The Senior Finance Manager will provide oversight & management Support for Sound Financial Management of Jhpiego Projects. This Position will ensure that financial systems are compatible with standard accounting practices and USAID, Jhpiego and John Hopkins University rules and regulation.  This Position is Responsible for the dealing with Government Regulatory bodies, implementation of good internal controls, risk management, and utilization and safe guarding of assets according to Jhpiego approved policies and procedures.

Roles and Responsibilities:

  • Develop and implement program financial policies, guidelines and procedures and ensure their compliance with Jhpiego, JHU and donors (Specifically USAID) rules and regulations
  • Review of all financial transactions to ensure all required documentations are available and the transactions are in compliance with Jhpiego and Donors policies and procedures
  • Manage QuickBooks accounting system
  • Review monthly financial reporting (QuickBooks) files and bank reconciliations and ensure its timely submission to Jhpiego head office in Baltimore
  • Identify requirements for and develop reporting formats to aid in the management of country operations and assist the Program Manager in their management, planning and decision making
  • Provide the Country Director, and project leads with analysis and reports on obligations and expenditures of the program budget, including sub-agreement budgets with partnering agencies and sub-grantees, monitor expenses versus budgets
  • Review of the audit reports and Assist in devising strategy to take corrective actions to address the issues/weaknesses highlighted by the auditors to ensure that finance related audit recommendations are implemented timely at all levels
  • With the guidance from Country Director and in coordination with the in-country program staff, develop and monitor annual workplan budget
  • Assists in preparing and reviews financial reports to USAID
  • Serve as a resource person for non-finance staff USAID and Jhpiego rules and regulations
  • Assist and support to country program, logistics and administrative staff for skills improvement in the areas of accounting, reporting and internal control
  • Design, implements, and monitors systems, procedures and reporting necessary to maintain accurate forecasts of cash
  • Travelling to field offices for supervision, monitoring and ensuring compliance as appropriate.
  • Coordinate with Statutory & Projects auditors in execution & Finalization of Audit
  • Liaison with Tax Consultant for timely submission of Information to FBR in respect of various on-going tax matters.
  • Provide guidance, monitoring and support to project teams, including procurement for goods and services, logistical support for local and international travel (including expense reports) for staff and consultants, contracts development and management and maintenance of office inventory.
  • Oversee overall financial system implementation including controls and standards.  Review and maintain strong system of internal controls to ensure accurate financial reporting.  Monitor and adapt in-country financial system to optimize financial transaction processing and required financial reporting.
  • Supervise a finance team on financial/accounting aspects of their work. 
  • Develop and submit monthly financial reports to Baltimore office.
  • Monitor burn rates and expenses for all programs in collaboration with Jhpiego Baltimore staff. Responsible for verifying all in-country expenditures and developing projections and other financial reports for management decision making. 
  • Manage all sub-grants, ensuring compliance with Jhpiego policies and procedures and reporting of sub-awardees, and building their capacity as needed.
  • Support assessment and capacity building strategies for local sub partners/groups in the areas of finance and operations for the Fixed Award Amount deliverables
  • In accordance with Pakistan DOA, review financial commitments of all in-country Jhpiego-issued contracts, leases and MOUs.  Reviews and provides finance feedback on award documents, modification and other binding documents issued by others to Jhpiego.
  • Oversee project’s day-to-day cash needs, petty cash payments, procurement, salaries, contracts, sub-grants, district offices start-up, IT systems, consultant payments for the country program.
  • Review/process invoices and policies and procedures not part of cash management.
  • Works with the Senior Management Team, and the Country Director to ensure compliance with local laws and requirements especially related to payroll and income tax, VAT, with various statutory bodies.
  • Provide guidance to all project teams regarding the financial requirements of the project in compliance with the donor, Johns Hopkins University, and Jhpiego procedures and policies.
  • Ensure appropriate and adequate vendor management practices by conforming to and applying the guidance provided as per the Jhpiego Procurement Manual and Finance and Operations Manual
  • Review monthly payroll reports to ensure accuracy, completeness and validity of staff Level of Effort, Gross Salaries and Deductions.
  • Ensure appropriate development, monitoring, and review of all project budgets; review monthly financial analysis and budget vs. expense reports to determine reasonableness of variances and take appropriate actions, as required.

Required Qualifications, Experience and Skills:

  • Possess at least Masters level degree related to finance and administration preferably ACCA Qualification, MBA, CA Inter/Finalist
  • Minimum 10-15 years’ experience in financial management positions with Multinational Entities Preferably Prior working with INGOs
  • Proficiency in MS Office, especially Excel
  • Proficiency in QuickBooks 2009
  • Understanding of USAID and Government of Pakistan regulations, Taxation and other relevant laws
  • Familiarity with NGO and USAID -supported projects
  • Experience in staff supervision
  • Excellent communication skills including fluency in spoken and written English
  • Ability to handle a variety of assignments under pressure of deadlines
  • Willingness to travel to Field
  • Must be cooperative, hardworking, flexible & dependable
  • Covid vaccination certificate would be desirable as per government protocols.
