JOB DESCRIPTION

Job Title:                       Program Officer (M&E) – RAPID

Reporting To:               Monitoring &Evaluation Specialist

Job Summary

The M&E officer will be responsible for backstopping  implementation/field roll out of monitoring, evaluation and research strategies in collaboration with the program team, harnessing the sub-grantees’ capacities to meet their M&E plan commitments at all phases of RF’s funded projects efficiently. His/her role will broadly cover  supporting; capacity building, field monitoring/support, damage/need assessments, project end verifications, focal point for equality inclusion (gender, age & disability and marginalized group’s) collecting progress reporting inputs and maintaining required records/files.   

Duties and responsibilities:

1.      Support  in program emergency response preparedness, planning and implementation mechanisms.

2.      Support M&E Specialist in further improving RF Program and sub-awards’ products or/and outputs monitoring.

3.      Program monitoring for implementation and strengthening of existing program monitoring mechanism. 

4.      Support  in sub-awards quality management strategy/plan design and its implementation. 

5.      Lead in design and strengthening of Program evaluation mechanisms.

6.      Support in capacity building of DMAs and NGOs.

7.      Support sub-grants applications’ reviews and finalization (when and where required)

8.      Any Other task assigned by line manager

Person Specification

  • Master degree in relevant subject (Research, Monitoring & Evaluation, Social Sciences)
  • Minimum 5 years’ experience in designing and implementing quantitative and qualitative research
  • Demonstrated data management and analysis experience
  • Experience in Monitoring, Evaluation and Research preferably with an international NGO
  • Familiarity with the following
  • Understanding of USAID Proposal Development Guidelines
  • In addition it’s incumbent’s responsibility to keep him/herself updated with donor guide lines and procedure by regular visit to OFDA/USAID website
