Shelter facilities to be rehabilitated and / or build in the project, through technical feasibility studies, household level questionnaires, focused group discussions, visits to facilities and sites, and interview with key members of the community.

Program design and implementation :

  • Be responsible for supporting Country office and IPs for establishing design, work specifications, follow-up and evaluation of activities related to Shelter/Construction infrastructures in public institutions and communities, such as:
  1. Construction or rehabilitation of Shelter.
  2. Construction or rehabilitation of institutional infrastructures (Schools, health care centers, temporary school centers/spaces,
  3. Technical training of IP Staff, community volunteers, members of Shelter committees, governmental staff.
  4. Ensuring NFI/Shelter Kits distribution and meeting sphere standards and save the children flood response strategy 2022-
  5. Ensuring quality construction of shelter as per the approved designs/specifications.
  • Ensure all planning and implementation tools are in place in line with Save the Children project management methodology, including detailed implementation plans, procurement planning and phased budgets.
  • Manage project budgets as delegated by the Area Director, ensuring timely spend and accurate reporting in line with SCI and donor requirements.
  • Planning, organizing and follow up of the community mobilization in target communities on issues related to of construction, operation, and maintenance of Shelter facilities.
  • Be responsible for the quality control of Shelter material  bought by IPs and SCI and its subcontractors/supplier.
  • Site management: general supervision of implementing partner ensuring the safety of construction sites and community participation.
  • Design, implementation, and organizing training for construction of Shelter facilities at household level.
  • Follow-up of activities of local partners of Save the Children (such as local NGOs or governmental agencies) in the field of Shelter facilities construction and participate in their capacity building.

Monitoring, Evaluation, Accountability and Learning:

  • Verify that Shelter infrastructure construction and rehabilitation works done by partners and contractor are carried out according to quality standards established by Save the Children through quality checklists in coordination with Shelter Advisor.
  • Plan and be responsible for the weekly reporting of data to follow up the standard project and strategic indicators (number of beneficiaries, number and type of activities completed...)
  • NFI Kits distribution to follow up the standard project and strategic indicators (number of beneficiaries, number and type of activities completed...)

Reporting:

  • Writing weekly report to line manager, and verbal reports whenever necessary.
  • Contribute to donor reports as required

Integration, coordinations and cross-cutting aspects :

  • Ensure that shelter/construction works is integrated with community participation component, to ensure sustainability of the infrastructure built.
  • Coordinate Shelter construction activities with other sectors of Save the Children to integrate activities in the same geographical area and for the same beneficiaries.
  • Coordinate Shelter construction activities with other local actors (governmental and non-governmental).
  • Ensure the integration of gender, child protection, environment and other crosscutting issues to the design, implementation and development of Shelter construction activities, and ensure that activities take into account the needs of specific groups and individuals, especially children, the elderly and disabled.

QUALIFICATIONS 

BS/BE/B-TECH or équivalent in Civil engineering, Environnemental Engineering/Public Heath engineering having minimum 3 years of experience in Shelter and Infrastructure in emergency, relief and reconstruction.

EXPERIENCE AND SKILLS

Required :

  • Organization, coordination, project management and planning skills
  • Good computer skills
  • Ability to listen and adapt
  • Good personal skills
  • Good knowledge of local language
  • Perfect knowledge of oral and written English
  • Good command on AutoCAD/SketchUp.
  • Pakistan nationality

Desirable:

  • Experience with working with implementing partners
  • Direct experience in the geographical area of intervention of save the children
