The Program Officer will undertake substantive duties and responsibilities that are focused on developing and implementing programs, projects, and activities in the Capacity Development area. The Program Officer will work as part of the team, developing and implementing a range of programmatic activities under the relevant portfolio. S/he will also represent DOPASI in technical discussions and thematic meetings of relevance to the portfolio. Specific responsibilities include, but are not limited to:

Job Description:

  • Understanding organizational goals and objectives and creating programs that adhere to these guidelines
  • Implementing programs and projects to help organizations meet goals and objectives
  • Apply project management knowledge regarding development, staffing, budgeting, and scheduling
  • Researching grant proposals and funding opportunities
  • Stimulate strategic thinking in the subject area and tap into opportunities.
  • Organize strategically important policy dialogues, workshops, or seminars.
  • Contribute as a resource person and prepare policy papers or products;  
  • Identification of strategic and innovative program areas of cooperation.
  • Accordingly, prepare program strategic frameworks;     
  • Document best practices, covering concepts, strategies, and implementation approaches and support the management in streaming program policies and practices; 
  • Effective Assurance and Oversight of Project Implementation
  • Lead the preparation and implementation of the annual results-based work plans and result frameworks as endorsed by the management;     
  • Prepare monthly and quarterly progress reports and organize, correspondingly, monthly and quarterly progress reviews;     
  • Ensure regular monitoring of progress, preparation of progress reports, and organization of regular evaluations and reviews;
  • Use Results Based Management (RBM) /M&E techniques, methods, and their applications.
  • Effective application of RBM tools, the establishment of management targets (BSC), and monitoring achievement of results;

Qualification 

  • A minimum bachelor's degree in social sciences, Business or Public Administration, or Economics is desirable 

Experience

  • At least 4 years of relevant experience in providing management advisory services, hands-on experience in the design, monitoring, and evaluation of development projects;    
  • Well-developed analytical and writing/presentation skills.
  • Demonstrate good knowledge and skills in Information Technology, in order to support the development and maintenance of the database system of the project
  • Desirable to have specialized formal training on IT systems, databases, business software (Microsoft Office and Outlook), and/or web-based applications
  • Team player, able to work respectfully and cooperatively with colleagues of different national and cultural backgrounds.
  • Experience in the usage of computers and office software packages (MS Word, Excel, PowerPoint, etc.) and advanced knowledge of spreadsheet and database packages
  • Demonstrated personal commitment to peace, tolerance, and development
