Context:

Terre des hommes Foundation Lausanne (Tdh) is an International NGO registered in Pakistan. It has been active in KP province of the country and is interested to extend activities to other regions as well. Projects addressed and will address among others Emergency Aid, Child Protection (CP). Tdh has been working with own funds and is actively seeking the support of international donors to increase scope and volume of its activities in the country.

Job description:

In his/her capacity as representative Tdh, the Program Manager will be responsible for planning and implementing Tdh program activities in Pakistan. This includes project identification, research and project planning, as well as the identification and liaison with partners and donors in the country. Establishing of partnerships with other stakeholders will form a central part of the job.

For future projects, the Program Manager will be responsible to monitor and supervise the implementation of the project(s). In case of own implementation, the Program Manager reports to the Country Representative, in case of implementation through partners, the MOU with the partner describes the relationship and reporting lines. S/he works closely with the Pakistan Office’s Finance and Admin. Manager (FAM), and reports to and closely coordinates with the Country Representative (CR) both remotely and in person.

General conditions:

The Program Manager will be based in Islamabad office, with regular visits in the (actual and potential) project areas are part of the job.

Working hours are Monday to Friday, 09 am until 05 pm.

S/he is expected to:

  • Based on country strategy , designs and carries out a  mapping of potential implementation partners within the Pakistani NGO community.
  • In collaboration with business development department colleages at Regional and HQ level, designs and carries out a donor mapping in Pakistan as per Tdh’s donors.
  • Contributes to the establishment and review frequently of a country strategy for Tdh Pakistan office, and ensure compliance of projects activities per the strategy.
  • Liaises with partners and donors on behalf of the CR; represents Tdh in NGO coordination meetings.
  • Coordinates and participates in project identification, proposal writing and project implementation, cf. to separate work plan.
  • Follow up closely on project’s progress per plan, conduct frequent review based on data collection and analysis.
  •  In close cooperation with the FAM liaises with the Pakistani authorities with regards to program issues i.e. MOUs, NOCs and reporting
  • Is responsible for the implementation of policies on security, child protection and fraud prevention (see Tdh policy documents).
  • In the absence of the Country Directory, acts as a focal person for external relations with stakeolders.
  • Lead and contribute to proposal development as per assignment from manager and HQ. In addition to provide technical revisions and inputs , both technical and operations.

 

Main responsibilities :

1.    Programme planning and implementation

  • Is responsible for the revision of projects activities implementation.
  • Supervises the teams member by assigning them activities according to the  priority and support them in order to reach to project objectives.
  • Ensures that action is taken to mitigate priority project related risks.
  • Ensures the project is reaching the indicators.
  • Ensures implementation of the activities in line with relevant national/international standards, codes of conduct, and humanitarian principles.
  • Ensures good relationships with the beneficiaries, authorities and governmental partners during the implementation of activities.
  • Takes account of gender, protection, environment, and other important cross cutting concerns in programme design, implementation, and reporting; carry out activities in a way that reflects the needs of specific groups and individuals e.g. elderly people, children, and people with disabilities.
  • Trains his/her team in the technical and methodological aspects.
  • Adapty the Tdh tools and capitalise on experiences by sharing the tools developed in the field with the line manager.
  • Compile all the essential technical documents for the projects on a digital medium to be shared with line manager.
  • Assists the project manager(s) on design to new activities and projects.

2.    Resource management

  • Uses programme resources effectively and with care.
  • Facilitates to mobilize local resources and does maximum use of them.
  • Is responsible for his/her own continuing training to develop his/her skills.

3.    Personal and Team management

  • Communicates and collaborates in accordance with the communication contract.
  • Communicates with the delegation, zones and beneficiaries and keep them informed.
  • Participates in the management of the programme's activities, according to the strategies for reaching the objectives.
  • Develops common priority actions leading to solutions to the identified problems.
  • Identifies the problems associated with the delivery of the programme and inform the DPM (HR, logistics, beneficiaries).
  • Attends and takes part in the meetings necessary for passing on information for the smooth running of activities.
  • Helps his/her line manager in setting up the activities schedule every week.
  • Provides professional guidance for community workers.

4.    Networking / external coordination

  • Maintains liaison with the local government officials, other I/NGO’s and community based organization’s (CBO) at the community level to ensure their cooperation and coordination for effective implementation of the programme in the areas.
  • Always keeps in close contact with respective local government department to ensure their active participation for effective implementation of the programme activities as well as proper use of resources.
  • Represents Tdh on local and national exercises
  • In general, makes sure that a positive and professional image of Tdh is conveyed. In particular, ensure that Tdh’s mandate, thematic policies, ethics, values and views are followed in relation to third parties.

Required competencies:

  • Education : Bachelor Degree or higher in Social Sciences, Business Development, International Relations or any relavent field of education.
  • Experience: at least 5 years in a similar position
  • English : professional level both speaking and writing.
  • Exceptional skills in leadership, time management, facilitation, and organization
  • Experience in managing stakeholders
