CHILD SAFEGUARDING:

ROLE PURPOSE:

The Program Manager Emergency CP&CRG Program is primarily responsible for implementation and management of CP programs for the Floods 2022 Emergency Response. Working closely with the country office Advisor CP&CRG and partner NGOs, the program manager Emergency CP&CRG Program will fulfil program obligations under direct implementation and will ensure high quality standards in the technicality and quality delivery of the CP programs. S/He will be responsible for capacity building of CP staff, partners’ teams and frontline workers as required, program monitoring, supervision, report writing, and overall team leadership ensuring that project meets stated goals and reporting requirements. S/He is expected to represent the organization at the Child Protection working group/s, Ministry’s meetings and support program development, fundraising, recruitment and procurement related to Child Protection programs to ensure quality and impact of the interventions implemented.

The role will eventually identify appropriate exit points for the programme and/or transition of responsibilities to the longer-term partnerships. The post will also ensure that Save the Children proactively captures both the outcomes and the learning from the programme.

KEY AREAS OF ACCOUNTABILITY:

 

Programme Management

  • Responsible for the overall Management, budget and leadership of emergency CP&CRG programs across the three provinces (KP, Sindh, Baluchistan), ensuring the program meets objectives on time and on budget.
  • Work closely with Advisor CP&CRG and other programs and operations department, to ensure all procedures, codes of conduct and policies are followed and upheld and ensure compliance in all facets of technical aspect of program implementation.
  • Ensure the CP&CRG programme and projects utilize standardized protocols, policies and guidelines according to the national standards or in the absence of such ensure that programs utilize internationally recognized standards.
  • Ensure appropriate management systems are in place regarding all SC supported activities including but not limited to monitoring, security and health and safety, HR, and accountability.
  • Conduct regular monitoring and support visits to the field sites, working closely with implementing partners to ensure the on-going relevance of programme direction and support. 
  • Take responsibility for the effective management of the programme budget ensuring accurate forecasting, reporting, and ensuring spending targets are met.
  • Contribute to the documentation and communication of learning within the organization and seek, where possible, to share that learning with key stakeholders.

 

Programme Implementation CP&CRG.

 

  • Manage CP&CRG teams and partners to deliver quality programs as per agreed budget and timeline.
  • Ensure MEAL system is in-place in all projects with specific focus on evidence generation and learning and incorporated in new programming.
  • Ensure review and reflection of the programs with respective CP&CRG Partner organizations
  • Conduct regular programmatic reviews with partners for learning and evidence generation.
  • Develop budgets for new programs and responsible for budget holding of all the CP&CRG grants
  • Represent SC at civil society, government and CP&CRG forums and be part of the sustainable changes for children
  • Ensure submission of quality submission of periodical and final donor reports
  • Technical support to the team for development and implementation of advocacy and communication plans of live grants

Technical support and quality assurance of CP & CRG Programme

  • Facilitate thematic teams to incorporate CP&CRG into programming and ensure child participation in programme cycle
  • Define multi-stakeholder strategy and work with Child Right’s and Advocacy team at the local, district, provincial and national level.
  • Design and contribute towards research into the lives of children and their communities, and the policies and practices on CP&CRG.
  • Facilitate government stakeholders to deliver child rights as enshrined in UNCRC
  • Jointly with Advisor CP&CRG, lead development/adoption of technical guidelines/protocols for planned CP interventions.  
  • Support the field CP coordinators in capacity building trainings and developing and contextualize protocols, SoPs, ToRs for CP monitoring, case management and referral services. 
  • Jointly with MEAL Team set quality standards for CP and ensure implementation.
  • Establish and keep functioning CP quality monitoring system; develop/adopt checklist, technical supervision visits, and feedback mechanisms.   
  • Ensure supplies of technical guidelines/protocols/tools in all safe spaces.
  • Provide technical backstopping to teams and partners for quality implementation of programs
  • Ensure that technical guidelines are fully adhered on the design and quality implementation of CP&CRG Programme.

Capacity building:

  • Jointly with Advisor CP&CRG develop and implement capacity building plan for SC staff, implementing partners and relevant stakeholders
  • Build the capacity of partners and CP / CRG teams for the programme implementation
  • Facilitate/co-facilitate training as needed.
  • Establish a system of post training follow-up and on-the-job support mechanism
  • Ensuring on the job training and mentoring of the field staff

Coordination and Representation:

  • Liaise with national, provincial & district level child protection authorities for ensuring good working relationship and timely facilitation of the CP referral services as required.
  • Represent in Sector level coordination and technical working groups
  • Advocate on key and sensitive CP concerns in key events and coordination structures
  • Collect information needed to support SC’s advocacy strategy
  • Maintain strong liaison with country office SMT, Advisor CP&CRG, SC members, the PQEI team, advocacy colleagues, Asia Regional CP Advisor, technical counterparts in other organisation, donors etc.

Monitoring, reporting and documentation:

  • Undertake regular field visits to review field findings and action plan development.
  • In collaboration with the other sector leads and MEAL department, oversee the implementation, reporting and monitoring of program activities according to international and SCI standards, ensuring that programs objectives, indicators and outcomes are met in a timely manner and with quality.
  • Ensure monthly updates to Advisor CP&CRG and SMT on progress and challenges
  • Prepare and submit reports as required; training reports, situational analysis reports as well as assist MEAL and Comms teams in developing Donor reports.
  • Document lessons learned, best practices, disseminate progress and achievements to concerned stakeholders at provincial and district level.

General:

  • Participate in meetings, trainings, seminars and workshops as required by the program and organization and represent SCI as required on different forums
  • Carry out any other tasks assigned by the Supervisor

QUALIFICATIONS 

  • Master’s degree in social sciences or related discipline  

EXPERIENCE AND SKILLS

Essential

  • 5 - 7 years of experience of developing and managing CP&CRG and capacity building programs.
  • Previous experience of working in role with relevant forums for national / provincial and district level or NGO in a humanitarian emergency context
  • Ability to provide leadership in developing/improving programmes in resource poor settings
  • Awareness and knowledge of child protection issues in general and their relevance to the humanitarian emergency and post-conflict recovery setting.
  • Proven success in building and managing a team and dedication to developing staff capacity through training, supervising, coaching, and mentoring.
  • Skilled at communicating and influencing across relevant teams and offices.
  • Experience of solving complex issues through analysis, defining and planning a clear way forward and ensuring buy-in.
  • Ability to present complex information in a clear and concise manner.
  • Ability and willingness to be flexible and accommodating in difficult and sometimes insecure contexts, including flexibility to work with incoming emergency response teams.
  • Proficiency in relevant data collection and analysis.
  • Willingness to travel to field sites.
  • Proficient in speaking and written English.

Desirable

  • Good understanding of child rights issues in a development and humanitarian context of Pakistan.
  • Experience of promoting quality and impact through at least one crosscutting area: gender equality and social inclusion, adaptive and safer programming; child rights; disability; migration and displacement.
  • Experience and knowledge of Save the Children’s structure, mandate and child focus.
