About the Programme

Antimicrobial resistance (AMR) is an emerging global public health concern that puts the gains of the Millennium Development Goals at risk and endangers efforts to achieve the 2030 Sustainable Development Goals (SDG). To address the global AMR issue, WHO developed a Global Action Plan on AMR (AMR GAP), which has been endorsed by the World Health Assembly WHA68.7 in 2015.

The Fleming Fund was established by the UK Government in response to the UK AMR Review published in 2016. It is a UK aid programme supporting up to 25 countries across Africa and Asia to tackle antimicrobial resistance. The Fund is managed by the Department of Health and Social Care (DHSC) and invests in strengthening surveillance systems through a portfolio of country and regional grants, global projects, and fellowship schemes. Mott MacDonald is the commercially appointed Management Agent for the Fleming Fund Country and Regional Grants.

DAI’s Fleming Fund Grant in Pakistan (£5.8m) is implemented by a DAI-led consortium. In collaboration with the Pakistani government, it aims to strengthen systems using a “One Health” approach—a multisectoral approach to complex health problems that reach across human health, animal health, and environment sectors. As global leaders in One Health, the DAI team helps incorporate One Health across programme interventions. DAI is helping Pakistan become a leader in combating antimicrobial resistance, and a model for better management of antimicrobials in human and animal populations.

The Role

The Fleming Fund Country Grant (FFCG) is looking for a Team Leader to manage and oversee delivery and performance of the FFCG. The Team Leader will provide technical leadership and field management of the project and will oversee long term local staff and short-term international experts in achieving project results. S/he will develop collaborative relationships with a range of stakeholders including government officials, Fleming Fund representatives and relevant non-governmental stakeholders and will ensure that project outputs will be met as per timeline and within budget.  

Key responsibilities

Programme Management

  • Hold overall accountability and responsibility for the technical and operational delivery of FFCG programme as per the Head Contract Terms of Reference (ToRs).
  • Provide technical direction to the programme, including formulation of programme’s strategy and vision.
  • Manage programme’s implementation plan, working closely with national leaders, human and animal laboratories, human and animal health representatives of the National Government and private sector partners.
  • Ensure programme activities are on target for achievement - identify and act upon remedial action as and when needed in a timely manner.
  • Oversee identification and use of technical expertise on the project, optimise use of expertise across the project teams.
  • Quality assure requests for short-term technical assistance (STTA) and ensure all deliverables produced through STTA missions are in line with DAI and client quality standards.
  • Manage subcontractors’/partners’ performance to ensure quality and timeliness of delivery and results at project level.

Stakeholder Management and Coordination

  • Act as principal liaison with the client – ensuring they are appraised of project progress, issues and risks are identified early enough and escalated.
  • Manage client and beneficiary expectations from the outset, including defining and agreeing key success criteria for all project deliverables.
  • Build relationships with relevant Government Ministries and other key actors in the private sector, multilateral and development sectors.
  • Oversee high level AMR symposium for policy makers.
  • Support the establishment and capacity building of a multisectoral AMR coordinator mechanism.

Financial and Operational Management

  • Effectively manage the project budget, ensuring efficient use of resources, and managing expenditure in line with the agreed budget.
  • Oversee and ensure project financial practices are in compliance with DAI and the client contractual rules and regulations.
  • Review and sign off programme forecasts for expenses and activities on a monthly basis ensuring that forecasting variance is minimal (within 5%). 
  • Working with the Project Director, oversee the programme Schedule of Authorities (PSOA), ensuring compliance for PSOA across the project teams.
  • With assistance from the Finance and Operations Director, oversee and monitor overall programme profitability and programme non-billable costs.

Reporting

  • Maintain regular communications with DAI Home Office - escalating issues in an appropriate and timely way.
  • Ensure timely and quality delivery of all contractual deliverables as detailed in FFCG ToR and annual workplans as agreed with the client.
  • Lead and oversee all programme reporting, including internal reporting, and reporting to the client.

Team Management

  • Lead the FFCG team to ensure clear roles and responsibilities, understanding of the workplan, objectives, priorities and deliverables.
  • Oversee team performance, ensuring that appropriate HR practises, including performance management system, are in place and being followed.
  • Overall responsible for the management and supervision of all named STTA although may delegate some of this line management if required during implementation.
  • Reflecting the DAI values, foster a positive and encouraging team atmosphere, a culture of integrity and excellence across DAI staff and partners.
  • Accountable for ensuring all team members complete security, ethics and any other mandatory trainings annually.

Reporting - The Team Leader will report to the UK based Project Director.

Key qualifications and skills

  • At least 12 years of professional experience in management leadership roles on donor funded development programmes, with proven expertise in leading teams to deliver results.
  • Master’s Degree in public health, epidemiology, microbiology, veterinary medicine, or another relevant public health field.
  • Experience in the following areas: health systems strengthening, diagnostics, surveillance, evidence-informed decision-making, One Health.
  • Health security experience is preferred.
  • Experience managing large and complex programmes funded by UKaid (preferred) and/or other institutional donors with budgets over £5m.
  • Track record in building and maintaining strong relationships with government and other key stakeholders in the health sector, at the national and provincial levels.
  • Decision-making ability and judgment based on significant technical and management experience.
  • Experience of writing reports for corporations, donor agencies, the media, and other audiences.
  • Demonstrated capacity to manage financial resources effectively and transparently to achieve maximum impact and value for money.
  • Understanding of the cross-cutting approaches (e.g. GESI, PEA, conflict sensitivity, VfM, M&E etc.) and integration to development programming.
  • Analytical skills to guide programme activities in different context specific scenarios. 
  • Demonstrated ability in responding to Home Office and client request in a proactive and professional manner.
  • Effective interpersonal communications and professional integrity.
  • Fluent in English.
