Position Summary:

The position is overall responsible to manage HA’s strategic programmes in one of its key geo locations in Sindh Province i.e. Tharparkar, Dadu, Qambar Shahdadkot etc. The position will be responsible to efficiently and effectively manage the programme development, timely execution, & strategic expansion of the HA’s key programme portfolio in the Province. The position also requires extensive networking, coordination & partnership developments with the donors, governments & potential partners/alliances. The position will also be responsible for the administrative management of the field office and will serve as a base manager.

Job Description:

Objective 1: Field level Strategic Leadership & Programme Management for HA’s Key Programmes including Humanitarian, WASH, FSL, Orphan Sponsorship, Education & Health programmes in Sindh

  •  Establish and maintain systems for programmes operations in accordance with HA policies and procedures to lead the implementation of the programmes strategy in line with Human Appeal’s vision, mission and core values
  • Represent and safeguard the image, reputation and interests of HA at office, field and community perspective
  • Attend Cluster meetings and other important forums via engagement with UN, INGOs, CSOs and government line ministries on developing and ensuring adherence to minimum humanitarian standards in the implementation of projects and to reflect the HA’s achievements at broader level
  • Plan, Design and implement staff capacity development and relevant trainings/ on-job technical assistance to provide guidance to programmes staff on all issues related to programmes implementation.
  • Lead and Implement Day-to-day and on the ground management of the programme requirements including administration, logistics, human resource management and staff security.

Objective 2: Field Office Administrative & Operational Management

  • Provide field staff with a decent & secure working environment while ensuring effective operations, logistics & office management support
  • Ensure fleet management through effective field deployment plans
  • Ensure safety & security arrangements for office, staff & organizational assets
  • Ensure logistic support for donor/HQ visits, developing effective travel itineraries
  • Facilitate vendors’ performance management in coordination with technical field teams

Objective 3: Proposal writing, Donor Reporting and Strategic Networking

  • Contribute and lead programmes development efforts by working with programme team to draft proposals to respond to those opportunities
  • Identify potential funding & partnership opportunities related to HA’s key thematic priorities
  • Identify, establish & strengthen partnerships with the potential consortium members & technical government departments
  • Draft & submit timely project/progress reports as required & ensure contribution to monthly/quarterly reports
  • Contribute to newsletters, annual reports and other general program related reportages
  • Represent HA in all appropriate coordination meetings and sectors working groups
  • Develop and maintain regional links with sector specialist networks and groups in order to inform best practice, learning and collaborative opportunities for the country programme

Note: Additional responsibilities can be assigned as per the need & with the time

Accountabilities:

  • Strictly adhere to HA’s Code of Conduct, Policies & Procedures
  • Adherance to protection, safeguarding, PESA and GBV policies
  • Ensure effective & transparent documentation & financial management.
  • Strictly adhere & follow financial/procurement SOPs/guidelines from CO

Job Requirements:

Qualification:

  • University degree in Social Sciences or Business Management required. Master degree or equivalent will be prefered

Work Experience:

  • Minimum of 8-10 years of INGO experience with at least 5 years of successful project management and district/provincial/regional lead experience in the humanitarian field.
  • Project Management experience is highly desirable
  • Experience working with host government, UN bodies, Donors, INGOs and NGOs
  • Demonstracted experience in networking, coordination & partnership developments with the donors, governments & potential partners/alliances.

  • Ability to self-manage on a technical level and to take the initiative in routine operations  
  • Examplary coordination skills
  • Excellent interpersonal, communications and representative skills (written, oral, cross-cultural)
  • Strong on donor relations in emergency/humanitarian context
  • Adaptability and ability to re-priorities according to the changing context
  • Ability to maintain the highest level of confidentiality in relation to work, privacy and data.
  • Excellent communication skills in written and verbal English as well as the local languages
