Organizational Context and Scope:-

Pakistan is currently going through a national emergency due to heavy monsoon rainfall which has caused widespread floods across the country. In particular, the damage in Sindh and Balochistan province is severe. IOM as the global Shelter and Non Food Item (NFI) cluster leads is currently implementing projects to provide support to displaced and vulnerable households with particular focus on Sindh and Balochistan.  

The successful candidate will be under the overall supervision of the Chief of Mission and Senior Program Coordinator HRRU and will work under the direct supervision of the National Project Officer and will work in close collaboration with relevant units at the IOM Country Office. The successful candidate will be responsible and accountable for managing the hub and pipeline established for distribution of Shelter and Non Food Item (NFI) kits to flood affected households. 

Responsibilities and Accountabilities:-

  1. Provide overall supervision and oversight in management of hub established in Hyderabad.
  2. Coordinate with IOM Country office, donors, and partners for receiving of goods and further storage in hub / warehouse.
  3. Coordinate with warehouse colleague for management of warehouse space, maintaining stock counts, review, and implement measures for improvement.
  4. Coordinate with IOM Country Office and implementing partners to implement loading and distribution plan of stocks to beneficiaries.
  5. Coordinate with finance colleague to review and maintain relevant admin and financial documents including way bills, gate passes, good receiving, receipts, etc.
  6. Coordinate with procurement and logistics focal point for transport, receiving, and dispatch of items to and from the hub / warehouse.  
  7. Maintain close coordination with local Government Officials including PDMA Sindh, other UN Agencies, and partners working in your area of responsibility. Provide technical guidance to implement all activities in line with all IOM tools, policies, and procedures.
  8. Support M&E colleagues in conducting Post Distribution Monitoring (PDM) of stocks handed over to beneficiaries.
  9. Coordinate and communicate with implementing partners in assigned region, provide advice to team to assist in the identification and selection of beneficiaries to ensure greater coverage as per IOM polices.

10. As needed identify other potential implementing partners and create opportunities with local authorities, clusters, etc. to further expand coverage.

11. Provide training / build the capacity of local staff, facilitate orientations as necessary and provide support to them in completion of their duties.  

12. Travel to all project sites in designated region (and as needed to other regions) and monitor implementing partners and households who have received IOM’s stocks. Ensure activities are being carried out in accordance with guidelines, provide feedback, and implement measures to make necessary improvements in hub management.

13. Follow up with implementing partners, collect data, check quality of data, and provide regular updates to IOM Country Office on stock count, loading status, and distribution status of the Shelter NFI stocks.

14. Develop work-plans and make recommendations in coordination with supervisors.

15. Develop and maintain internal control and compliance processes for hub / warehouse management. Periodically work to strengthen these controls.

16. Support fields team to mainstream gender, disability, protection, and other cross cutting issues.

17. Document and provide feedback to field teams to make changes or update Standard Operations Procedures (SOPs) and guidelines.

18. Perform any other duties as may be assigned by supervisor.

Required Qualifications and Experience:-

  • University degree in Social Sciences, Business Management, Supply Chain, or relevant field with professional experience of 3 years in relevant projects.
  • Or Bachelors degree in the above fields with 5 years of relevant professional experience.
  • Experience with international organizations is an advantage.
  • Minimum 3 years of relevant experience in Emergency / Disaster Preparedness, Response, and Recovery activities.
  • Experience in Emergency Response and Disaster Management, preferably in the applicable province.
  • Operational and extensive field experience in supply chain, hub management, warehouse management, implementation, and evaluation.
  • Experience in administrative and financial management.
  • Experience in management of supply chain of shelter and non-food item stocks including warehouse management, loading, and distribution.
  • Experience with procurement, logistics, and transport of shelter NFI stocks.
  • Training and experience in field of operations, preferably in natural disasters or post conflict situations.
  • Experience in liaising with governmental authorities and local communities, as well as national and international institutions preferably within the United Nations Common System and the International Humanitarian Field.

SKILLS:-

  • Excellent command of English and Urdu, both spoken and written are required.
  • Knowledge of Sindhi is preferred.
  • Familiarity with computer programs, including MS Office.
  • Proven ability to supervise, train, and direct staff and manage operations.
Languages:-

Fluency in English and Urdu (oral and written). Sindhi is desirable.
