In Pakistan, CARE started its operations in 2005 and since then has supported the Government of Pakistan’s efforts to reduce poverty and suffering of the people affected by disasters. CARE’s programs focus on helping Pakistan achieve its Sustainable Development Goals especially in the areas of Health, Education, Women’s Economic Empowerment and Emergency Preparedness and Response (EPR). Since starting operations in Pakistan, CARE has responded with life-saving support to a series of large-scale disasters. Through emergency programs, CARE International in Pakistan (CIP) has provided relief, recovery and rehabilitation support to millions of Pakistanis affected by disastrous floods, earthquakes and displacement. CIP works through its local partners and a range of stakeholders for development, as well as emergency response related interventions, which makes collaboration a key component of its work, across the country. We are a nationally inclusive organization that strives to support the most vulnerable communities all over Pakistan, with particular attention to women and girls and youth.     

I.                    Job Summary:  

The purpose of this position is to ensure that CIP and local personnel are working within an environment consistent with CARE International’s safety and security standards. This encompasses the training of staff in security awareness, development of security plans, and of mainstreaming the individual and collective sense of security and safety awareness and responsibility in concert with CARE's Gender policies. It also consists of advising the Country Director on security challenges, developing risk assessments, and proposing risk reduction measures in addition to developing, maintaining, updating, and implementing when necessary, security protocols and operating procedures according to the changing situation.

The position will advise CARE International in Pakistan on how to safely work within their program environments, reduce operational risks faced by staff, develop the risk management capacity of CIP and its Partner organizations, and prepare a robust contingency plan for the incident and crisis response. This will be achieved by maintaining a pragmatic security posture that enables and supports CARE’s vision and mission in Pakistan whilst fostering an inclusive safety and security culture amongst staff.

This post reports directly to the Country Director. The post will also have matrix reporting into the Asia Regional S&S team. The incumbent will be expected to grow and maintain strong network links with key peer collaboration groups and individuals including counterparts across Pakistan. S/he will demonstrate a high level of socio-cultural, political and economic understanding of the context where CARE works.  S/he will also develop a solid working knowledge of CARE's programs and have a strong understanding of humanitarian programming approaches.

II.                  RESPONSIBILITIES AND TASKS:

Job Responsibility #1: Management and Leadership of Safety and Security function of CIP

% of time: 40%

  • The CO SSM will manage the country’s Security Management Plan, using the CARE International template and standards, and must ensure that all CARE facilities are included in the plan and the plan is kept current to any changes.
  • Lead the review and revision process for security planning and contingencies, involving all staff to ensure understanding, buy-in and compliance.
  • Oversee the selection of all safety focal points, and guard services and ensure that adequate training is provided to any new security-specific staff;
  • Oversee the development and implementation of quarterly, monthly and weekly work plans for the Safety and Security unit in order to ensure that key strategic and operational objectives are met in order to provide for the safety and security of all CIP staff;
  • Ensure that all risk assessments for CIP operational locations (including hotels) and CIP projects are completed and adequately communicated to relevant CIP staff;
  • Ensure that the CIP Senior Management is kept informed and updated on the security budget and that the cost of Safety and security is adequately reflected in all financial business processes;
  • Regularly coordinate with Partner Organization senior management or Partner Organization Security focal points to ensure that Safety and Security protocols continue to be developed for CIP’s Partner organizations;
  • Ensure that the Safety and Security unit submits timely, accurate and relevant alerts and advisories to CIP staff via voice, email, SMS or specific briefings when it is assessed there are elevated threats to CIP staff or operations;

Job Responsibility #2: Implement and maintain CARE Security Protocols.  - % of Time:  15%

  • Using CARE Key Performance Indicators and other tools, monitor that CARE SS protocols and operating procedures are in place, are up to date and are being used. Advise CO SS staff and RSM of any gaps.
  • Monitor that effective communications and equipment are properly used and are following international protocols
  • Monitor that SS protocols are followed and respected by all staff members especially with regard to travel, medical and personal safety.
  • Report any non-compliance or deviation to CO SS staff, CD, and the RSM.
  • Ensure that policies and procedures are understood and respected at all times and are implemented in relation to project activities.
  • Ensure that CARE's Gender policies including the Gender in Security guidelines are foremost in the implementation of CARE security procedures and protocols.
  • Support HR in implementation of PHSEA policies and especially where staff safety and security is concerned.
  • Safety and Security is everyone’s responsibility within CI through full compliance and accountability (as per Principle –ii of the CARE International Safety & Security Principles).

Job Responsibility #3: Act in a Crisis: - % of Time:  10%

  • Provide guidance to CO SS staff in updating information on SS situation to the CD and RSM and monitor closely any potential risk to the staff or assets of CARE.
  • Assist in emergency evacuation in any of the CARE offices if in potential danger.
  • Advise CO SS staff and CDs on appropriate action during a critical incident.
  • Assist in investigation of SS incidents where any CARE member may be involved.
  • Support the SMT/CMT and advise them of possible actions or options in a time of crisis or emergency.
  • Coordinate information through the relevant reporting lines during serious security incidents.
  • Assist with emergency medical evacuations within the country office and in coordination with the regional security manager.
  • Ensure that information flows from the CO IMT/CMT up to the regional office and the Corporate CMT

Job Responsibility #4: Advise and Report:  - % of Time:  10%

  • Advise CO SS staff on situational report and assessment formats and procedures.
  • Communicate SS-related information updates and/or alerts to CO SS staff.
  • Monitor the Travel Restrictions on CI Safety and Security Portal and make updates in consultation with COs if expired or if there are any significant events.
  • Brief the Country Director and other senior staff on security developments within the area of operations.
  • Work collectively with the SSO, prepare and present security reports for the CO on a regular and ongoing basis including appropriate information for managers and coordinators to assist in the decision-making processes.
  • Prepare reports for the RSM and CSU as requested by them such as the Monthly Security Report, FLASH messages, SitReps, Updates, etc.
  • Attended weekly ad monthly meetings and calls when required with the Asia Regional S&S team

Job Responsibility #5: Training, Mentoring and Capacity Building: - % of Time:  10%

  • Provide and participate in safety and security training for the CO which may include – security awareness, First Aid (TMAT), crisis management, SSFP orientation and any other training that might be required. 
  • Provide inputs to safety and security awareness, critical incident, crisis management and other related training for staff that has been developed by CARE.
  • Build capacity through training and mentorship of national staff and assist and provide guidance to the Security Officer and the security focal point.
  • Develop the capacity of SSO through formal training and mentorship

Job Responsibility #6: Networking and Coordination: - % of Time:  10%

  • Help the CO in developing a network of relationships with peers in the humanitarian community (including UN, NGO, NGO forum and ICRC) and actively seek opportunities for formal and informal cooperation.
  • Attend all agency safety and security briefings and other fora.
  • Network with other security officers and organizations to obtain information that can be used and analyzed to better understand the security environment and through this develop standard operating procedures relevant to the security setting in which programs are being implemented.

Perform other duties as assigned - % of Time:  5%

  • The duties and responsibilities described above are subject to change, depending on the CO needs and change in situation due to emergency. Therefore, this post maybe required to perform any other assignment related to support to CO SS staff
  • Safety and Security is everyone’s responsibility within CI through full compliance and accountability (as per Principle of the CARE International Safety & Security Principles).

III.                    Problem Solving 

There are three levels of problem-solving:  1) What has to be done and how to do it are clearly defined, and the incumbent will face identical or similar problems on a regular basis; 2) What has to be done is known, but how to do it is not defined.  The incumbent must use interpolative skills to pick and choose the right strategy to address a given problem; and 3) Why things are done is known, but what has to be done and how to do it are not defined.  Situations are variable and the incumbent’s response will involve analysis, problem definition, development of alternatives, and making recommendations.  He or she will face and address problems that are typically non-recurring.

Level 1 - most security situations are known and the SSM will have to determine through analysis and planning how best to respond in accordance with CSU security procedures and best practices.

IV.                    Qualification 

a) Education/Training

Education:

Required: Bachelor's degree preferably in the fields of security management, international relations, law or a comparable field or significant work experience and training as a professional security manager.

Desired: Master's Degree in a field related to humanitarian work or security risk management is desirable.

Specialist technical training in safety and security such as NGO, private sector security, public safety, military or police training at the supervisory level;

b) Experience:

Required -

  • 5-8years of experience in international organizations in developing and managing security strategies and plans for their operations.
  • Coordination, supervisory and organizational skills in high-risk countries.
  • 3 years’ experience working/living in developing countries.

Desired -

  • Experience of the CARE USA safety and security risk management system at management level.
  • Excellent references reflecting demonstrated teamwork, maturity of judgment, tolerance for hardship and stress, leadership and integrity of character.

c) Technical Skills

Required:

  • Strong assessment, evaluation, analysis and strategic planning skills.
  • High level of experience in developing security related technical tools guidelines and systems.
  • Excellent oral and written communication skills.
  • Demonstrated ability to manage under stressful conditions

Desired:

  • Experience as a security trainer
  • Experience of delivering improvements of Safety and security systems in a specific context

V.                    Duty Station 

The position will be based in Islamabad with 70% field travel, as and when needed.
