Major Responsibilities

The incumbent will be responsible for oversight of field assessments and coordination, field implementation planning, program implementation in the field, partner management, and supervisory responsibility over the emergency response field team. S/he will ensure smooth, efficient, and effective implementation of emergency response project intervention at the field level. S/He will be responsible for technical backstopping for program thematic areas and other emergency interventions and providing guidance and support to the emergency program teams, capacity building of partner team, assessment of the rapidly changing needs in the flood-affected areas, planning and implementation of response, project documentation, and donor reporting and representation at field level. S/he will provide support LPP team in the field, ensure monitoring plans are in place, and conduct spot checks of both LPP and partners’.

Essential Job Functions

PROGRAM IMPLEMENTATION:

  • Lead and coordinate the overall Flood Emergency Response at the field level.
  • Provide leadership, technical support, capacity building and guidance to the emergency program teams and implementing partners at the field level.
  • Develop plans and ensure quality and timely field-level implementation of the project interventions according to donor guidelines.
  • Ensures feedback from the emergency-affected communities, documents it and shares it with the Manager Emergency Response.
  • Ensuring that all risks and incidents are reported, recorded and fully undertaken as necessary
  • Supervising and delegating daily duties to emergency response teams
  • Performing rescue operations, as necessary using appropriate rescue kits
  • Conducting training & awareness on emergency preparedness & response for employee vendors and other key stakeholders
    • Provide inputs and guidance on LPP’s inclusive and integrated response planning.
    • Support the LPP field team and partner team for need assessment for WASH, health, NFIs, cash, and other interventions.
    • Ensure that the Cash Grants and Goods related Standard Operating Procedures are available and followed at the field level.

REPRESENTATION AND COORDINATION

  • Engage with Implementing Partners for program implementation and capacity building.
  • Represents LPP in internal, district level and donor meetings at the field level to share updates on program needs and gaps in the target areas.
  • Works in close coordination with procurement for timely receiving of procured items for project interventions.
  • Represents LPP in sectoral meetings/ other forums at field level as and when required.
  • Ensure excellent coordination with the implementation team, as well as key humanitarian stakeholders and district administration at targeted areas. 

REPORTING, TECHNICAL PUBLICATIONS, AND COMMUNICATIONS

  • Develop quality project reports.
  • Document learnings from the field and share with Manager Programs
  • Identify and document human interest stories from the field with the support of the project teams.
  • Identify and report challenges faced in the field and develop and implement the strategies for mitigation.

 DEMONSTRATED SKILLS AND COMPETENCIES:

  • Fluency in written and spoken English required.
  • Strong communications skills with exceptional ability to articulate complex issues in a clear comprehensible manner to a wide variety of stakeholders
  • Excellent writing skills, ability to deliver high-quality reports and documents with tight deadlines
  • Excellent computer skills and
  • Ability to work in a diverse and stressful environment in flood-affected areas with compromised living conditions.
  • Ability to work under immense pressure, ability to multi-task and juggle several tasks and relationships at one time
  • Excellent communication skills, experience in representing an organization

LANGUAGE SKILLS: Fluent in Urdu and English speaking/writing skills along with local languages
